BALLISTIC MISSILE DEFENSE SYSTEM
MANDATORY CENTER OF EXPERTISE (BMDS-CX):
The U.S. Army Engineering and Support Center, Huntsville is the Ballistic Missile Defense System Mandatory Center of Expertise. Engineer Regulation 1110-2-8163 outlines roles and responsibilities for the new CX.
Huntsville Center (then Huntsville Division) stood up in 1967 with the primary mission of supporting Sentinel/Safeguard. Since that time, the Center continues to adapt to the changing needs of the country and to expand its portfolio – always maintaining technical expertise in Ballistic Missile Defense. Due to that expertise, and the proximity of Huntsville Center to the Missile Defense Agency's location on Redstone Arsenal, Alabama, MDA requested establishing a formal MCX, and Headquarters, USACE approved the MCX in 2016.
The BMDS-MCX provides standard USACE support and technical expertise to MDA, and ensures standardization of design where applicable; maintains technical expertise; leverages technical knowledge; and assures consistency and efficiency in delivery of BMDS facilities and infrastructure.
This acquisition will provide contract capacity to support this center of expertise.

BMD AE SCOPE OVERVIEW
The BMD AE IDC contract is intended to provide a full spectrum of architect-engineer and associated services in support of the BMD- CX and its customers exclusively in support of the Missile Defense Mission.
The IDC is to provide AE support in the following major subordinate commands and geographic areas:

U.S. Territories and Possessions USACE Transatlantic Division (TAD) USACE North Atlantic Division (NAD) USACE Pacific Ocean Division (POD) Europe Asia Australia
BMD AE SCOPE OVERVIEW CON’T
Architect-Engineer (A-E) design services in support of the BMDS-CX and its customers for new or rehabilitation designs, including facility/sites ancillary structures, of tactical, tactical support, and non-tactical facilities including missile control buildings, industrial workshops, power plants, communications facilities, administration buildings, and various other facilities; new and rehab road work, utility work, and building systems work. The designs require contractor experience in radar, missile launch, and tactical support facilities and various other facilities that may be required.
Because the missile threat changes quickly, the Department of Defense needs maximum flexibility for Missile Defense Systems. In order to successfully achieve the goal of deployment, facility designs required by this contract and weapons system designs (prepared by others) must run concurrently.
Various elements of facilities designs are likely to be completed prior to the completion of system designs within these facilities. The strategy is to proceed under basic engineering parameters that will minimize the impact on the criteria and ultimately the facility design. Facility criteria may be technically complex or atypical due to the specialized needs of the Missile Defense weapons system.
Criteria could include complex seismic dynamics, explosive safety and electronic and physical security considerations, and challenging environmental conditions. In addition, the spiral development concept being used to develop the Missile Defense Systems result in frequent technology and criteria evolution, requiring maximum flexibility in the support facilities design.
Specific requirements are expected to include, but will not be limited to the design of Missile Defense Complexes, including facility/sites ancillary structures, and the preparation of design criteria, architectural and engineering designs, specifications, design- related analyses and studies, economic analyses and cost estimates for missile launch, radar, test, evaluation, administrative and training facilities.
Additional support may include environmental documentation, permits, special studies, and other environmental activities as required by federal, state and local laws and regulations; feasibility studies, other special studies, geotechnical investigations and topographical mapping services, programmatic support services, as-built, construction phase services, and engineering and design during construction.
Specific requirements will be fully set forth under individual task orders. Such work may include:
Surveying & Geotechnical Investigations Sustainable Design Applications NEPA Documentation Investigations Construction Plans, Specifications, and Cost Estimates Value Engineering Studies Computer-Aided Design (CAD) Systems, Building Information Modeling (BIM), and
Geographical Information Systems (GIS) Design-Bid-Build solicitation documents Design-Build solicitation documents Solicitation Phase Support (Amendments, RFI’s, and conformed plans and specs, and
Proposal Evaluation) Engineering Services during Construction (RFI’s, submittal review, spec revision, design and estimation for modifications, as-builts, on-site engineering support) Commissioning Support
MINIMUM REQUIREMENTS OF SOURCES:
1. The contractor shall have established a satisfactory record of completion of similar contracts and will demonstrate sufficient equipment, personnel, organizational, financial, and technical capability to ensure satisfactory completion of the contract.
2. The contractor will have at the time of submission a facility secret clearance and approval to store and process classified material in accordance with Executive Order #13526 and the ability to obtain employee secret clearances.
3. The contractor shall demonstrate experience in design of facilities and ancillary structures for the assembly, preparation, handling and storage of missiles.
4. The contractor shall demonstrate the capability to provide architectural and engineering disciplines necessary (Architecture, Mechanical, Structural, Civil, Electrical, Power, Fire Protection, Geotechnical, Seismic, and Cost) to design multiple $50 million plus construction cost (CC) military construction projects concurrently for construction in multiple and diverse geographic locations.
5. The contractor shall demonstrate the ability to design critical defense facilities and develop Failure Mode Effects Criticality Analysis (FMECA), and Reliability, Availability and Maintainability (RAM) analyses.
6. The contractor shall demonstrate knowledge and experience incorporating High-Altitude Electromagnetic Pulse (HEMP) and Electromagnetic Interference (EMI) protection in the design of facilities.
7. The contractor shall demonstrate knowledge and experience designing facilities that will be located in areas of high seismic activity according to current Unified Facilities Criteria (UFC) requirements.
8. The contractor shall demonstrate knowledge of explosive safety and blast effects and prior experience designing facilities to accommodate explosive environments to include preparing submittals to the Department of Defense Explosive Safety Board (DDESB).
9. The contractor shall demonstrate ability and experience to design facilities to operate in harsh environmental areas such as corrosive conditions, arid environments and in areas of extremes in temperature and humidity such as encountered in the arctic and the tropics.
10. The contractor shall demonstrate knowledge of electronic and physical security design including but not limited to miscellaneous security studies, access/entry control, site security, antiterrorism protection, and design to protect facilities against Chemical, Biological, and Radiological (CBR) agents.
