OVERVIEW OF MFAES PROGRAM
MFAES OVERVIEW:
The Medical Facilities Architect-Engineer Services (MFAES) contract is the primary tool that supports architect-engineer requirements of medical facility Military Construction (MILCON) projects.
Primary customers/stakeholders include the Defense Health Agency (DHA) and the USACE Mandatory Medical Center of Expertise & Standardization (MX) with the potential for other (limited) non-DoD support managed by USACE.
Types of healthcare facilities may include: hospitals, medical clinics, dental clinics, veterinary clinics, medical laboratories, healthcare training facilities, and other projects with a medical element.
The numerous locations of these projects can be inside or outside the U.S. Possible overseas work locations include - Germany, Italy, Japan, the Republic of Korea, and Afghanistan.

ACQUISITION APPROACH
Overview of our expected procurement strategy for the contracts and how we will select for task orders
MFAES - ACQUISITION APPROACH
North American Industry Classification System (NAICS) Code
– 541330, Engineering Services
Small business size standard - $15 million
Anticipated capacity - $160 million
Anticipate a one-year base period and four (4) option years
Intend to award three (3) unrestricted and three (3) restricted-small business reserves
MFAES- ACQUISITION APPROACH
Selection of firms for the IDCs will be qualifications-based.
Award will be made to the most highly qualified firms as determined by an evaluation of the following criteria as explained in the SF330 proposals:
• Specialized Experience & Technical Competence
• Professional Qualifications
• Past Performance
• Capacity
• Knowledge of Locality
Instead of two separate pools the Government will issue a single unrestricted synopsis

MFAES- ACQUISITION APPROACH
IDC to include a portion of the awards reserved for small business concerns, under Section 1331 of the Public Law 111- 240 – Small Business Jobs Act of 2010
IDC to allow Small Businesses to be considered for each task order
• Task orders estimated less than $400K, an attempt will be made to make a selection only among the Small Business Reserves.
FAR 52.219-14, Limitations in Subcontracting will still apply to prime small business concerns
