IT Renovation of Blood Donor Center
31 August 2017
14 September 2017
1. Scope: The WBAMC Blood Donor Center in room 7167 needs renovation of the existing internet infrastructure and other electrical components. This effort encompasses all aspects associated with the design, labor, and materials necessary to complete the project in accordance with the requirements specified below.
2. Requirements: This requirement is to provide the WBAMC Blood Donor Center in Bldg. 7167 with the needed copper cabling, infrastructure, TR space, electrical and network equipment to bring the building communications up to operational standards. Within fifteen (15) days following contract award, and prior to the commencement of any work, the vendor shall conduct a site survey along with the Contracting Officer’s
Representative (COR) in order to clarify the associated work to be performed and reduce the potential for any potential ambiguity. Any unforeseen issues or complications that arise beyond the effort specified hereafter, shall be identified immediately to the COR and communicated thereafter to the Contracting Officer. Of high importance to understand is that only a warranted Contracting Officer has the authority to issue modifications or otherwise change the terms and conditions of the requirements as specified herein. If an individual other than the Contracting Officer attempts to make any changes to the specified terms and conditions of this contract, the vendor shall not proceed with the change and shall immediately notify the Contracting Officer.
The vendor shall provide, configure, and install all of the items identified in the anticipated product list and execute all of the tasks in accordance with the installation specifications and standards documented.

Identify older cabling that does not meet current specifications specifically CAT 6E or less and abate.
Re-route and re-use cable that meets CAT6 labeling as needed and extend to new drop locations throughout areas as annotated on drawings and as specified in furniture drawings to predetermined locations. Data drops will be run in chase way built into furniture at the bottom of the wall panels.
Contractor will provide a means of attaching and terminating 4 cat 6 cables in a neat and professional appearance. If necessary a surface mounted Panduit box will suffice.
For drops that are not detailed in furniture, utilize EMT for cabling where feasible. For any cable requiring new infrastructure, install j-hooks in attic space above office areas (no more than 5 ft.
apart) to required locations. Ensure fill ratio for all infrastructure are not exceeded and install in furniture applicable routing system.
Each drop shall consist of one double gang outlet box either terminated in furniture panel locations or at 1 inch EMT locations as specified in drawings. If not specified clearly, customer will give directions for locations as these may change as areas become populated with furniture.
Install new faceplates and terminate new CAT6 cables in each box using T568A scheme. Label each drop in accordance with WBAMC labeling criteria.
Provide proper service loops for all cabling.
Test existing and new backbone cabling to ensure operability. If pairs/strands fail, replace with new cabling. Provide cable test report to MTF-IMD POC.
Fire-stop all wall penetrations where holes are drilled.
Telecommunications Room, RM# 114: Install two ¾” x 8’x 4’ fire rated plywood sheets along one wall of the room. Paint plywood white, leaving at least one fire rated stamp exposed on each sheet.
Re-Install the TMGB on one of the backboard and connect to the building ground electrode system.
Ground racks, EMT, and cable tray in the room using appropriate No. 6 AWG copper ground wire and connectors. Install two 19” x 7’ floor mount racks with patch panels for all drops and cross connects, fiber termination associated items, ladder tray above racks, and vertical cable management panels. TR must be outfitted with all applicable items and requirements as described in the I3A.
Run a new 100 pair phone cable from the existing termination point to the new TR via the 2 inch conduit. Terminate the cable on new 110 block mounted to new plywood in the TR for the end point termination. Run cross connects and distribute from the new 110 blocks to the rack patch panels, terminate and label accordingly.
Drops should be run in EMT from the cable tray to the drop location unless contractor and
WBAMC agree on using another type of infrastructure.
All cabling shall be neatly dressed and bundled.
All communication components as part of this project shall be labeled in accordance with TIA-EIA-
606-A. All labels shall meet the visibility and durability requirements of TIA/EIA-6060A and be pre-printed or laser printed. Labeling scheme will follow WBAMC’s naming convention for wall plates and patch panels. WBAMC will assist in accomplishing this if contractor is not familiar with it.
Provide all associated manufacturer's extended performance warranty for each item installed as part of this cabling project. Provide the manufacturer's certified warranty documentation to the
COR/MTF POC as part of Manufacturer's Extended Warranty.
