The PWS section 1.7.2 mixes quality and safety requirements that should be delineated between the QCP and APP. Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Confirm that TEAMING PARTNER labor rates will be evaluated with our proposal and will be incorporated/accepted as fair and reasonable in the basis for award. Therefore, they will not be required to compete on individual Service Orders that they are responsible for performing but will provide justification for all ODC's that exceed micropurchase threshold. They will also be subject to level of effort evaluation by USACE for each SO.

On: Apr 17 2017.

6933345 Safety

1.5 Activity Hazard

Analysis, SSHO requirements

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

For the "high risk" activities, the contractor is required to have a separate Site Safety and Health Officer (SSHO) who shall have no other responsibilities, for any maintenance or repair being done on these activities. However, the government may waive this requirement if determined that a separate SSHO is not necessary. For the firm-fixed recurring maintenance activities, can the Government confirm whether this requirement is either waived or that a separate SSHO must always be provided for RM regardless to provide a fixed crew size as the configuration of the fueling systems is currently unknown. This is pertinent as an SSHO cannot be the same as a Site Supervisor without this waiver per PWS Section 1.5

On: Apr 17 2017.

Government Response. . A separate SSHO is not automatically required for every RM visit. A separate SSHO would only be required if an RM visit is considered "high risk" in accordance with the contract. On:

6933401 General SB Requirements

Will CEHNC suggest a "total contract value" on which offerors should base their proposed SB Participation and SB Subcontracting Plans? In doing so, there will be greater consistency in proposals and evaluations will be more easily facilitated. For example, we suggest the following: "All offerors should base their SB Participation Plans on an anticipated total contract value of $25M (or other amount determined by client). Furthermore, all LB offerors required to submit SB Subcontracting Plans should also use an anticipated contract value of $25M (or other amount determined by client) when determining their available subcontracting dollars and categorical SB subcontracting goals."

On: Apr 17 2017.
