RFP Q&A
QUESTIONPWS/REFPDT Response
1How are these services currently being performed? Under contract? In-house?Services are currently being performed by a 8(a) firm.
2Solicitation W912DY-16-R-0016 states within the synopsis that it is a competitive 8(a), however, within the Set Aside it states Total Small Business. Can you clarify whether this opportunity is for Total Small Business or strictly for 8(a)?This requirement is restricted to 8(a) vendors only.
3According to the Exhibit 1, Pricing Template manhours, there is a projected significant decrease in Level 2 and Level 3 personnel beginning Option 1 POP. Can you please validate this is accurate?Yes, this is accurate per the customer provided estimate.
4Question to 1.1.1 Technical Management.

Instructions contained in this section state that Appendix 3 be completed but provide no further discussion of what projects are to be identified for submission. Should these be the same projects contractors identify in 1.2 Past Performance? If not, what are the criteria for selecting and submitting these projects?

Yes, these should be the same projects contractors identified in Paragraph 1.2 Past Performance.
5Question to 1.1.2 Key Personnel.

The third paragraph in this section seems to imply that the key person (Project Manager) must have a signed letter of commitment if not currently employed by the Offeror. Is this interpretation correct?

Addenda to FAR 52.212-11.1.2 Yes, the key person must have a signed letter of commitment if not currently employed by the Offeror.

6Are any other potential employees required to be identified as "key personnel" and documented by Appendix 2, Personnel Resume Form and submitted as part of the proposal?2.1.1No, the Project Manager is the only key person.
7Questions to Exhibit 1, Pricing Template.

a) Request verification of the hours contained on the “Estimated Level of Effort” spreadsheet. In particular, those contained in the Base Period for Contract Administration Support Level 2 column (22040) and Contract Administration Support Level 3 column (66120).

The Estimated Level of Effort is correct.
8b). Request that the Government provide the number of contractor employees needed or estimated for support by category and by base period and option year. This is a performance based contract. Theere must be sufficiaent staff to accomplish mission. Each Task Order will have its own PWS and mission to be accomplished per Order.
9Request that the Government extend the RFP response date from 29 Apr 2016 by an additional 15 days due to proposal complexity.Noted. The Government does not anticipate the need for an extension to the proposal submission date at this time.
10Instructions for Preparation of Proposals Paragraph 1.2 Past Performance requires Offeror to describe three (3) pertinent projects. Please clarify whether individual tasks under a contract are considered separate projects or if three (3) separate contracts/subcontracts are requiredIndividual task orders under an indefinite delivery contract action count as separate projects. Separate tasks under a contract do not count as a project.
11Paragraph 1.2 states “Projects must be a minimum of 80% complete to be considered substantially complete”. This requirement appears to be most applicable to firm fixed price construction contracts and unrelated to professional services. In addition, it appears to favor the incumbent contractor team. Please consider removal of this requirement.Either 80% of the time allotted or 80% invoiced for that project to be considered substantially complete. This approach does not favor any one contractor.
12The past performance information shall consist of no more than 6 pages." Are the 6 pages of Past Performance information included within the 20 page Technical Proposal? Or are they excluded from the page count and to be included as an attachment? No, the past performance limitation is not included in the 20 page count limit of the Technical Proposal.
13Are the "6 pages" comprised of the three (3) Project Experience Form Appendix 3, at two (2) pages per form?Yes, the "6 pages" are comprised of three (3) Project Experiences Form Appendix 3, at two (2) pages per form. The Government will not count past the first three projects.
14Is it the government's intention that the 14 items [(i)-(xiv)] listed under Section 1.2 Past Performance be included on the Project Experience Form, Appendix 3?Yes.
15If providing Past Performance information for a major subcontractor, are additional pages permissible for their Project Experience Form Appendix 3 ? Or should we limit the past performance to three total references (i.e. two references from Prime and one from major sub)?Yes, the same page limitations apply to major subcontractors. However a combination of both can be submitted.
16The RFP requires offerors to submit a transition plan, in order to support this requirement we request the following information. Is there an incumbent contractor on the CEHNC Contracting Support Services effort or is this a new start effort? Who is the incumbent contractor? If there is an incumbent effort, is it at the same level of effort as the current requirement? Please see Response to Question 1; Requires approach to transition plan, not the actual submission of the plan.
17Performance Work Statement, 2.1.1 Project Manager: What is the difference between the Project Manager and the Contract Manager, if any?None.
18Performance Work Statement 2.2 Operating Hours: How many surge hours were worked by contractor personnel in the last fiscal year (FY15)?Approximately 650 surge hours were worked on the last contract however, Service Contract Act does not apply to professional support.
19Performance Work Statement 2.4.2, Clearance: Government indicates that personnel may need a Secret clearance. How many incumbent contractor personnel currently hold Secret clearances?None.
20Performance Work Statement 2.4.2, Clearance: What percentage of incumbent contractor workforce currently hold Secret clearances?2.4.2None.
21Performance Work Statement 3.1.9, Filing System: Is filing performed manually, electronically, or both? Both.
22Performance Work Statement 3.1.9, Filing System: If filing is performed electronically, please provide the name of the applicable software and release version.Electronic filing is done thru Paperless Contract Files (PCF). There is no commercially available software version.
23Instructions to Offerors, 1.0 Technical Proposal Instructions: Are sections 1.1.1 Technical Management, 1.1.2 Key Personnel, and 1.2 Past Performance counted in the 20 page limit for the Technical Volume? No. Past Performace is not included in the 20 page limit.
24Will a bidder’s library with historical workload data be provided to offerors? The estimated hours are provided on the price template and are based on historical data.
25Is historical workload data (e.g., number of actions per task area, contracting actions per requirements, etc.) available for Offeror’s review? Please see response to Question 24.
26Reference: Page 26 of 74, Instructions for Preparation of Proposals - If applicable, in addition to the three references from the prime contractor, provide similar past performance data for major subcontractors performing more than 10% of the level of effort.

Question: Will the Government please define “similar past performance data?” Will major subcontractors be allowed to submit three past performances in addition to the three past performances submitted by the prime?

Please see response to Question 15. The Government will assess relevancy of the projects based on comparison of subcontractors prior efforts and proposed efforts for the subcontract.
27Reference: Past Performance- The past performance information shall consist of no more than 6 pages. These submissions shall be used by the Government to evaluate both past performance relevancy and confidence.

Question: Does the Government require the entire past performance volume to be six pages, or may the offeror use 6 pages for each past performance reference? If the entire volume is meant to be limited to six pages, would the Government please consider expanding the page limit to 12 pages? This would allow major subcontractors to also submit past performance information.

Please see response to Question 15. The Government will assess relevancy of the projects based on comparison of subcontractors prior efforts and proposed efforts for the subcontract.
28Reference: Exhibit 1, Pricing Template: Estimated Level of Effort

Question: The base period estimated level of effort is a total of 92,000 hours while the estimated level of effort for each option year is 29,280. Will the Government provide some insight as to why there is such a large differential between the estimated level of effort for the base period versus the option years?

The goveernment intends to leverage the successful Offer's staff as temporary support employees. The goal is to hire permanent employees, thus a large decrease in Option year hours.
29Reference: Exhibit 1, Pricing Template: Estimated Level of Effort

Question: The hours allocated for the Contract Administration Support Levels 1 and 2 can easily be tracked to 1 FTE each (1920 hours). Using this same 1920 hour standard for a work year, the allocation for Contract Administration Support Level 3 equates to 11.479 and level 4 equates to 34.4375 FTEs. Is it the government’s intent for these to be partial year FTEs.

No.
30Reference: CLINS

Questions: Please explain the distinction between Contracting Support Admin and Contracting Support FFP as shown in the CLINs. It appears that the PWS does not allocate the tasking according to these two CLINs, but rather to the 9 contract task items of section 3.0 Scope of Work. Will this CLIN distinction be made at the task order level?

Yes, the distinction will be made at the Task Order Level.
31Reference: 3.2 Labor Categories
Questions: Are any certifications required for any of the labor categories? No certifications are required.
321. To ensure accurate pricing, please advise if the place of performance for this effort will be Huntsville Center only, or if support will be required at the 4 locations identified in the original RFI.Yes, the place of performance is the Huntsville Center Complex only.
332. Section 1.2 Past Performance states that “the past performance information shall consist of no more than 6 pages” However, offerors are required to include a minimum of 3 copies of both the Project Experience Form (2.5 pages each) and the Past Performance Questionnaire (4 pages each). Would the government consider excluding the past performance information from the 20 page limit? No, past performance is not included as part of the 20 page limit.
34What are the estimated number of hours per employee for training? Can you provide that number if available. There is not a training requirement for this contract. In addition, the Government will not pay for training associated with this contract.
35Please advise if wage determination will be provided.No. Service Contract Act (SCA) wage determination is not applicable to this requirement.
36Is this a new requirement? No. Please see response to Question 1.
37Is there an incumbent? If this is not a new requirement, please provide previous award amount.No. Please see response to Question 1.
38Please provide the past contractor informationNo. Please see response to Question 1.

Contract Administrator Vision Centric Inc.

256-830-0042 39 Is this a new requirement? If not, could you please provide the name of the incumbent or the contract number? No. Please see response to Question 1.

Contract Administrator Vision Centric Inc.

256-830-0042

40How soon after award do personnel involved in the contract need to have Secret Security Clearance and CAC in place? At this time, not all personnel are required to have a Secret Security Clearance. CAC issue will occur as soon as possible.
41Will the project manager need security clearance or only those working onsite? No, not at this time.
42Does the Government desire signed letters of commitment from all personnel who will be working on the contract (i.e. Contract Administration Support Level 1), or just from the project manager?A Letter of Commitment is required only for the Project Manager.
43Would the Government be willing to consider projects included in the Offeror's past performance that are not "substantially complete" but are currently being carried out? Please see response to Question 11.
44In the Personnel Resume Form it lists these as options: "KEY PERSONNEL: [ ] Project Manager [ ] Administrative Specialist [ ] Contract Admin Support Level 1 [ ] [ ] Contract Admin Support Level 2 [ ] Contract Admin Support Level 3." It states elsewhere in the RFP that only the project manager is designated as key. Could you please clarify: Does the Government require one of these forms to be filled out for each of these listed positions? No, only one form should be filled out and that is for the Project Manager.
451. Is there an incumbent and if so who? Please see response to Question 1.
462. If there is an incumbent how many FTE’s are currently on site?FTEs in the pricing template are based on historical figures.
473. If there was a previous contract, please provide the contract number? Please see response to Question 1.
484. Based on the 2.4 Security and Privacy will the contractor be required to have a facilities clearance. Our interpretation is a facilities clearance will not be needed as all work will be performed at the Governments facility. Can the Government confirm our interpretation? All work will be performed at the Government facility.
495. Are there any special access requirements to the facility parking? Is there a limitation on parking for contractor employees which would require an alternate means of transportation? There are not any special access requirements for facility parking. There are no parking limitations and parking permits are available.
50Exhibit 1 Question: Please confirm if the Rate Calculations (Burdended) and (Un-burdend) are required for the Option Years or only the Base Year. If so, will the table be modified?Rate Calculations (Burdened) and (Unburdened) are required for the Base and Option Years.
51Could the selected Project Manager (Key Personnel) cover also one of the positions as Contract Administration Support Level 3?The Project Manager could serve in another capacity for the successful Offeror.
52Are all labor categories required to be on-site full time?Labor categories are required to be on-site full time.
53Is any additional location that may be required to be staffed during the life of the contract besides the one in Huntsville, AL.No. Please see response to Question 32.
54On page 25, chapter 1.2 Past Performance, are the requirements the same for both Prime and Subcontractor? In addition, the same first paragraph refers that “project must be a minimum of 80% completed to be considered substantially compete.” Please elaborate about how the past performances would be considered 80% complete. If based on the overall contract, i.e. or if a company was awarded a 5 year contract, but is on is third year, would it be then considered less than 60% completed as is during year 3, or would you consider the completion based on each CLIN for each year of the five? i.e. that the past performance would be considered for the fully completed years of the contract. Please elaborate. Also, if the company has experience performing the same functions but for a Prime contractor, in managing subcontractors, would this qualify as a viable past performance? Please see response to Question 11.
55Are the Corporate Safety and Health Plan and Accident Prevention Plan and/or Abbreviated Accident Prevention Plan the same plans? Could Technical Exhibit 3 be shared? The Corporate Safety and Health Plan should address and/or incorporate the requirements as outlined in Engineering Manual (EM) 385 1-1.
56Are the Quality Control and Surveillance Plan and Quality Assurance Surveillance Plan the same plans? Which Attachment A (one on page 20 and one on pages 67-68) should be used as the QASP sample format? Is a QASP required at both the contract/IDIQ level as well as the Task Order level?Attachment A, page 20 is the Performance Requirements Summary.; page 74 is the QASP. As a minimum, the same QASP included upon contract award should be included in subsequent Task Orders. Task Order QASPS may be more stringent. Quality Control and Quality Assurance are different levels of oversight (percentage). The successful Offeror is expected to perform Quality Control and the Government is expected to perform Quality Assurance.
57This is an 8(a) competitive, since the 8(a) firm will have to do 50% or more, do we still have to present a subcontracting plan for this solicitation? If yes, do we need to explain the full rationale selection and other items listed be applicable. No, you do not have to submit a subcontracting plan for this solicitation.
58Can the key personnel come from a subcontractor or a combination thereof? Could there be more than one key person?Yes, key personnel can be a subcontractor. Based on this PWS, only one key person is required.
59We noticed that the incumbent on this solicitation, Vision Centric Inc., graduated from the 8(a) program recently, as such we assumed that they are not going to be bidding as a prime, but could they be part of team as a subcontractor? In addition, are they going to participate on the valuation of this proposal, please explain and clarify, as that could interpreted as real conflict of interest.See 1.2 of PWSYes. Vision Centric can be part of a team. Contractor employees must not perform

functions or tasks that are considered inherently governmental as defined in the Federal Acquisition Regulation (FAR) at Part 7.5, or perform functions or tasks that are “closely associated with inherently governmental functions." Therefore, the incumbent will not participate in proposal evaluation, either directly or indirectly.

60For the 3 past performances required, can they be a mix from both the prime and subcontractor?Yes.
61Obtaining completed PPQs from current and previous clients and meeting the due date of April 29th is doubtful, we have no control over the Government. Will the USACE accept PPQs with contractor required blocks 1-4 completed only?Yes, along with completed Attacment 3 for each project.
62Sections 7.6.1 and 7.6.2 to require Accident Prevention Plans (APP and AAPP), in light of the work scope being performed at Government office facilities, are these really necessary? Similarly for safety and safety training.Yes.
63Section 1.1.1 Technical Management describes what appears to be that which is required for the technical narrative of the tech volume. However, the statement is made to "Please complete Appendix 3 for each project“ Is that statement indicative of the narrative required for the Appendix or the Tech Volume? In other words, to all of the requirements below the “Please complete” statement apply to each past performance, or, are we to describe our approach on how we perform primary areas 1 through 9, and how we manage the technical work? The latter is what we would expect, but are unsure given the way the RFP is written.Provide the requested information (Attachment 3). Attachment 3 is in addition to the Technical Management.
64Price Proposal (Volume 2):
In the first year, labor hours appear to be close to 48 people. In the remaining years, it is 15. Is that correct? For pricing purposes, historical data was provided.
65Who is the incumbent vendor? What is the current contract number and value? Can the government provide a list of incumbent employees and contact information on the current contract? Please see response to Question 1. No further information shall be provided.
66When does the government estimate it will award the contract/IDIQ and as well when first task order is anticipated? The Government estimates awarding the first task order within 30 days of contract award.
67The incumbent contractor contract ends on 04/30/2017 and the award value is significantly lower to date, please advise if the government has approved budget for the contemplated IDIQ for the size/resources and hours support requested. Also, is this requirement going to be awarded within the next 2 months, 4 months, or 6 months?Funds for the minimum guarantee are currently available. The Government estimates awarding this requirement within the next 30 - 60 days.
68What proposal Volume does the government want the offeror to include its 8(a) Certification? The 8(a) certification statement can be included in the cover letter.
69Why is the government asking for separate prime and subcontractor pricing on a FFP effort? How should this information be displayed in the price template if the subcontractor's rates roll into the prime's overall cost?FAR 16.103 B; The major subcontractors should submit pricing rates as well. A revised pricing template will be provided via Amendment 1 to the solicitation.
70Can the government clarify the minimum guarantee amount? Addenda to SF 1449 states it is $3,000 for the base year and Clause 52.216-19 states it is $100.The minimum guarantee for the contract is $3,000.00; The minimum task order amount is $100.00.
71Are subcontractors required to provide their labor categories?Yes, subcontractors are required to provide their labor categories.
72Solicitation states "For purposes of the evaluation, the fixed rates offered shall be for the performance of work specified the RFP PWS contained in the RFP". Is the government stating they will evaluate the "burdened" or "unburdened" rates? Both.
73Section 2.1 does not state that the government will evaluate the 6-month option clause. However, Section 6.0 states "The government will evaluate offers for award purposes by adding the total price for all options and six month option to the total price for the basic requirement...the Government will take the price for all CLINS of the final option period, prorate it to a six-month value as required, and add it to the sum of all CLINS [base plus all option periods]. This amount will be the total evaluated price." If offerors are providing a cost for the 6 month option period, which cost will the government evaluate - the one the government estimates or the offeror provided rate? Can the government confirm whether it will or will not evaluate the 6-month option cost? The 6 month option will be included in the evaluation.
74"In this context, 'offeror' refers to the proposed prime contractor". Can the government confirm if the subcontractor's past performance will be evaluated in addition to the primes?Major subcontractor past performance will be evaluated.
75Can the government provide the Technical Exhibit 3 template for completion of the Abbreviated Accident Prevention Plan. The Technical Exhibit 3 information will be provided on a task order basis.
76Can the government explain why the number/level of FTEs significantly drops after the base period for the Contract Administration Levels 2 & 3?Please see response to Question 28.
77Will the government consider allowing the PM to be a direct cost to the contract? If so, will the price template be modified or can the offeror modify it?Yes. All peronnel engaged full-time on this contract should be direct charged.
78Would the government clarrify what the government excluded from the calculation of the "un-burdened". Generaly the "un-burdened" will not include overhead, G&A, Fee, but the "burdended" will include direct salary, fringe, payroll taxes. The Government concurs with your interpretation.
79The tabs "Rate Calculations (Burdended)" and "Rate Calculations Un-Burdend" show hours for Base Year to be 3 times as Option Year 1; it seems like the keyer has mistaken between "Base Year" and "Base Period". This seems to be inaccurate, "Base Year" is one full year and "Base Period" is inclusive of Base Year, OY1 and OY2, the 3 year period- per the RFP. Therefore we believe the Base Year hours noted should be corrected for both tabs. Also, it would be better if the government would make the terminology on all pricing tabs to be consistent, such as, note "Base Year" to be "Base Period, Base Year", subsequent year as "Base Period, 2nd Year" and so on; and for "Option Year 1" and onwards it would be consistent. Also "Option Year 3" is noted twice, rather it should be "Option Year 3" and "Option Year 4"- if proposed terminology is not accepted. The estimated hours are correct. The second "Option Year 3" should be "Option Year 4". The corrections will be made in Amendment 1. Based on historical data the governemnt has determined that the need for theses services are higher in the Base Period than the Option Periods. There is a 1 year Base Period. Out Years are considered Options.
80We would like to submit our bid as a Joint Venture. In general SBA will not provide any form of approval prior to award of contract to JV. The JV will qualify as an 8(a) JV as long a the leading venturer is an 8(a) and the JV meets the CFR size standard requirements. As the 8(a) venturer we can provide the 8(a) certification/program approval letter from the SBA. Please advise what else is required as part of bid submission. The JV must be established as a legal entity. The JV must be registered in SAM with its own Cage Code and DUNNS Number.
81per RFP page 25, 1.2 Past Performance. 3 past performances are requested of completed or substantially completed (80%) ore more. We request the government allow offeror and/or their subcontractor to provide past performances that are active and have completed at least the base year of performance. Generally if performance concerns exist the customer survey will reveal that and if available, CPARS for active contracts is submitted annually, therefore any performance concerns will be covered there as well. Please see response to Question 11.
82per RFP page 26, "If applicable, in addition to the three references from the prime contractor, provide similar past performance data for major subcontractors performing more than 10% of the level of effort.". The requirement seems to indicate that the government would like 3 past performances from the Prime contractor and additional past performance surveys from subcotractors. Generally the government would require 3 past performance per single team/offeror and not 3 for prime and additional for subcontractors; this seems counterintuitive to the purpose of teaming, as the government is expecing the Prime to have substantial amount of past performance- which if was the case, no teaming would be required. We request the government modify the requirement of past performances to be limited to 3 per team/offeror. This will be sufficient to meet the evaluation requirements. Please see response to Question 15.
83Throughout the RFP, it is noted that this is a FFP IDIQ contract however the Price Template indicates it is a FFP Level of Effort. Can the government please clarify if it is a FFP or FFP LOE?All Task orders issued as a result of this contract award will be FFP.
84Solicitation Section: Evaluation Factors for Award, 3.0 Adjectival Ratings for the Past Performance

Paragraph: 3 Page: 31 Question: The paragraph indicates that the past performance is based on the “offerors” likelihood of success and the “offeror” is defined as the prime contractor. Is the offeror allowed to submit subcontractor past performance as part of the 3 to be included as a part of the evaluation?

Yes. Please see response to Question 15.
85Solicitation Section: Evaluation Factors for Award, 6.0 Responsibility Related Information

Paragraph: 1 Page: 33 Question: The requirement is for the offeror to provide a statement of compliance with FAR 52.219-14. However, it appears as though subcontracting is discouraged as subcontractor past performance profiles may not be admissible as a part of the evaluation. Is subcontracting allowed and if so, it is requested the subcontractor past performance be included in the evaluation.

Yes. Subcontacting is allowed. FAR 52.219-14 is unrelated to past performance.
86Solicitation Section: Exhibit 1 – Pricing Template

Paragraph: N/A Page: N/A

Question: The Base Period hours are significantly different from the hours in Option Year 1 – 4, and indicates that the performance period is three years, consistent with the language in the Draft PWS. Please confirm the hours and the performance period. The performance period includes a Base Period plus Option Years 1 though 4 for a combined total of 5 years.
87Solicitation Section: 3.0 Scope of Work

Paragraph: 3.2 Labor Categories Page: 15-16

Question: Please confirm that there is not a requirement for Contract Administration Support Level 33.2Contract Administration Support Level 3 is included in the PWS.
88Solicitation Section: Attachment B – Special Requirements

Paragraph: 3. Regulations Page: 21 Question: The paragraph states that “The site of some of the contractor work is on a Government facility, and rules and regulations issued by the Commander, U.S Army Engineering and Support Center, Huntsville, AL.” Please confirm that the work will be performed in Huntsville or if there is a requirement to perform services in Alexandria, VA, Omaha, NE or Richmond KY.

All services will be performed at the U.S Army Engineering and Support Center Complex, Huntsville, AL.
89Solicitation Section: 2.0 Price Proposal Instructions (Volume 2), 2.1 The Price Proposal

Paragraph: 8 Page: 27

Question: The paragraph states that “Profit will not be applied to Other Direct Costs.” The Exhibit 1 – Pricing Template does not allow for the addition of ODCs. Does the government intend for the contractors to bid ODCs? Is the government considering Travel as an ODC?The Government is not requiring ODCs as a bid item or a Travel Item.
90Solicitation Section: 2.0 Price Proposal Instructions (Volume 2), 2.1 The Price Proposal

Paragraph: 4 Page: 28

Question: The section requires Subcontractor(s) Cost to be provided for any proposed subcontract in the same detail as required by paragraph 2.1. If subcontractor costs are required and therefore and integral part of the proposal evaluation, it is requested that subcontractor past performance be included as an evaluated item. To confirm the relevance of the prime contractor past performance, it is requested that the government allow 1 of the 3 past performance be based on the subcontractor and/or increase the past performance to 4 and allow 1 to be from a subcontractor. Please see the response to Question 15.
91Is there an incumbent and if so, who? Please see the response to Question 1.
92Paragraph 2.4.2 of the PWS states, “Personnel assigned to this contract may need to obtain SECRET security clearances in accordance with the DD 254, Department of Defense Contract Security Classification Specification.”

Question: Can you confirm if personnel will be required to have a Secret clearance at contract start date?

2.4.2Contract personnel are not required to have a Secret clearance at contract start date.
93Within the Pricing Template (Attachment 1), the estimated Level of Effort (LOE) for the Contract Administration Support Level 2 and 3 labor categories do not equate to a specific number of FTEs. For example, under the Contract Administration Support Level 2 labor category, the total hours in the base period are 22,040, which equates to 11.47 FTEs (based on a 1920-hour year). Question(s): Can you clarify if there are expected to be overtime or surge requirements under the contract (that would account for the additional hours included)? Or are there expected to be part time positions under the contract (not requiring a full time FTE)?

b. Additionally, the LOE decreases in the Option Periods. Can you clarify if the amount of work is expected to decrease in the out years?

The estimated hours in the template are correct based on historical data.
94Paragraph 2.1.1 of the PWS includes the experience/expertise requirements of the Project Manager and designates this position as key personnel. Specifically, the PWS states, “The government expects the PM to be able to manage scope, schedule, budget and expectations to facilitate any action from inception to closure by tasking, tracking, supporting, etc. The government expects the Project Manager to be able to manage the development and execution of a contract from inception to closure by tasking, tracking, supporting, etc.”Yes, your assumptions are correct.
95Can you clarify if the key personnel (Project Manager) position should have experience and skill sets in acquisition and contracting (as they pertain to the PWS requirements), in addition to project management experience?2.1.1Please refer to section 2.1.1 of the Performance Work Statement.
96Can you verify if the primary place of performance will be in Huntsville, AL? Or are other work locations anticipated? Please see response to Question 32.
97When does the Government anticipate awarding the first task order under the contract? Please see response to Question 66.
98Is this under SCA wage determination? No.
99Why is there such a decrease in hours from the base period to option years? This is based on historical data.
100Are there any incumbents? Please see response to Question 1.
