HPCMP Strategic Plan 2012

Our vision is one in which a pervasive culture exists within the DoD that drives the routine use of advanced computational environments to solve the Department’s most critical mission challenges.

The mission of the DoD HPCMP is to accelerate technology development and transition into superior defense capabilities through the strategic application of high performance computing, networking, and computational expertise.

DoD HPCMP Determining the Value to the Warfighter

A Three-Year Return On Investment (ROI) Study

*Equals 30% of Total HPCMP Budget 1998–2008.

Purpose: Develop a validated and repeatable process for determining the value of the

High Performance Computing Modernization Program to the DoD based on benefits to the Warfighter, the RDT&E community, and the acquisition community.

Application

Benefits

Investment Lower Bound Upper Bound

Armor/Anti-Armor $136 M $487 M $935 M

CWO $417 M $5,625 M $9,727 M

Air Vehicles $268 M $277 M $570 M

Total $821 M* $6,389 M $11,232 M

ROI 678% 1268%

Javelin Missile

Savings

$160M – cost avoidance of 2,000 live shots @ $80K each

$2.64M – cost of 33 actual flights to verify

M&S Models

Total=$157.36M

HPCMP resources supported modeling and simulation, test and evaluation.

High-fidelity battlefield scenes are radiometrically corrected and the targets are projected in real-time to tactical missile and sensor systems.

This allows testers to create any physical environment; alter the terrain, target, and vegetation; and change engagement practices.

Terminal Ballistics

Benefits

Savings in testing and experimentation

Fielding equipment sooner than otherwise

Savings

Lower-Bound=$272M

Upper-Bound=$665M

HPCMP assets provided complete conceptualization of candidate designs. The HPC resources were used to examine mechanisms, screen design options and down-select armor configurations.

Verification testing proved HPC design capabilities and validated accelerated acquisition cycle due to closely coupled HPC/experimental approach.

Tropical cyclones (hurricanes and typhoons) are a serious threat to both the general public and the US Military. HPCMP resources contributed to the development and improvement of the Navy's atmospheric model, NOGAPS, which is a key component of the ensemble of models used by the National Weather Service to predict hurricane tracks.

DoD Supercomputing Resource Centers (DSRCs)

Five Large HPC Centers

The Program supports five DoD Supercomputing

Resource Centers. These capabilities provide DoD’s scientists and engineers with the resources necessary to solve the most demanding computational problems.

Each Center is a robust complement of HPC capabilities that include: large-scale HPC systems, high-speed networking, multi-petabyte archival mass storage systems, and customer support services. Additionally, a

Consolidated Customer Assistance Center and two Data

Analysis and Assessment Centers offer services to the

DoD HPC user community. The collective set of centers:

Support some of the world's largest computational projects

Address expanding DoD requirements for HPC capability

Deliver 1.467 billion core hours of computing power in
