SOURCES SOUGHT QUESTIONNAIRE
The sources sought questionnaire includes two parts: a relevancy matrix and information for each contract/effort cited in the relevancy matrix.
Relevancy will be established for each effort by completing the matrix provided below. Please cite 3-5 contracts/efforts in the relevancy matrix. Each effort will be reviewed in each of the categories identified in the relevancy matrix to determine if it involved the magnitude and complexity of effort that the solicitation will require. Each category determined to be relevant will be marked with an “X.”
The criteria for each category are provided below.
HPC Systems Operations – Effort required significant resources to administer, manage, operate, maintain, and modernize High Performance Computing (HPC) systems similar in complexity to those required by the DoD HPCMP.
HPC Support Operations – Effort required significant resources to deliver and administer support functions needed to accomplish HPC facility and network operations, i.e. supercomputer centers or large computer centers with HPC assets, similar in complexity to those operated by the DoD HPCMP.
Technical Work Force Management – Effort required management of a significant number of engineers, scientists, and skilled technicians.
Key Personnel – Effort required key personnel with HPC technical and management skills.
Innovation and Efficiencies – Effort delivered significant innovation resulting in substantial efficiencies and cost savings during the performance of the effort.
Transition/Phase-In – Effort involved a transition and phase-in prior to the contract performance period.
Total Contract Price > $15 M/YR – Total contract price exceeded $15M per year.
