MFAES Pre-Synopsis Conference Questions

14 November 2012

Q1. Will the new UFC 4-510 address the requirement for as-builts in micro station vs. Revitt?

(Understanding of templates in Revitt)

A1: Please refer to Chapter 20 of the UFC 4-4510-01 which contains a link for documents and the details and implementation standards of BIM. More specific requirements will be issued at the task order level.

Q2: How does this program relate with Tri-Care?

A2: This program serves the same organization as Tri-Care at the Office of the Assistant

Secretary of Defense – Health Affairs

Q3: Will a copy of the attendees list be provided?

A3: It has been posted to www.fbo.gov under the conference announcement.

Q4: Will a copy of the power point presentation be provided?

A4: It has been posted to www.fbo.gov under the conference announcement.

Q5: Will firms be considered for both a prime on one contract and a sub-consultant on another relative to the unrestricted and small business opportunities?

A5: Yes but a firm can only submit as a prime once.

Q6: How will the services of independent commissioning agents be handled within the contract?

A6: They can be handled several ways depending on the requirement. If, for example, the A/E is serving as an extension of the government, then the A/E could be asked to either perform the

Independent Commissioning (IC) role or subcontract it out. We could also choose to use another of the MATOC A/Es to serve in this role.

Q7: Is Revitt acceptable for BIM under the contract?

A7: That is determined at the Task Order level depending on the customer requirements.

Q8: SBA Engineering revenue is $14M. SBA Architecture revenue is $7M. Is SBA A-E revenue $7M or

$14M?

A8: The NAICS code for this acquisition is 541330, Engineering Services, and the SBA size standard for this NAICS is $14M in annual receipts.

Q9: Is an architecture firm required to J/V with an engineering firm?

A9: No, the government does not dictate the teaming arrangements for Prime/Subs/JVs. Your team is required to meet the requirements of the synopsis.

Q10: If an individual is licensed in multiple states, does the firm requirement apply to all states the individual is registered in or state in which work will be performed?

A10: No, the firm itself should be registered in their home state (i.e. state where their corporate headquarters is) the individual doing the work will need to be licensed in the state where the project is. So, at the corporate level, one state, at the task/individual level, each state where work takes place.

Q11: Do firms have to be USA owned? (Not foreign owned)

A11: No.

Q12: How current does a current DCAA audit need to be?

A12: Will be specified in the RFPP. Historically, current has been within the past year.

Q13: Other than larger projects going to larger firms will there be a division or assignment of contracts

(TOs) based on location, type of work or other criteria?

A13: The distribution of work will be determined by complexity of the project and A/E qualifications.

Q14: When an RFPP is issued do you anticipate holding a pre-proposal conference at that time?

A14: No, there are no plans for a pre-proposal conference.

Q15: How much work will be OCONUS vs. CONUS?

A15: We cannot estimate the ratio of work at this time. That will be determined by the Customer’s congressionally authorized and appropriated program.

Q16: Where will the work come from? Huntsville work individual Corps locations?

A16: Any awarded contracts will be administered at Huntsville Center unless contract capacity is transferred to another Corps District for a task order award. However, during task order performance the firms may work directly with the Corps Districts overseeing the work.

Q17: What is the percentage of new projects vs. renovations/additions?

A17: We cannot estimate the ratio of work at this time. That will be determined by the Customer’s congressionally authorized and appropriated program.

Q18: What is the size range (SF) of typical projects?

A18: It varies too widely to answer and is dependent on the future of the program.

Q19: Will the task orders be competed among contract holders? How will the work be divided?

A19: Please refer to conference slides 42 and 43. The task orders will be competed based on the firms’ technical qualifications/capacity and all firms will be given fair opportunity to be selected for the task order. Certain task orders will be reserved for small business contract holders and which will be outlined in the synopsis and RFPP.

Q20: When and where will a forecast of projects and value be available?

A20: Huntsville Center will not be providing a forecast of projects and their values.

Q21: What percentage and value will be set aside for small business?

A21: This is not a small business set aside. Awards and certain task orders are reserved for small business without a specific dollar value. Please see the synopsis for a brief description.

Q22: What conflict of interest restrictions will be placed on awardees to follow-on construction and projects?

A22: A/Es who are involved in RFP and/or design development will be restricted from performing work on follow-on contracts for construction. Additional restrictions may be required depending on the requirement. Those restrictions will be identified prior to award of tasks and A/Es will be notified in advance to allow the A/E to make necessary business decisions.

Q23: Has an asset management tool been identified to support new/existing facilities? Does this comply with USACE’s new standards?

A23: The Government does not have enough information to answer this question. Recommend the question be resubmitted with more detail via ProjNet

Q24: Is any of the work expected to be repair and improvement type work?

A24: This contract is designed to support MILCON/DODM type work, as such it is not anticipated that SRM requirements will be announced under this contract.

Q25: What is the average value of a task order expected to be under this contract?

A25: While projects have ranged from $7k to $100+M the average projects range from $250k to

$5M.
