TASK ORDER PERFORMANCE WORK STATEMENT
FACILITIES REDUCTION PROGRAM
Southeast U.S. MATOC Task Order – Fort Bragg, NC
1.0 GENERAL STATEMENT OF SERVICES
1.1 Introduction and Purpose. This task order is for a range of commercial demolition services and is issued under the existing Southeast U.S. Facilities Reduction Program Multiple Award Task Order Contract (MATOC). All MATOC terms, conditions, specifications, requirements, and guidance apply to this task order. This task order will be awarded to one of the MATOC Contractors on a competitive basis. All MATOC Contractors submitting a proposal in response to this task order must attend the mandatory pre-demolition site conference. The purpose of this task order is to support a facilities removal project at Fort Bragg, NC.
1.2. Location. Fort Bragg, NC (located northwest of Fayetteville, NC)
1.3. Site Description. Fort Bragg is the home for over 30,000 soldiers who comprise the US Army’s Airborne and Special Operations Forces. Fort Bragg is the home installation for the XVIII Airborne Corps, the 82d Airborne Division and the Special Forces Operation Command. Fort Bragg, comprising over 127,000 acres, and neighboring Pope AFB are located in a huge forest of long leaf and loblolly pines covering a sandy area just east of the Great Smokey Mountains in the south central portion of North Carolina and south of Raleigh-Durham, North Carolina. Together Fort Bragg and Pope AFB form one of the largest military complexes in the world.
1.4. Site History. Camp Bragg came into existence on 4 September 1918. Construction of new facilities was completed by 1922 and Camp Bragg was re-designated as Fort Bragg. The installation was expanded with the threat of World War II as a major reception station where 67,000 soldiers trained in 1940. In 1942 the first airborne units trained at Fort Bragg in preparation for combat. Following World War II the 82d Airborne Division was permanently assigned to Fort Bragg and in 1951 XVIII Airborne Corps was reactivated thus making Fort Bragg the “home of the airborne”.
1.5. Mission. Fort Bragg’s mission is to support and maintain the XVIII Airborne Corps as a strategic crisis response force that is manned and trained to deploy rapidly by air, sea, and land to anywhere in the world. They are prepared to fight upon arrival and win.
1.6. Security Requirements. The Contractor will be required to comply with all existing ground entrance and security requirements in effect at Fort Bragg. All Contractor personnel requiring access to Fort Bragg must be U.S. citizens or documented legal resident aliens.
2.0 OBJECTIVE
The objective of this Performance Work Statement (PWS) is to plan and complete the demolition of facilities at Fort Bragg, NC. See paragraph 4.4 for a list of facilities to be demolished. The demolition will include, but is not limited to, the abatement/removal of asbestos and hazardous materials disconnect/capping of utilities, disposal of all debris materials, and restoration of the site to a native condition. Since being constructed, the facilities have been refurbished and renovated on several occasions in last 68 plus years. The materials found in the fifty-two (52) facilities ties generally consist of various combinations of wood, concrete, concrete masonry unit (CMU) block, brick, metal sheathing and steel materials. Following demolition, the Contractor shall be responsible for restoring all work sites with respect to grading and proper drainage. There are no known hazardous, toxic or radiological waste (HTRW) concerns on the site of this initial task order. This includes all underground storage tanks (USTs) and soil or ground water concerns. PWS language regarding USTs and hazardous material are stated to guide any work on unknown site conditions that may arise.
3.0 PRE-PROPOSAL CONFERENCE and SITE VISIT ACCESS
Contractors are advised to attend a mandatory pre-proposal conference/site visit and preview the project site before they can submit a proposal for this task order. The scheduled date for the Pre-proposal conference is 17 December 2008 and the site visit will follow during the period 5 and 6 January 2008. The Contractor may bring a maximum of three persons to the Pre-Proposal Conference and Site Visit.
Contractor personnel visiting the site shall equip themselves with hard-hats, safety glasses, and substantial boots/shoes. An attendance form for this event can be found at the Army Single Face to Industry (ASFI) website, on the same page as this solicitation. Complete and submit the form as soon as possible, but not later than three days prior to the event.
4.0 DETAILED DESCRIPTION OF SERVICES
4.1. General Requirements. All Southeast U.S. FRP MATOC Contractors must prepare and submit a task order proposal in accordance with Section L of the Request for Proposals. All work performed by the Contractor shall be designed and implemented in a manner which conforms to the requirements in the FRP SE Region MATOC, this PWS, all applicable Federal, state and local regulations; and all approved/accepted Work Plans and submittals. If there is a conflict between Federal, state, and local regulations and the PWS, the Contractors will immediately inform the Contracting Officer. The Contractor shall present a complete description of the planning and demolition process as applied to the subject facilities. All demolition work designed/planned by the Contractor shall be reviewed/approved by a certified Professional Engineer (PE). The PE will stamp the Demolition Work Plan to satisfy this requirement. The contractor is not authorized to deviate from this PWS unless instructed to do so by the Contracting Office, Huntsville Center.
4.2. Preparation of Work Plans and Related Documents. Following award of this task order, the Contractor will, prepare and submit for acceptance a detailed set of Work Plans and Related Documents.
These plans and documents will be prepared in accordance with all applicable Federal, state, and local regulations; and the instructions and guidance in the basic MATOC and this task order PWS. To fully design the demolition effort, the Contractor will incorporate information and data from the mandatory pre-proposal conference site visit, the Contractor’s Engineering Survey, these task order specifications, and other Government provided documents, drawings, and specifications. Plans to be prepared include, but are not necessarily limited to, the following:
4.2.1. Site Specific Demolition Work Plan to include, as a minimum, the following:
a) Description of technical approach, process, or methodology to remove the facilities. This shall include a list of the personnel, equipment and machinery likely to be used for the effort.
Include a detailed Project Work Schedule using the major work activities shown in Section 4.3 below as a guide. Sufficient detail should be provided to permit the Contractor and Government to fully understand, evaluate, and monitor each phase of the work. Refer to SE FRP MATOC Section 5.3 for additional requirements.
b) Asbestos Containing Materials (ACM) Abatement and Hazardous Materials Removal Plans for removal and disposal of all ACM and other hazardous materials and items. Refer to SE FRP MATOC Section 5.1.4 and 5.15 for additional requirements.
c) Site Environmental Protection Plan which includes, at a minimum, provisions for noise and dust control, as well as storm water protection. Refer to SE FRP MATOC Section 1.17 for additional requirements.
d) Installation Access/Egress and Security Plan (equipment and personnel); on-site installation travel routes; mobilization / demobilization timelines; transportation, travel, and arrival procedures; and installation egress/access plan. Refer to SE FRP MATOC Section 1.6 for additional requirements.
4.2.2. Waste Management and Diversion Plan which includes goals, objectives, quantities, means, and methods for handling, diverting, salvaging, and reusing, recycling and/or landfill for each type of debris material. Refer to FRP MATOC Section 1.12 and 5.4 for requirements and specifications.
Small amounts of concrete materials and pieces of metal may be disposed of as part of the C&D waste stream if such materials would be dangerous or excessively expensive to separate.
4.2.3. Accident Prevention Plan (APP), a site-specific health and safety plan developed in accordance with U.S. Army Corps of Engineers Health and Safety Requirements, manual EM 385-1-1.
The APP will include a complete site-specific Activity Hazard Analysis (AHA) for each activity of the work. Refer to SE FRP MATOC Sections 1.11 and 5.5.1, as well as Technical Exhibit 5 for requirements and instructions.
4.2.4. Contractor’s Quality Control Plan. Prepare a CQC Plan per requirements and guidance in SE FRP MATOC Sections 1.9 and 5.6.
4.2.5. Permits and Notifications. Research, prepare and submit all permits and notifications as required by Federal, State of North Carolina, local, and Fort Bragg regulations and requirements.
4.2.6. Explosives Safety Submission (ESS). An ESS is not envisioned for this demolition.
4.3 Demolition Project Schedule and Site Work Activities. Following acceptance/approval of the Work Plans and related documents, the Contractor will be directed to initiate and complete demolition of the designated facilities. For performance, cost, schedule, and project tracking purposes, the facilities removal project is divided into six distinct work segments/schedules that are described and outlined below. Some work activities will occur simultaneously, but generally each category has a distinct beginning and end.
The demolition project shall include, but is not necessarily limited to, the following requirements:
4.3.1. Mobilization/Demobilization and Site Setup.
a) Includes travel and transport of labor, equipment, and materials to work site, in-processing, and site orientation.
b) Installation of storm water protection system.
c) Installing temporary safety fencing.
d) Utility Disconnect, Capping, Rerouting, and/or Removal. The contractor shall disconnect/remove utilities associated with the building being demolished. Capping utilities and leaving them in place is an alternative; however, any such effort shall be presented in the Work Plans for review and approval by the installation prior to initiation of the effort. Capping of utilities will be performed at main line or trunk line locations. Exact location for cutting and capping will be coordinated with the Director of Public Works (DPW) prior to starting any work.
4.3.2. ACM Abatement and Hazardous Materials Removal and Disposal. The Pre-Demolition Environmental Assessment that is provided contains information regarding the current condition of the facilities to be demolished, the amounts and types of ACM that can be expected and the lab results from the tests done during the Pre-Demolition survey. This survey should be used as a guide and does not remove responsibility from the contractor to verify that all ACM and other Hazardous Materials are removed prior to demolition.
a) The removal and disposal of suspect PCB-containing light ballasts, mercury-containing light tubes, mercury-containing thermostats, and any other hazardous items/materials present in the buildings shall be performed prior to demolition. The contractor shall remove and dispose of all hazardous material and asbestos containing material in accordance with Federal, state and local regulations.
4.3.3. Demolition. Except where specified or reserved by the Government, all project materials and equipment dismantled, demolished, or removed, and not reused, shall become the property of the Contractor and shall be removed from Government property. In addition to the instructions below, additional detailed guidance will be provided during the Pre-Proposal Conference and Site Visit.
a) Interior equipment and machinery including, but not limited to, boilers, hot water heaters, pumps, piping, production equipment, etc., may be present in the facilities and are the responsibility of the Contractor to remove and properly dispose.
b) The contractor shall remove exterior pole-mounted lights and other equipment that hinder the facility removal process or contribute a safety hazard. The contractor shall remove foundations to a minimum depth of four feet.
c) The contractor shall demolish and remove all ancillary items associated with each building to be demolished. Items may include, but are not limited to, overhead conveyance systems, unused utilities, walkways, utility poles, etc. For individual buildings, the contractor shall remove and demolish these ancillary items to a distance of 15 feet on either side of the subject building or as otherwise shown on the drawings.
d) The contractor shall remove all protective barriers, if present, associated with the facilities to be demolished.
4.3.4. Debris Disposal/Diversion. The contractor shall remove all debris and clean the site. Upon acceptance of the recycling analysis presented in the Waste Management and Diversion Plan, the Contractor shall recycle debris and submit proof of recycling in the monthly and final reports. All suitable concrete materials will be crushed and stockpiled at a designated site. Use of material such as crushed concrete as engineering fill constitutes recycling.
4.3.5. Site Restoration and Final Cleanup. Following completion of the demolition effort, the Contractor shall sufficiently clean and restore the finished surface as specified in SE FRP MATOC Section 1.18 and 5.1.9. For areas that require grass and seed the Contractor shall fill disturbed areas with soil to include a minimum of 6 inches of topsoil. The Contractor shall then blend the fill soils into the surrounding grade to eliminate the “ponding” of water and provide positive drainage.
Restoration may include placement of topsoil and seeding, sod or two inch minus crushed stone to the final finished grade surface.
4.3.6. Salvage Credit. The Contractor is responsible for scrap metal salvage activities to include, but not limited to, segregation, preparation, transportation, and sale. The contractor will arrange and negotiate the optimum price for all scrap sales. All project building materials, utilities, equipment and miscellaneous items shall become the property of the contractor, except for those items explicitly reserved for the government/owner in the contract PWS. The Contractor shall make every attempt to recycle these items to the maximum economic extent possible and will indicate on the ‘Project Cost Schedule’ an estimate of the net value of these items which have been credited to the cost of the project. A change in value of salvage and recyclable materials, over the course of the contract, shall not be considered a change of conditions and a reason to request a change order modification.

4.5.1. Weekly Status Updates. During the field work, the contractor shall submit a weekly status report via email to the Government Project Manager by close of business on the first working day of each week. These weekly status updates shall include, at a minimum:
a) A summary of work completed in the field, permit status, and any significant events.
b) A copy of all weight tickets for any project debris materials transported off the work site.
Also provide weight tickets (or another reliable means of estimating weight) for all debris materials transported to the local (on-site) landfill or stockpile area. Include the location (from and to), method of disposal, and type of debris material,
c) Progress photos (in electronic format) depicting major work activities accomplished during the reporting period.
d) Upon request, copies of daily field logs shall be provided. (At minimum, field logs will include a summary of workers by classification, the move-on and move-off of construction equipment, materials and equipment delivered to the site, and total cumulative hours worked.)
4.5.2. Monthly Progress Reports. During field work, the Contractor shall submit a monthly Progress Report in accordance with MATOC Technical Exhibit 4, not later than the tenth day of the month, and according to the distribution and quantities in paragraph 6.2.3 below. These monthly Progress Reports shall address the following:
a) A summary of work completed in the field with respect to all schedule milestones. Annotate and explain all deviations. Denote anticipated or actual delay of a scheduled field activity, to include basis and any effect on subsequent events or scheduled activities.
b) Any outside inspection reports, audits, or other administrative information developed/completed or anticipated.
c) Copies of all Quality Assured Data, sampling and test results and any other laboratory deliverables received, if any.
d) Documentation of material recycling including receipts of recycle centers, proof of concrete crushing and re-use. Project photos are acceptable provided a sufficient explanation is attached.
Safety information as required in these specifications.
4.5.3. Final Report. The Contractor shall provide a final report no later than 10 working days after completion of project. The final report shall include a detailed description of work performed and lessons learned. A summary of the disposition of all project debris materials as described and organized in Table 2 on page 15-16 of the “Requirements for Sustainable Management of Waste in Military Construction, Renovation, and Demolition Activities,” dated July 2006. The summary detail will include the quantity and type of debris materials recycled, salvaged, reused, and disposed of and shall be presented in chart form showing original material quantity estimated, quantity recycled, percentage recycled, and approximate cost or cost savings versus a local landfill alternative.
5.0 SCHEDULE AND SUBMITTALS
5.1. Schedule. Unless authorized by the Contracting Officer, the Contractor shall be required to perform all work within the following schedule (days are working days). Final schedule will be based on Contractor’s proposed schedule.
5.2. Submittals.

5.2.1. General Submittal Requirements.
a) Distribution. The Contractor is responsible for reproduction and distribution of all documents.
The Contractor shall furnish copies of submittals to each addressee listed in paragraph 5.2.3 in the quantities listed in the document submittal list. Submittals are due at each of the addressees not later than the close of business on the day shown in the table in paragraph 5.2.2.
b) Partial Submittals. Partial submittals will not be accepted unless prior approval is given.
c) Cover Letters. A cover letter shall accompany each document and indicate the project, project phase, the date comments are due, to whom comments are submitted, the date and location of the review conference, etc., as appropriate. (Note that, depending on the recipient, not all letters will contain the same information.) The contents of the cover letters should be coordinated with the CEHNC PM prior to the submittal date. The cover letter shall not be bound into the document.
d) Reproducibles. One camera ready, unbound copy of the final submittal of each document shall be provided to the Contracting Officer in addition to the submittals required in the document and submittal list. All final submittals shall also be provided on CD in Microsoft Word format.
5.2.2. Table of Submittals
The following table contains a list of submittals and/or samples required to be provided to the Contracting Officer, by the Contractor. All submittals will be provided in accordance with the applicable Federal, state, local, and DOD / USACE regulations. Additional guidance and direction for submittals in provided in this Task Order, the MATOC (basic contract), and the Technical Exhibits section of the MATOC. This list does not relieve the Contractor of the responsibility of ensuring the accuracy or completeness of the list or responsibility of providing all submittals required by regulatory and contract documents.

6.0 PUBLIC AFFAIRS
The Contractor shall not publicly disclose any data generated or reviewed under this contract. The Contractor shall refer all requests for site information to the Fort Bragg Public Affairs Office and requests for contract information shall be forwarded to the Contracting Officer, Huntsville Center. Reports and data generated under this contract shall become the property of the Department of Defense and distribution to any other source by the Contractor, unless authorized by the Contracting Officer, is prohibited. The Contractor shall notify the Contracting Officer and Installation Public Affairs Office prior to any planned contacts with regulatory agencies and immediately after any unplanned contacts.
7.0 INVOICING
All invoices shall be submitted in hard copy format to the U.S. Army Corps of Engineers, Engineering and
Support Center, Huntsville for technical review and payment. Invoices shall be mailed to the address below:

For purposes of documenting the receipt date of invoices processed by the CEHNC all hard copy invoices will be date stamped with the date they are physically received in CEHNC mailroom.
All invoices received after 5:00 P.M. Central Standard Time Monday through Friday will be considered received the following business day.

8.0 REFERENCES
8.1 Government Provided Project Documentation.
8.1.1. Descriptive list of all special site conditions affecting the work (such as use of on-site landfill, basement removal specs, utility removal, required transportation routes, on-site stockpile area, working hours, etc.).
8.1.2. Demolition Site Plan depicting items to be removed, operations and storage area, security areas, protected property, etc.
8.1.3. Facility drawings depicting foundations, floor plans, utilities, and where possible plan views, section, and elevation drawings.
8.1.4. Current facilities environmental characterization to include ACM survey results and other available information regarding existing hazardous materials or items.
8.1.5. Installation access and security procedures.
8.1.6. Other installation documents and policies affecting the Contractor’s work.
8.2 All applicable Federal, state, and local regulations.
8.2.1. See Technical Exhibits 6, 7 and 8 of the Contract Performance Work Statement for applicable regulations. It shall be the contractor’s responsibility to adhere to all applicable additional state and local regulations pertaining to the specific work site.
