About this file
This document is a Sources Sought notice and market survey for a Progressive Design-Build (PDB) procurement using Other Transaction Authority (OTA). The U.S. Army Corps of Engineers, Seattle District, is conducting market research to identify qualified small businesses capable of designing and constructing a 5,964 square-foot addition to an existing aircraft paint shop and installing a media blast booth at Joint Base Lewis-McChord (JBLM), Washington. The estimated construction cost is $10,260,000, with a period of performance of approximately 674 days for design and construction following notice to proceed. The project falls under NAICS code 236220 (Commercial and Institutional Building Construction) and Product Service Code Y1JZ (Construction of Miscellaneous Buildings), with a small business size standard of $45.0 million. Construction scope includes fire protection systems, intrusion detection systems, hazardous material storage, sustainability enhancements, energy monitoring systems, site development, utilities, and supporting facilities.
The procurement will follow a competitive, qualifications-based selection process with an interactive pitch phase. Interested small businesses must submit a capabilities package limited to 10 pages (excluding joint venture and bonding information) by 2:00 PM PST on November 24, 2026, to russell.j.armstrong@usace.army.mil with a courtesy copy to susan.f.newby@usace.army.mil. Required submission elements include firm identification, CAGE code, UEI number, NAICS codes, small business classification status, geographic service regions, up to three past project examples from the prior seven years as prime or key subcontractor, self-performance percentage estimates, subcontracting opportunity assessments by small business category, proposed subcontracting areas, joint venture information if applicable, and bonding limits. The Government will use responses to determine contractor qualifications and may subsequently choose alternative procurement strategies. No funds are available for proposal preparation, and this announcement does not constitute a binding solicitation or commitment to award a contract.

Notice ID W912DW27R1CV6 Contract Opportunity Type – Sources Sought Product Service Code – Y1JZ (Construction of Miscellaneous Buildings)) NAICS Code – 236220 (Commercial and Institutional Building Construction) Description Sources Sought – Market Survey for Aircraft Paint Shop and Media Blast Booth at Joint Base Lewis-McChord (JBLM), WA
1. Introduction and Purpose The U.S. Army Corps of Engineers (USACE), Seattle District, is conducting market research to identify potential sources with the interest and capability to design and construct a 5,964 SF (square foot) addition to an existing aircraft paint shop and install a media blast booth at JBLM, WA The purpose of this announcement is to identify qualified and interested small businesses in pursuing the construction work identified in Paragraph 3 below. The Government is contemplating a Progressive Design Build (PDB) with Other Transaction Authority (OTA) procurement for this requirement. Based on the responses received from interested parties, a decision will be made regarding setting construction work aside for small businesses.
A PDB with OTA contract is designed to foster a true partnership between the government and the design-builder, allowing for an iterative design process, real-time problem-solving, and continuous cost modeling. Success hinges on proactive, early integration of construction expertise, a commitment to transparent "open-book" estimating, and a culture of collaborative decision-making.
Key Features of the PDB with OTA Contract:
Divided into distinct phases:
· Competitive, qualifications-based selection to choose a design-builder
· Collaborative design phase to progressively develop the scope and establish a fixed price
· Final design and construction phase, often accelerated with fast-tracking Process: The government will issue a Request for Qualifications (RFQ) and develop from that, a short list consisting of three firms. These three firms will be the most highly qualified and experienced.
The Government will then invite shortlisted teams to interactive "Pitch" meetings to evaluate their technical approach and collaborative capabilities and will select the single most highly qualified design-builder. The Government will negotiate with the selected design-builder, negotiate the terms and design fee for the Progressive Design-Build Agreement (Phase 1).
Execution commences with award of Phase 1 OT Agreement and issuance of the Notice to Proceed (NTP). Finally, award & NTP consists of review and negotiation of a Guaranteed Maximum Price (GMP) for construction within the established budget. Upon acceptance and receipt of funds, the Phase 2 OT Agreement (Final Design & Construction) will be amended and the NTP will be issued after Performance and Payment Bonds are received and approved.
Interested firms must be able to provide all management, tools, supplies, parts, materials, equipment, transportation, and trained labor necessary to design and construct the Air Traffic Control Tower (see paragraph 3 for project description).
