About this file
This document is a Questions and Answers (Q&A) response sheet for the Swinomish Eelgrass Survey solicitation. It addresses six inquiries from potential contractors regarding project coordination, scheduling, environmental conditions, and technical requirements.
The responses clarify key project parameters: USACE will notify the Swinomish Tribe of the proposed action, though contractors are only required to communicate with local vessel traffic as needed. Contract award is expected by June 30th to accommodate survey work in July/August 2026, with a period of performance from August 1, 2026 through September 30, 2026. Regarding site conditions, the most recent sediment characterization sampling conducted in 2023 found all material suitable for open-water disposal, with the Suitability Determination available through the Dredged Material Management Office website. The federal navigation channel is open year-round to recreational, tribal, and commercial users, so boat traffic should be anticipated during the survey period. For geospatial deliverables, contractors must submit GIS data as ESRI-compatible geodatabase files in Washington State Plane North FIPS 4601 (US Feet) using North American Datum (NAD) 1983/2011. Project area boundaries and key features are available in section 3.5 of the Performance Work Statement, and federal navigation channel boundaries are publicly accessible through the National Channel Framework website.

Swinomish Eelgrass Survey Solicitation Inquiries – Responses
1) Is there any tribal coordination that needs to be included in the proposal, with the Swinomish or any other nations?
Response: USACE will notify the Swinomish Tribe of the proposed action. The contractor is expected to communicate with local vessel traffic as needed.
2) Can USACE confirm that contracting will be completed in time for survey work to be completed in July/August 2026, and the period of performance as detailed in the RFP (August 1, 2026 – September 30, 2026)?
Response: USACE Contracting expects to award the contract by June 30th.
3) Are there any documented instances of soil contamination within the project area? If so, please provide relevant details (e.g., type of contamination, date of the most recent assessment).
Response: USACE performs sediment characterizations of the federal channel for maintenance dredging purposes. The most recent sampling was conducted in 2023; all material was found suitable for open-water disposal. The Suitability Determination can be downloaded from the Dredged Material Management Office website:
https://www.nws.usace.army.mil/Missions/Civil-Works/Dredging/
4) Is boat traffic common or anticipated within the channel during the survey period?
Response: The channel is open year-round to recreational, tribal, and commercial users.
5) Are a geospatial dataset (e.g., KMZ file) delineating project area boundaries and key features available?
Response: See section 3.5 Materials of the Performance Work Statement. In addition, the federal navigation channel boundaries are publicly available on the National Channel Framework website:
https://experience.arcgis.com/experience/b413139f18c046009ebcf62abea941dd/
6) Are there specific geospatial standards or schemas that must be followed for GIS data deliverables?
Response: Submit geospatial data as ESRI-compatible geodatabase files in Washington State Plane North FIPS 4601 (US Feet), North American Datum (NAD) 1983/2011.
