The following items are applicable to this modification:
VENDOR INQUIRIES
QUESTION: We'd like to inquire about the weights of units being lifted and horizontal radius from center of lift to center of crane to provide a quote with the proper size crane.
RESPONSE: 60k lbs is the conservative value for one leaf. The distance from the center of lift to the center of crane on the previous lift was 50’ 8 ¾".
QUESTION: Is one (1) gate all that needs to be handled in total? And to clarify, one gate consist of one (1) upper and one (1) lower leaf for a total of two (2) pieces?
RESPONSE: Only the upper leaf will need to be handled. The lower leaf will already be lifted into its slot prior to this contracted lift.
QUESTION: Is 60k lbs the heaviest piece or is that the total combined weight of both leaves? If possible, please provide the weight of each leaf individually?
RESPONSE: 60k lbs is the conservative value for one leaf. Only the upper leaf will need to be lifted.
RESPONSE: As-built drawings from the 1950’s indicate the upper leaf is 47,000 lbs.
QUESTION: Are there specification or details that show the manufacturer-provided rigging points for the upper and lower leaves?
RESPONSE: The only rigging points from the manufacturer are the two lifting eyes, the contractor will need to determine the pick point locations using calculations in their pick plan and provide them to our engineer of record to review and approve.
QUESTION: Is there any overhead imagery, schematic, or site layout that shows the current position of the leaves and where they are being moved for coating? Additionally, can those site plans show how close the high voltage lines that are referenced are to all the locations where the leaves will start and finish? We need these details in order to qualify the working radii for the crane based on where we can access the equipment.
RESPONSE: See attached document for site map. The red rectangles represent the locations of the shelter where the upper leaf will be housed as well as the heating system for the shelter. The yellow rectangle represents the area with no overhead power lines.
QUESTION: Do we antipcate any additional weight handling equipment required to move the leaves?
RESPONSE: A spreader bar/beam is needed
QUESTION: Is the intent that the crane rental operations to downend the leaves will be completed in a single eight
(8) hour day (CLIN 0002)? Will the crane and operator be required to upend the leaves and return them to their final destination after the coating is applied?
RESPONSE: Part 1: yes, part 2: the crane and operator will lift the leaf from the horizontal position to vertical position and move from the red rectangle to the green rectangle as notated on the attached site map.
QUESTION: For the 4x4 map and dunnage sets, do you all intend to apply the coating to both the upper and lower leaves at the same time? Can you please confirm the total length required for the sets? If both leaves are laying side by side, we need to know if there is any space of separation between them.
RESPONSE: We will only be applying the coating to the upper leaf. Each dunnage set must be 19’ long, the length of the upper leaf.
QUESTION: Do you have any reasoning for the long duration between the matt and dunnage rental being onsite by 5 FEB 2025, but the crane and operator are not required until 30 MAY 2025?
RESPONSE: The mats and dunnage are being provided to lay the upper leaf on for its repair. That gate will be returned to us under the ongoing construction contract on 5 FEB 2025 at which point Operations staff will begin the repair. The crane and operator will not be required until after the repair is complete.
QUESTION: The due date on box 13 of the SF 1442 is not filled in. Can you please confirm the due date and time of the solicitation.
1.
RESPONSE: The quote is due 17 December 2024 at 12:30 pm PST.
QUESTION: What position and where on the site will the gates be staged ready for mobile crane service to lay them horizontally, and how close to the high voltage lines that are referenced? Need to be able to qualify working radius for the crane based on where we can access. Can a drawing be provided for the working area?
RESPONSE: See attached document for site map. The red rectangles represent the locations of the shelter where the upper leaf will be housed while undergoing repair as well as the heating system for the shelter. The yellow rectangle represents the area with no overhead power lines. The green rectangle shows the location of the gate stand the leaf will need to be moved to.
QUESTION: What duration will be between downending, and then upending the pieces after others apply coating and are we landing them in a stand for subsequent handling by the spillway gantry?
RESPONSE: Downending will be performed under the current construction contract and will not be performed under this lift. The lift covered under this solicitation is only the upending portion. Yes, the upper leaf will be lifted into a stand for Albeni’s gantry crane to move into the spillway slot. The location of that stand is shown as the green rectangle on the attached site map.
QUESTION: What is the reason for the long duration of dunnage rental onsite? It is called for dunnage to be delivered and dropped off 2-5-2025, but crane and operator not to arrive until as late as 5-30-25.
RESPONSE: The mats and dunnage are being provided to lay the upper leaf on for its repair. That gate will be returned to us under the ongoing construction contract on 5 FEB 2025 at which point Operations staff will begin the repair. The crane and operator will not be required until after the repair is complete.
QUESTION: Is 60k lbs the heaviest piece, and what are the mfg provided rigging points available on both top and bottom of each piece, and rigging angle allowed, is there a recommended rigging drawing for this?
RESPONSE: 60k lbs is the conservative value for one leaf. Only the upper leaf will need to be lifted. The only rigging points from the manufacturer are the two lifting eyes, the contractor will need to determine the pick point locations using calculations in their pick plan and provide them to our engineer of record to review and approve.
QUESTION: Do you have a site plan as to where the crane will be located in relation to the dam and the laydown area?
RESPONSE: See attached document for site map. The red rectangles represent the locations of the shelter where the upper leaf will be housed while undergoing repair as well as the heating system for the shelter. The yellow rectangle represents the area with no overhead power lines. The green rectangle shows the location of the gate stand the leaf will need to be moved to.
QUESTION: What voltage are the overhead power lines and where are they in relation to the work to be done?
RESPONSE: See attached document for site map. The yellow rectangle represents the area with no overhead power lines.
RESPONSE: Voltage: The outgoing lines that are connected to our main unit transformers are 115 kV
QUESTION: The quote is asking for dunnage, is this for laying the leaves on, or what is the purpose?
RESPONSE: Yes, the dunnage will be for placing the upper leaf on for application of the fiber reinforced polymers when it is returned to us under the current construction contract.
QUESTION: Is it possible to do a site walk to ensure we cover all needs and angles?
RESPONSE: Due to the time constraints of this project, we will not have enough time to allow for a site visit. At the delivery of mats and dunnage, the awardee can ensure site constraints/layout.
QUESTION: Where will the crane be set-up?
RESPONSE: The drawing attached shows the employee parking area where the crane can be stationed and the designated handoff location.
QUESTION: Is the ground structure capable of supporting the crane?
RESPONSE: Yes, the ground is an asphalt parking lot. Cranes have lifted this leaf from this parking lot before.
QUESTION: What will the lifting radius be?
RESPONSE: The distance from the center of lift to the center of crane on the previous lift was 50’ 8 ¾".
RESPONSE: The drawing attached shows the employee parking area where the crane can be stationed and the designated handoff location.
QUESTION: Where will the leaves be cribbed?? Will the crane have to be moved to crib the leaves?
RESPONSE: You will only be providing the dunnage to lay the upper leaf on prior to the repairs and will not be asked to move it until repairs are complete. The gate will be placed on the dunnage you provide by the current construction contractor. The leaf will be sitting on that dunnage in the location noted by the red rectangle on the attached site map when you arrive on site to perform the post-repair lift.
QUESTION: Would it be possible to extend this solicitation to include a site visit?
RESPONSE: Due to the time constraints of this project, we will not have enough time to allow for a site visit. At the delivery of mats and dunnage, the awardee can ensure site constraints/layout.
QUESTION: Crane Setup Area: Can you provide detailed plans showing the crane setup area and any specific requirements regarding the ground or structure under the crane? We need to confirm that the site can safely support the crane during operations.
RESPONSE: The ground is an asphalt parking lot. Cranes have lifted this leaf from this parking lot before.
RESPONSE: The drawing attached shows the employee parking area where the crane can be stationed and the designated handoff location.
QUESTION: Lifting Radius: It would be helpful to have information on the required lifting radius for the crane.
This is essential for ensuring the crane’s capacity and reach are suitable for the task.
RESPONSE: The distance from the center of lift to the center of crane on the previous lift was 50’ 8 ¾".
QUESTION: Location of Leaves: Where are the leaves currently positioned, and where do they need to be moved?
A clearer understanding of their placement will help in planning the crane operations.
RESPONSE: See attached document for site map. The red rectangles represent the locations of the shelter where the upper leaf will be housed as well as the heating system for the shelter. The yellow rectangle represents the area with no overhead power lines.
QUESTION: Site Visit: To finalize the planning and ensure all aspects are covered, we would like to schedule a site visit. Please let us know the best time for this, or if there are any access restrictions we should be aware of.
RESPONSE: Due to the time constraints of this project, we will not have enough time to allow for a site visit. At the delivery of mats and dunnage, the awardee can ensure site constraints/layout.
