About this file

This document is an amendment to Solicitation W912DW-24-Q-0044 for the procurement of a Standby Emergency Diesel Generator for the U.S. Army Corps of Engineers (USACE) Seattle District at the Chief Joseph Dam in Bridgeport, Washington. The amendment provides answers to questions received during the solicitation process, which cover requirements for the load bank, generator size, exhaust silencer, and circuit breakers. The solicitation specifies a 650-750 kW standby-rated generator that must meet Tier 2, Tier 3, or Tier 4 EPA emission standards, be fully enclosed for sound and weather, have an integral fuel tank base and integrated load bank, and be mounted on a step-deck trailer. The generator must be delivered to the Chief Joseph Dam. All offerors must be registered in the System for Award Management (SAM) to be eligible for award. This is a firm-fixed-price commercial supply contract for USACE.

SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

NOTES R0001

Q&A Question: Kindly confirm Load Bank size requirement for this project.

Answer: The load bank needs to be sized to the full load capacity of the generator. This is required for testing and verifying the standby status of the generator.

Question: Regarding the load bank: What is the Load Percentage Rating?

Answer: 100%

Question: Regarding the load bank: Single Step or Multi Step?

Answer: Multi Step

Question: Regarding the load bank: Automatic or Manual?

Answer: Manual

NOTES R0003

Q&A

Question: Is the load bank to be on a trailer or pad mount, are they wanting cables provided, if so how long?”

Answer: The load bank needs to be integrated into the gen-set and not a stand-alone unit.

Question: A single towable (slightly less that requested kW) or twin-pack?

Answer: No to the twin pack, takes up too much space and weight may be an issue as well.

Question: 650 – 750 KW Standby Rating – Will customer accept 625KW standby rated towable?

Answer: No, we will not accept a 625KW unit. The spec is for a gen-set range of 650KW to 750KW.

Question: Exhaust silencer – on Tier 4 engines, the SCR catalyst typically also acts as the exhaust silencer/muffler. Would a separate silencer still be required?

Answer: No on the Tier 4 rating, this is a standby generator and not a prime power unit and so not subject to Tier 4 compliance.

Question: 3-pole 100 percent UL rated circuit breakers – We typically do not use 100% rated breakers, we use 80% rated. Will they accept this?

Answer: No, we will not accept 3-pole breakers that are not 100% rated.
