NOTES R0002

Q&A

1. Question: Given the need for small business quotes, are you able to extend the due date by 3-4 weeks?

Answer: No. The due date for the receipt of quotes is 8 August 2024 and delivery must be made within 120 days after the award date.

2. Question: It appears that these (Compliance with NFPA-99 and NFPA-110 Requirements) requirements are not applicable to our mobile units, as they pertain to permanent installation criteria. Please confirm if this understanding is correct or if there are any exceptions we should consider.

Answer: NFPA-99 is not applicable. Please see the updates in red on the Purchase Description. NFPA- 110 is applicable because this is a trailer mounted, Emergency Standby Diesel Generator. This is considered a permanent installation.

3. Question: Our design for mobile units uses Camlocks with a pass-through mechanical bus connection, negating the need for a traditional stub-up area. Can we ensure that this design meets all necessary safety and operational standards, or is there an alternative solution we should consider?

Answer: We will review an alternate solution that uses Camlocks connections for acceptability. The mating end must be flex conduit ready and supplied for each connection. Please ensure that all information for the proposed alternative is submitted with the quote.

Submittals: Descriptive Materials (brochures, illustrations, drawings, data sheets, etc.) must be submitted which will allow the Contracting Officer to determine, without discussion with the offeror, whether the products being offered meets all the required specifications. Submittals shall include copies of catalog cut sheet, specification sheets.

4. Question: Could we discuss the best path forward, considering cost and lead time implications?

Answer: No. There are very strict rules on maintaining procurement integrity and preventing unfair competitive advantage when contracting with the Federal Government. These include but are not limited to private one-on-one communications, evaluating proposed costs or prices, and/or pre-quote technical evaluations. Providing information, before the solicitation closing date, that is relevant to the contract but is not available to all competitors is strictly forbidden.

W912DW24Q0033

Please see FAR 9.505-General rules:

FAR 9.505(b): Preventing unfair competitive advantage. In addition to the other situations described in this subpart, an unfair competitive advantage exists where a contractor competing for award of any Federal contract possesses-

(1) Proprietary information that was obtained from a Government official without proper authorization; or

(2) Source selection information that is relevant to the contract but is not available to all competitors, and such information would assist that contractor in obtaining the contract.

5. Question: Our stocked models do not currently comply with the ULC-S601 rating for the diesel fuel tank. However, we are in the process of getting CSA certification for this package, which would include ULC-S601 compliance. I also have TSSA tanks available with this rating, though at a higher cost.

Answer: The equipment will be mounted to a trailer that sits on a deck over water. The fuel tank must be double walled. No changes to this specification.
