AGENDA

Please note that this information is being provided as part of Market Research for this project.

No reimbursement will be provided by the Government for participation at today’s industry day or for preparation of any responses to questions.

FISH PASSAGE PROJECT PURPOSE AND NEED

▪ AFD is currently a fish passage barrier for bull trout.

▪ Without the new passage facility, AFD is projected to be the only upstream passage barrier in Pend Oreille River and Clark

Fork River basins.

▪ AFD prevents entrained bull trout from accessing high quality habitat and cold-water refuge above AFD in Lake Pend Oreille and upstream tributaries.

▪ Biological connectivity for upstream migrants to critical habitat above AFD is absent.

▪ Not under FERC

Contract: Design and construction services for a new Fish Passage Facility located at Albeni Falls

Dam (AFD), Oldtown Idaho.

Site: Located at Albeni Falls Dam

Features of Current Concept Design:

1. Water Supply

2. Entrance Structure and Pool

3. Fish Ladder

4. Pre-sort Pool

5. Fish Lock

6. Sorting Area

7. Truck loading

Tentative Schedule

• Phase 1: Q3 FY2023

• Phase 2: Q1 FY 2024

• Award: Q4 FY2024

SCOPE: DESIGN-BUILD CONTRACT

• Albeni Falls Dam is located near the Washington/Idaho border approximately 1 hour North of Spokane on the Pend Oreille River in Bonner County, Idaho.

• The project includes a 90‐foot‐high concrete gravity, gate‐controlled spillway that is 775 feet long. Overall length, including the non‐overflow section (island) is 1320 feet.

• The Albeni Falls Dam Project has five main purposes: Power Generation, Flood Control, Navigation, Recreation, and Fish and Wildlife Conservation

Power Generation

• Albeni Falls is a low head dam with the average elevation drop from upstream to downstream at 30 feet during summer pool.

• It is part of the Columbia River system, providing water storage for downstream hydroelectric projects on the Pend Oreille and Columbia Rivers.

Flood Control

• The reservoir level is lowered in the fall for power generation and to make room for the spring runoff.

• Albeni Falls Dam spillway is designed pass up to 350,000 cubic feet per second with all gates open.

Navigation

• Albeni Falls releases water throughout the low winter months to improve navigation on the Columbia

River.

Recreation

• During the summer months the lake level is maintained at 2062 to provide safe and consistent recreation.

Fish and Wildlife Conservation

• Albeni Falls provide flow augmentation for Salmon on the Columbia.

• One federally listed species (bull trout, threatened) and several State listed sensitive species occur on project lands and waters.

Environmental Assessment (PADD/EA).

• Feasibility-level design and cost estimate.

• Incorporates changes from completed reviews:

• NWD (2015 and 2017)

• ATR (2015)

• BPA and Kalispel Tribe (2015 and 2017)

• Remaining reviews:

• ATR (2017)

SPECIAL REQUIREMENTS / CONSIDERATIONS

Geotechnical

• Geotechnical investigations have been completed for concept design

• USACE will provide a Geotechnical Baseline Report (GBR) for bidding purposes

• Contractor will be required to provide GBR for construction

Survey

• Survey of the site based on the concept design have been completed

Environmental (NEPA)

• Has been completed with the exception of the water quality certification

• Project site does contain a feature of historical significance (log chute)

• Contained a 35% concept level design

Work near Operating hydroelectric dam

• Water levels of forebay and tailrace

• Water management during dam operations, ie. spill season

• Dam safety during tunneling and blasting operations

• Limited staging areas

• Historic district with regional significance

Facility Operations

• Year round except for extreme weather – winter freezing conditions and summer lethal temperatures

Project Success – Facility Commissioning will be required

• Will be defined in the RFP, for example injury to fish

• Will likely include installation of monitoring equipment – pit-tag readers, cameras, etc.

Water quality certification

• Water treatment and BMPs will be completed during design

• Will be a submittal under the contract to allow for coordination with IDEQ

• Final BMPs will need to be developed during design

• Must receive final WQC from IDEQ prior to construction

Care and diversion of water and cofferdam installation

• Will be contractor’s responsibility

• Expect that there will be multiple submittals

• Minimize incidental take of bull trout per BiOp during cofferdams, blasting, drilling, proof of concept, etc.

• In water work windows, ie. blasting, fish safety

Dam Safety

• Will be contractor’s responsibility

• Detailed blasting plan submittal will be required

• Must be approved prior to construction
