Firm’s response to this Synopsis shall be limited to 5 pages and shall include the following information:

1. Firm’s name, address, point of contact, phone number, and e-mail address.

2. Firm’s interest in submitting a proposal on the solicitation when it is issued.

3. Description of the firm’s technical qualifications. Information should include but is not limited to specialized experience, technical competence, and capability to design and construct the Albeni Falls Fish Passage Facility Project.

4. Firm’s capability to perform a contract of this magnitude and complexity. Provide at least two (2) but no more than three (3) projects completed/being completed, including the architect-engineer and construction members. Projects must be between $10,000,000.00 - $50,000,000, or greater.

5. Do you maintain in-house Architect & Engineering (including 100% design for all disciplines) services capability or do you rely primarily on outside sources for design services?

6. Are you able to provide, in-house or otherwise, licensed Design Engineers (as indicated below) and registered to practice in the United States? If so, please indicate available licensures/registrations and years of experience for the following disciplines: (a) Mechanical, (b) Civil, (c) Electrical, including control systems, (d) Structural, (e) Architectural, and (f) Geotechnical, including blasting and tunneling.

7. Firm’s Business Size – LB, SB, 8(a), HUB Zone, SDVOSB, or EDWOSB or WOSB.

8. Firm’s Joint Ventures (existing), including Mentor Protégés and teaming arrangement information, as appropriate.

9. Firm’s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. Firms must be able to bond a single project up to $70,000,000.00.

10. Do you believe all aspects of this requirement could be performed by the small business sector?
