1.0 GENERAL INFORMATION
1.1. GENERAL DESCRIPTION OF WORK
The U.S. Army Corps of Engineers (USACE), Seattle District (NWS) intends to procure design and construction services for a new ARS/WSU Plant Biosciences Research Building (PBRB), located on the Washington State University (WSU) campus, within the Research Education Complex (REC). The site is approximately 2.5 acres and will be developed with supporting infrastructure utilities, paved surfaces, site lighting and landscaped areas. The building will be a maximum 113,703 GSF (per calculations as outlined in UFC 3-101-02) and shall provide research and office space representing a diverse mix of disciplines, programs, and groups of approximately 320 researchers and students. The building provides key connections within the REC complex with a direct connection to the Vogel Plant Sciences building to the west, providing office space for researchers with labs in Vogel.
The U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) and Washington State University (WSU) have a long-standing history of joint research dating back to 1931 which has been noted as one of the strongest federal-state partnerships in the nation. The research partnership is segregated by research units which study 1) animal diseases and vaccine development; 2) plant genetics, breeding, genomics, physiology, and disease; 3) grain quality; 4) soil health, conservation, and erosion; 5) long-term agroecosystems research (LTAR); and 6) plant germplasm collection, testing and preservation.
The new ARS/WSU Plant Biosciences Research Building (PBRB) shall foster and enhance connectedness and provide state-of-the-art research space supporting further collaboration. The PBRB is also referred to as REC3 in the WSU and REC Complex masterplans. Research programs include Hatch Projects (HP) which are comprised of both ARS and WSU scientists with each researcher focusing on a different part of a common research goal.
The HP to be housed within the new PBRB are the following:
HP1 – Integrated Crop & Weed Management Systems HP2 – Reducing the Impact of Pests & Diseases Affecting Washington Agriculture HP3 – Molecular Plant Sciences: Plant Productivity in a Dynamic Environment HP4 – Enhancing Sustainability Across Agricultural Systems HP5 – Crop Improvement & Sustainable Production Systems HP6 – Soil-Plant Interactions: Chemical, Physical & Biological Processes
The laboratories required to support the important research missions range from typical Micro/Molecular Biology laboratories to Plant/Soil focused laboratories and other specific research-focused labs as well as many proposed shared research support laboratories. The laboratories are designed utilizing a Laboratory Typology Approach which utilizes a flexible and modular approach to allow space to change and adapt with the needs of the research groups over time. The adjacent Vogel and Plant Sciences buildings (REC5) must remain operational during construction with limited impact to existing building occupants where demolition is required to achieve the desired building connections.
The project is projected to achieve the goals outlined by the ARS Policy and Procedure for Energy, Water and Sustainability, achieve minimum LEED Silver certification, respond to the Washington Energy
Executive Order 20-01 for state efficiency and environmental performance and provide a healthy environment for all building occupants.
Goals for the project include the following:
Connectedness to Vogel Plant Sciences building Utilize a modular lab approach and respond to post COVID-19 environment with some separation between labs, maintaining visual openness Flexibility within the labs to eliminate significant renovations as needs change Offices for everyone in Vogel who currently have offices in Johnson Hall Appropriate area within the building for dirty soils processing work to be conducted Effective loading and delivering of material in concert with existing facilities with the acknowledgment that these researchers require large soil deliveries

has multiple functions or divisions, limit the Unique Identifying Number (UEI) -formerly DUNS number to the division or unit submitting the offer and divisions providing substantial support to the design-build team.
The Government reserves the right to verify the past performance record of other team members besides the prime contractor, and DOR and may evaluate their PPIRS - If no relevant past performance history is available for your DUNS number, you may choose to utilize the attached Customer Satisfaction Survey/ Past Performance Questionnaire (PPQ) (Attachment 4) which will be used for evaluation. The Government will only evaluate up to six (6) Customer Satisfaction Surveys/ Past Performance Questionnaires (PPQs) combined for prime contractor, and the design firm(s). Provide completed Contractor Performance Assessment Reporting System (CP ARS) evaluations for all projects submitted under Factor 1 if possible. If a CP ARS rating is not available for ALL projects submitted under Factor 1, Offerors are strongly urged to submit a Past Performance Questionnaire (PPQ) for those project(s) for which CPARS ratings are not available. Submit completed PPQs with your proposal ONLY if a CPARS evaluaton is not available.
Government databases will be checked and previous customers and/or evaluators may be contacted as references or verification of performance. All performance ratings shall be considered for contracts ongoing or completed within the past six ( 6) years from the date proposals are due.
6.1.2. All projects submitted on a Customer Satisfaction Survey/Past Performance Questionnaire (PPQ) must be at 100% complete or completed and turned over within six ( 6) years preceding the date proposals are due.
The PPQ included in the solicitation is provided for the Offeror, or its team members, to submit to the client for projects the Offeror includes in its proposal for Factor 1. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Customer Satisfaction Surveys/Past Performance Questionnaires (PPQs) should be submitted with your proposal. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires.
If the client requests, questionnaires may be submitted directly to the Government's point of contact Debbie.A.Knickerbocker@usace.army.mil, via email prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. This does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
6.2. EVALUATION CRITERIA
6.2.1 Past performance assesses the degree of relevance and confidence the Government has in an Offeror's ability to supply the products and services that meet a user's needs. This is based on a demonstrated record of performance. There are two aspects to the past performance evaluation:
6.2.1.1 The Government will first assess the relevancy of recent projects accomplished by the Offeror to the scope of this contract. The projects will include those submitted under the Specialized Experience (Factor 1) as well as from other sources described above. There are four levels ofrelevancy as shown in Table 2 below.
