1 Subject: UMCD Waste Testing and Disposal FY22 revised 08 September 2022

1.1 Background

Waste has been left behind over the years at the Umatilla Chemical Depot (UMCD) Groundwater Extraction System (GETS) and nearby storage igloo (Igloo B-1050). The waste includes thirteen (13) 5-gallon buckets of lead contaminated soil from the Air Defense Artillery (ADA) and East Washout Lagoon, no more than 12 cubic yards of solid waste (bulleted list under 1.4, Price Schedule, paragraph CLIN 4), as well as various containers of soil (See Table 1Table 1 and Table 2Table 2). The 13 5-gallon buckets, and various IDW are located in an igloo at UMCD approximately one-half mile from the GETS.

1.2 Scope

Sample the 12 13 5-gallon buckets and various Investigation Derived Waste (IDW) from Umatilla as noted below in the Price Schedule. After results are received, dispose of the waste appropriately (subtitle C or D landfill); provide pricing for both types of disposals. All disposals shall meet local, state, and federal laws and regulations. Provide all sample results, bill of ladings and waste manifest within 5 business days of receipt of such documents. Provide laboratory DOD ELAP and Oregon certifications 5 workdays prior to mobilizing on site.

Disposal or salvage of all remaining supplies, equipment, and materials remaining in Igloo B-1050, not to exceed 12 cubic yards. Materials to be removed are listed under 1.4, Price Schedule, paragraph CLIN 4 below. If not salvaged, a dumpster shall be provided for the contractor to dispose of any remaining supplies. No debris shall be left behind, igloo shall be clean upon departure. Provide photos after all materials are removed from the igloo.

1.3 Period of Performance

Upon award the contractor has 90 calendar days to complete the Scope.

1.4 Price Schedule Definitions

CLIN 1. JOB - Sample and dispose of 13 5-gallon buckets of lead-contaminated soils. Buckets may be consolidated into a 55-gallon drum. Samples should be collected by Method 8330 for TNT and RDX.

Provide sample analysis and waste manifest. DOD ELAP/OR lab certification is required (Figures 3 and 4).

CLIN 2. JOB – Containerize water samples from blue cooler into larger container(s) and sample contents.

Samples collected shall be analyzed by Method 8330 for TNT and RDX And hazardous waste characteristics: ignitability (EPA 1010/1030), corrosivity (EPA 9045/150.1), and TCLP (metals [SW 1311/6010 & 7740/7471/245], VOCs [SW1311/8260], SVOCs [SW1311/8270], pesticides [SW1311/8081]). Dispose of the IDW water after characterization data is received. Provide sample analysis and waste manifest. DOD ELAP/OR lab certification is required.

CLIN 3. JOB – Containerize soil samples into two or more a consolidated containers such as a 55-gallon drum, and/or 5-gallon bucket(s) as follows; Bangor waste shall be separate from Site 15, 19e, Lagoons, and ADA general IDW:

All samples shall be analyzed by Method 8330 for TNT and RDX. Additionally, samples from boxes 8, 9, 12, and 13, labeled as Bangor waste shall be containerized separately and shall also be analyzed for hazardous waste characteristics: ignitability (EPA 1010/1030), corrosivity (EPA 9045/150.1), and TCLP (metals [SW 1311/6010 & 7740/7471/245], VOCs [SW1311/8260], SVOCs [SW1311/8270], pesticides [SW1311/8081]). CLIN 4. JOB – Remove all remaining supplies, equipment, and materials listed below from Igloo B-1050.

Not to exceed 12 cubic yards of material. No debris shall be left behind. Igloo shall be swept or vacuumed clean, approximate igloo dimensions are 29' X 62'. Provide photos after all materials are removed from the igloo. (Figures 6 – 13).

Hoses ranging from 1” to 3” in diameter and up to 20 feet in length (27) 2-3” manifolds/piping no greater than 3 feet in length (15) Fan (1) Desk (2) Office furniture/shelf (1) Wood pallets with nothing on them (5).

Optional CLIN 5. JOB – Hazardous Waste disposal, including review of hazardous waste profiles and draft manifest, not to exceed 1 cubic yard. Submit draft hazardous waste profiles and manifests approximately 1 week prior to transport and disposal for review by the Government.
