Questions and Answers (Q&A) for LWSC Dive Inspection Solicitation W912DW21Q0003
January 15, 2021
1. We need clarification on what they need for “in water welding”. Is it needed or not? (it is briefly mentioned in the RFQ)
In accordance with the solicitation, welding service may be needed. It is not mandatory in the base
CLIN.
2. According to the RFQ, there will/may be a need for a post-award conference. Is this virtual or on-site?
In accordance with section 1.6.9, contractor and government may have meetings as appropriate at the time. This may include telephone calls or on site meetings.
3. Typically, what kind of marine growth is on the ASES screen?
The government does not know. Saltwater intake is at the freshwater side of the facility.
4. Typically, what type of debris is found that impedes the gate from opening?
Typically, there is no large debris that impedes gate operation.
a. Will ACOE provide equipment for any large debris removal? (we may need to consider lift bags)
Corps of Engineers does not provide equipment for large debris removal.
b. Where will the dive team relocate debris if found/removed?
It depends on how much debris there is. If it’s unusual like a sunken boat, contractor and government will work out a solution. If it’s a bag of trash, contractor will dispose of it properly.
5. Regarding a decompression chamber, there are several places in the amended RFQ that reference the contractor’s ability to have this equipment available offsite (see pg. 2 question 3, Section 5.7 item D, and
Section 5.9 under Post-Dive Procedures). However, in section 5.7 Item D of the amendment, it also states that “The chamber shall be located such that the diver can be put to treatment depth within 5 minutes of surfacing.” This requirement applies to planned surface decompression diving, not emergency treatments.
a. If the dive plan does not call for planned decompression diving, then is it acceptable to have the chamber located offsite per the terms/conditions listed in the other portions of the document?
Yes, that is correct. If the dive plan does not need regular decompression, then offsite decompression chamber is acceptable.
6. Can we get a copy of a previous report prepared for this project in the past?
Unfortunately, no report is available.
