Pre-Bid Questions and Answers (Q&A)
1. Does inspection and cleaning of the Adult Salmon Exclusion structure include removal/opening of the intake screen and penetration into the vault?
Response: No, it does not.
2. In the past the locks have been shut to allow inspection of this structure. What is the allowable work window for inspection and cleaning?
Response: Eight hours for large lock seals. Eight hours for small lock seals and salmon exclusion structure area. Two hours for fish ladder area inspection. Two hours for pump plant discharge area.
3. The Performance Work Statement (Section 5.7-D) calls for an on-site decompression chamber. This is not required by EM385-1-1, given the depth (approx. 10 meters).
Response: The requirement is clarified in the relevant Section 5.7-D. Contractor needs to plan for risk mitigation methods and emergency actions. For example, factor for downtown traffic when the decompression facility is off site.
4. What will be the deepest dive needed to be done? It looks like nothing past 60ft will be done? Can you confirm dives will not be beyond 60 ft?
Response: If the question is referring to the depth, then yes we expect the depth to be less than
60 feet. However, the actual depth is tide and lake level dependent.
5. Will awarded companies be eligible to bid on construction/repair contracts identified by the inspection services outlined in this solicitation? Some state agencies do not allow firms who provided design services for a project to bid on the construction component when released for bid, as an example.
Response: There would be no issues with the contractor bidding on the dive inspection. We are not planning on underwater construction.
PERFORMANCE WORK STATEMENT (PWS)
Dive Inspection for
U.S. Army Corps of Engineers (USACE), Seattle District, Operations Division
December 14, 2020
Part 1
General Information
1.0. General: This is a non-personal professional service to provide dive inspection services for the Lake Washington Ship
Canal at Seattle, WA. The Government shall not exercise any direct supervision over the contract service providers performing the services herein.
1.1 Description of Services/Introduction: Contractor will perform underwater dive inspection and cleaning of the Adult
Salmon Exclusion Device, Large Lock inspection and minor maintenance, Large Lock salt water discharge system inspection, Fish Ladder inspection, miter gate inspection and other area inspections as needs arise. This service may include in water work activities, like underwater pressure washing, in water ice blasting, in water welding, and underwater rigging.
1.2 Background: The LWSC lies entirely within the City of Seattle and extends from deep water in Puget Sound through
Shilshole Bay, the locks, Salmon Bay, Lake Union, Portage Bay and Union Bay to deep water in Lake Washington. The
Hiram M. Chittenden Locks are located at the southern end of the Ballard neighborhood of Seattle, approximately 1 mile southeast of Shilshole Bay.
The 235-foot-long concrete gravity spillway dam is located between the small lock and the fish ladder on the south shore.
The spillway consists of six 32-foot-wide bays, each controlled by a 12.5-foot-radius tainter gate equipped with an individual electric motor-driven, cable drum-type gate hoist. The tainter gates and trunnions were replaced in 2014 due to corrosion of the original gates. The crest shape approximates that of a standard shaped ogee, having a design head of 7.4 feet, a crest elevation of 10.50 feet (13.75 ft. COE), and a weir height-to-design head ratio of approximately 1.0. Guide slots are located in the piers for installation of bulkheads for maintenance closure of the spillway bays. The spillway is capable of discharging up to 18,200 cubic feet
The salt water return system consists of the old salt water drain and fish attraction diffusion pipe. The fish attraction diffusion pipe was added to the saltwater drain in the mid-1970’s. The saltwater drain segment that is downstream of the diffusion pipe became known as the old saltwater drain. The inlet for the salt water return system is a 30 square foot grated opening at the bottom of the ship canal at the east end of the large lock south wall. A trashrack was originally placed at the entrance of the drain to minimize debris and prevent fish from entering the drain and fish ladder system, but since has been removed because of continual clogging problems. In 2008, a temporary screen was re-installed to prevent fish from entering the system. The temporary screen is known as the Adult Salmon Exclusion Structure (ASES) and can be opened from September to May to prevent clogging during winter storms. After entering the inlet, salt water return flow is conveyed westward back toward
Puget Sound through a five foot by six foot closed conduit to a point just east of the dam structure. Here a "Y" joint splits the conduit with one fork proceeding west through the old salt water drain and exiting via a gated spillway between the south wall of the small lock and spillway gate number 1. The total length of the drain between the inlet and the gated spillway is 660 feet. The other fork can carry salt water return flow southward through the fish attraction diffuser pipe (a 400 foot long, six foot diameter conduit) along the bottom of the Ship Canal to the diffusion well at the foot of the fish ladder facility.
Here the water is distributed among the lower ladder steps and empties out to Shilshole Bay. The saltwater drain and fish attraction diffusion culvert may be operated either concurrently or separately. The design operating capacity of the saltwater return system is about 330 cfs (this assumes discharge through both forks downstream of the “Y” joint). The diffusion pipe has a slide gate which is used to stop flow through the pipe for annual maintenance of the fish ladder facility or if required for other purposes such as water conservation. The original design of the diffusion pipe contained a butterfly valve which would work in concert with tide and lake elevation sensors to provide a constant fish attraction flow of approximately
160 cfs.
