1. GENERAL DISCUSSION
1.1. Description of Work
Provide all plant, labor, tools, equipment, and materials (except as indicated otherwise in the specifications) and perform all work in strict accordance with the specifications and plans required for the Single Award Task Order Contract (SATOC). The SATOC is for a broad range of maintenance, repair and minor construction work on vehicle roadways and airfield paving projects at Joint Base
Lewis-McChord (JBLM). The work is required in support of Public Works (PW) activities headquartered at Joint Base Lewis-McChord (JBLM). During the contract period, the Government will issue Requests for Proposals for tasks required to complete identified projects. The Contractor shall be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the Task Orders (TOs). The Task Orders may include construction, removal, replacement, and repair associated with Pavement Projects as defined below.
1.2. Definitions of a “Pavement Project”
1.2.1. Roadway Pavement: Is a surfaced area designated to carry vehicular traffic that includes the entire pavement system structure above the subgrade. Hot mixed asphalt (HMA) or portland cement concrete (PCC) required to support vehicle loadings whether they are the traveled way, shoulders, turn lanes, auxiliary lane, parking lots, is to be considered roadway pavement. Roadway PCC paving can include both fixed-formed and slip-formed paving utilizing dowels and reinforcement.
1.2.2. Airfield Pavement: Is a surfaced area designated to carry aircraft traffic and includes the entire pavement system structure above the subgrade. HMA or PCC required to support aircraft loadings, whether interior (hangar floors) or exterior, (runway, taxiway, taxilane, aprons, shoulders, landing pads) is to be considered airfield pavement. Specifications governing execution of airfield pavements are often more stringent than those of roadway pavements, requiring different materials, equipment, and techniques to be successful. Airfield PCC paving can include both fixed-formed and slip-formed paving utilizing dowels and reinforcement.
1.2.3. Range Roads: (Also known as Combat Vehicle Trails) are permanent, gravel roads used to access combat training areas on JBLM. Trails are used by heavy tactical vehicles and equipment, construction equipment, log hauling operations, and lowboy truck and trailer. Typical repair includes grading to reestablish roadway crown and ditches, filling low areas, drainage improvements, and placement and compaction of gravel courses.
1.2.4. Sidewalks: Pedestrian paths that are separated from motorized traffic. Sidewalks may be located immediately adjacent roadways, between barracks, businesses, parking lots, or recreational areas.
Surface material can be PCC, HMA, or gravel. Sidewalks shall be ADA compliant, constructed on a prepared gravel base, and match existing grades. Sidewalks are typically constructed as part of larger pavement projects; however, projects can primarily consist of sidewalk construction.
1.2.5. Curb and Gutter: Typical curb and gutter will be made of PCC with an approximate total height of
12-inches, a gutter width of 12-inches, and curb width of 6-inches. Placement can be accomplished by a slip form/extrusion machine, formed method, or by a combination of these methods.
1.2.6. Parking Lot: An area designated for parking vehicles, comprised of HMA, PCC, and/or graveled surfaces.
1.2.7. Principal activities in a pavement project can include:
a. Demolition of HMA, concrete pavement, sidewalk, curb and gutter
b. Clearing and grubbing, tree felling, stump removal, excavation, grading, and compaction
c. Pulverize, demolish, and/or milling HMA
d. Roadway and airfield HMA paving
e. Roadway and airfield PCC paving including isolated PCC panel replacement
f. Sidewalk construction
g. Grade and gravel range roads
h. Airfield pavement crack, joint, and spall repair
i. Pavement rejuvenation to include mill and overlay, crack and joint repair, pavement patching, and bituminous surface treatment
1.2.8. Ancillary activities in a pavement project can include:
a. Stormwater drainage pipe, structures, and appurtenances
b. Potable water distribution pipe and appurtenances
c. Sanitary sewer pipe, structures, and appurtenances
d. Erosion control
e. Vehicular and pedestrian traffic control
f. Layout and installation of pavement markings
g. Traffic signal lights and appurtenances
h. Street lighting and appurtenances
i. Underground electrical power and appurtenances
j. Fencing
k. Landscaping
1.2.9. Site Layout: The Contractor shall be responsible for survey of work site existing conditions to include, but not limited to topography, buildings, and utility infrastructure (above and below ground). The Contractor shall establish and set vertical and horizontal controls, angle points, distances, locations of surface and subsurface features, construction staking, and layout based on government provided simplified sketches. Staking and layout may include calculating and setting elevations and grades to provide positive drainage of pavement surfaces and subsurface pipes and structures (e.g. a furnished sketch shows the geometry of a new parking lot and the Contractor provides all layout including calculating elevations and grades).
1.3. Work Covered by Contract Documents
1.3.1. Location
Project sites shall be located on Joint Base Lewis-McChord, Washington.
1.3.2. Exhibit Line Item (ELIN)
a. This is a pre-priced line item contract. Task Orders issued under this contract shall be negotiated and priced based on the ELINs identified in the ELIN Pricing Schedule
(Attachment C), and as described in the ELIN Descriptions (Attachment D), only adjusted by the formula identified in paragraph 1.3.4.
b. The ELIN descriptions define the scope of work for each ELIN and reference the applicable technical specification by which the contractor shall comply. Each ELIN description includes all labor, materials, equipment, mobilization, demobilization, clean-up, supervision, overhead, and profit required to perform the work. The ELIN Pricing
Schedule identifies the unit of measure and unit pricing.
1.3.3. Ordering Procedures
a. The Government will issue a Request for Proposal (RFP) to the contractor. The RFP shall contain the following:
(1) project specific Statement of Work (SOW)
(2) concept sketch(es)
(3) supplemental specifications (if necessary)
(4) submittal register
b. Site walk(s) and scoping meeting(s) will be conducted with the Government and Contractor prior to submission of the proposal. The scope of work, sketches, recommended improvements, and means and methods of construction will be discussed.
c. The Contractor shall submit a proposal, containing a Pricing Schedule (to include quantity take-offs of appropriate Exhibit Line Item Number(s) (ELIN), a preliminary construction schedule, any recommended improvements to SOW or sketches, and a preliminary traffic control plan when applicable.
(1) The price schedule ELIN values are inclusive of all direct and indirect costs and profit.
(2) Non-pre-priced (NPP) items shall not exceed 10% of the overall task order value. NPP items over $2,500 require three competitive quotes. The proposed price for NPP items shall include the quote plus applicable mark-ups for direct and indirect costs and profit.
(3) If a fraction of an ELIN unit is proposed, the total price of that ELIN shall be submitted by rounding to the nearest penny.
d. A negotiation will be conducted between the Government and Contractor to discuss applicable ELINs, quantities, NPP items, construction duration, traffic control approach, and any changes to scope or sketches (recommended improvements).
e. ELINs agreed upon during negotiations (to include the means and methods of construction) shall be considered as part of the scope of work for that Task Order. Negotiated quantities will be used only for the pricing of the Task Order and will not be binding on either party unless otherwise specified in the Task Order SOW.
f. A bilateral firm fixed price task order will be awarded by the Contracting Officer to complete the work as negotiated in the final SOW and sketches. The Contractor cannot begin work until the Contracting Officer has approved the applicable performance and payment bonds and a Notice to Proceed is issued.
g. The Contractor will not be reimbursed for any pre-task order costs to include site visits, proposal preparation, or attendance during negotiations.
1.3.4. Price Adjustment
a. Unit pricing will be fixed (See Attachment C) for the life of the contract, but will be adjusted to price each task order, by applying the current adjustment co-efficient.
b. In computing the adjustment co-efficient, the Construction Cost Index (CCI) may be located on the “Market Trends” page of the Engineering News-Record (ENR) issue current at the time that the task order is awarded. The ENR is available at www.enr.com
c. The adjustment co-efficient will be calculated as PL = P x F, where:
(1) PL = New Rate
(2) P = Price Initial Period of Contract
(3) F = Index Factor. The Index Factor is calculated as F = CCI-C / CCI-B
1. CCI-C = CCI for the month in which the RFP is issued
2. CCI-B = CCI for the month in which the IDIQ is awarded
(4) If the CCI ceases to be published, the parties will agree on substitute indices to be used and the contract modified accordingly. Coefficients will not be adjusted for any other changes or circumstances encountered during the life of the contract. When it is determined that a task order requires modification the Contractor shall calculate their proposal using the same coefficient that was used in calculating the basic task order, regardless of the date of the modification.
d. Adjusted prices used to issue each task order, will be good for the entire period of performance of that task order, and will not be subject to further adjustment.
1.4. Contract Drawings
1.4.1. Provide as-built drawings as required per task order.
1.5. Key Personnel Qualifications
