Pre-bid Site Visit Questions (Solicitation W912DW20Q0011 for MMD Custodial Services) 27 January 2020
A. Will there be government-furnished equipment?
Response: The contractor will be responsible for all equipment necessary to perform the work.
B. Reference the cover page of the RFQ entitled solicitation contract order for commercial items page one. What size standard means as well as the number below it 19,500?
Response: Size Standard of $19,500,000 (Box 10, Page 1 of the Solicitation) is the maximum average annual revenue that an entity may be considered as a Small Business for Small Business Administration (SBA and federal contracting program. This size standard is for the NAISC Code 561720 (Janitorial Services). Contractor(s) having an average annual revenue higher than this amount is not considered a Small Business, and will not be considered for contract award as this requirement is a total small business set-aside.
C. I would also like to send in my insurance ahead of time so you can look over and make sure that we meet the requirements?
Response: The contractor is responsible for all applicable insurance PRIOR to performing the work. Information/documents not required in the solicitation will not be reviewed/evaluated.
D. Page 35 relevant experience may I just send a list of references into you that breaks down what we did and who we worked for?
Response: Please review Provisions 52.212-2 (Evaluation – Commercial Items) for submission of relevance experience and how quote will be evaluated for award.
E. Reference Page 41, Wage determination (WD for Washington King and Snohomish counties. I'm confused what these rates are? We are going off of prevailing wages for janitorial services in King County correct? The janitor position listed does not seem to calculate? Please clarify?
Response: Service Contract Act Wage Determination (WD) #: 2015-5535 covers both King and
Snohomish counties, for positions specified in this WD. See Amendment 1 for the current
Service Contract Act (SCA) Wage Determination (WD) #2015-5535, Revision #10.
F. Also page 47 speaks about employee paid sick leave benefits for your employees, I'm confused is this for your employees are you referring to what I need to be paying my employees Washington state law?
Response: The contractor is responsible for all applicable requirements for their employees, including paid sick leave, as described in Service Contract Act Wage Determination (WD) #:
2015-5535 , contract clause(s), such as 52.222-62, and other state/local regulations.
G. I also see nothing about invoicing? Maybe I missed it how is this set up are we on a net 30? What date do you want our invoice in and to clarify we send it to Heidi? Please give an example of what our first billing process with dates would look like as well as when we would receive payment? Do you supply the monthly safety exposure reports that we are to submit with our invoices?
Response: For Invoice Submission, see Section 2.16 of the Performance Work Statement (PWS), Page 13 of the Solicitation. Net-30 days will be established for the resultant purchase order/contract. Invoice Submission will be discussed in a pre-performance conference/kick-off meeting with the Quality Assurance Representative (QAR).
H. Do you supply the monthly janitorial cleaning checklist?
Responses: Please see Section 2.2 (Quality Control General Information) and 2.2.1.1 (The Quality Control Plan (QCP) on Page 10 of the Solicitation and Technical Exhibit 1 (Performance Requirements Summary) on Page 22 of the Solicitation.
I. The current conditions of the building will take a lot of time to get back to a clean and orderly Department. Speaking with Site Visit POC and understanding his expectations of what needs to be done, this will take a lot more time than you have allotted in your contract.
Response: The resultant contract is Firm Fixed Price, so pricing should reflect all required efforts to meet the requirement as specified in the Performance Work Statement. The Project Office will determine whether special cleaning and number of hours may be needed on the first service date to be performed under Section 6.4 of the Performance Work Statement (PWS). See Amendment 01 to the Solicitation
J. Given the current conditions of the building, it's going to take quite a bit more time to get things in order over there and then everything after that will just be upkeep.
Response: The resultant contract is Firm Fixed Price, so quote should reflect all required efforts to meet the requirement as specified. Also see Question I above.
K. There are some discrepancies in the scope. Are we responsible for cleaning all inside windows every time we are scheduled to work which is once a week? The language in 6.3.1 clean glass services once per month it's a little different than 6.2.6 entrance Door in interior glass weekly? Cleaning all inside windows is very time-consuming so I need to be clear on expectation so it can reflect in the price?
Response: Section 6.3.1 of the PWS is monthly and includes glass on doors (inside and outside) and the interior glass inside the building cleaned thoroughly with no traces of film, dirt, smudges, etc. Section 6.2.6 of the PWS is weekly and just interior of doors and highly noticeable smears, fingerprints, smudges.
L. On page 19 Sections 6.3.8 clean shampoo carpets once a year. My question is concerning the equipment that you're requesting. The required machine is very big machines and doesn't seem appropriate for the work that needs to be done up at Mud Mountain Dam. Will a normal size steam cleaner would be sufficient?
Response: See Amendment 01 for revisions to Section 6.3.8.
M. I would also like to bring up the fact that the last half of the RFQ shows wages that are not correct.
Davis bacon L&I prevailing wages as of the date that this contract needs to be submitted are as follows janitor 25.58 an hour window cleaner 29.33 an hour and floor waxer 26.03 an hour.
Response: See Amendment 01 for the current Service Contract Act (SCA) Wage Determination
(WD) #2015-5535, Revision #10.
