QUESTIONS AND ANSWERS 2

The solicitation closes 14 May 2019 at 2:00 PM PST. The purpose of this amendment is to accomplish the following:

- Update the Period of Performance (POP) to reflect the change in scope. The POP is 22 May 2019- 17 July 2019.

- Answer the following vendor questions:

1. How many tanks/voids are in this barge?

Answer: There are 3 main bulkheads inside so estimated at 4 voids.

2. Is the delivery date of July 17th still the requirement?

Answer: Yes.

3. Is it the government’s intent to have the timber fenders removed for sandblasting and then reinstalled after application of coatings, or can the fender timbers be left in place?

Answer: Timbers may be left in place.

4. The specifications specify sandblasting and painting of the deck but do not include high pressure water washing to remove dirt and salts before blasting, could USACE add the requirement to pressure wash the specifications?

Answer: Proper preparation is required prior to painting.

5. In Part 2, the work week is defined as Monday through Thursday. Please clarify? Is this just the days that the ACE are available?

Answer: USACE crew is available those days. Contractor work on Fridays is acceptable.

6. Pricing item 0001 - states to provide cost for all items in the PWS, items 1-8. I would just like to clarify that item 7 (Zincs) will not be included in the 0001 pricing and will now be standalone pricing in item 0002.

Answer: Yes replacement of the zincs are to be priced separately in item 0002 because there is not an accurate count of the zincs and they are all condition unknown.

7. The amended specifications do not include replacement of damaged hull side ladder rungs, is ladder rung replacement to be omitted from the requirements?

Answer: Ladder rungs to be omitted.

8. Is it the intent of the specifications to re-float and reposition the barge on drydock blocking to allow surface preparation and coating of surfaces otherwise obscured by drydock blocks?

Answer: Yes.

9. Does the paint contain lead?

Answer: The paint has not been tested. All work must be done in accordance with USACE Safety Manual EM 385- 1-1.

10. Does the customer want the 2 coat system from amendment 3 over the entire deck, or was it missed to separate the work deck area from the perimeter?

Answer: We are no longer putting on a wear deck, so need to revert to painting the entire deck in 2 part epoxy with non-skid coating.

11. The requirement for a SAMS marine surveyor is proving to be a difficult requirement. I was referred to NAMS, National Association of Marine Surveyors as a more appropriate surveyor for this type of work. Is using NAMS acceptable in lieu of the SAMS?

Answer: NAMS, SAMS or equivalent marine surveyor would be acceptable.

See the following changes in red.
