(<1%) silt, clay, very fine sand and gravel, which has shoaled into the basin and channel.

Material in the Lower Shallow Draft Channel is primarily composed of medium and coarse sand with a smaller fraction (<8%) of very coarse and fine sand and incidental (<2%) silts, clays, fine sands and gravel, which has shoaled into the channel. Material in the Lower Channel (Station 90+00 to 115+00) is primarily composed of fine sand, very fine sand and silt with a smaller fraction (<8%) of clays and (<3%) medium sand with incidental (<1%) gravel, very coarse sand and coarse sand. Contractor is likely to encounter accumulations of forest trash, sunken logs, stumps, human-made wood products, wire, and synthetic rope, metal debris, fishing nets, tires and other miscellaneous debris that periodically may cause production delays. Bidders are expected to examine the site of work and decide for themselves as to the character of materials.

b) Classification and description of the materials to be dredged is classified according to Section 35 20 23-A: U.S. Geologic Survey (USGS) Wentworth Grade Scale.

1.5 ARTIFICIAL OBSTRUCTIONS

a) Except as indicated, the Government has no knowledge of cables, pipes, or other artificial obstructions or of any wrecks, wreckage, or other material that would necessitate the use of explosives or the employment of additional equipment for economical removal. If actual conditions differ from those stated or shown, or both, an adjustment in contract price or time for completion, or both, will be made in accordance with FAR 52.236-2, Differing Site Conditions.

b) Dredging adjacent to any structures or marine vessels shall require additional care to not cause damage to private or public property. Damage to private or public property or structures resulting from the disposal or dredging operations shall be repaired promptly by and at the Contractor's expense. Damage to structures as a result of Contractor's negligence shall result in suspension of dredging and require prompt repair at the Contractor's expense as a prerequisite to the resumption

1.6 STAGING AREAS

a) Contractor shall coordinate utilization of staging areas with the Port of Everett. After the Contractor completes his operations, the staging area shall be restored to a condition equal to that existing before Contractor’s operations. Government will not be responsible for Contractor’s equipment and materials in the staging area and Contractor shall provide his own security.

1.7 LIGHTS, LIGHTED BUOYS AND DREDGING AIDS MARKERS

a) All lights, lighted buoys and dredging aids markers must be maintained, operable and on station at all times to insure a safe harbor. The placement, markings and lighting shall meet all US Coast Guard Regulations, EM 385-1-1 and the Special Requirements found in this specification.

b) All marker buoys shall be painted yellow and display the same yellow flashing light as required for floating or supported dredge pipelines meeting the requirements of this subsection.

1) Buoys used to anchor booster pumps.

2) Buoys used to anchor or mark stored equipment i.e. (barges, pipeline etc.).

3) Buoys used to mark or anchor dredge pipelines and this includes floating and submerged pipeline leading to placement areas.

4) Any other buoys the U.S. Coast Guard or Contracting Officer requires to insure a safe harbor free from hazards to navigation must be marked and display yellow flashing lights meeting the requirements stated in this subsection.

1.8 SUBMERGED PIPELINE

W912DW19B0005 35 20 23-3 R0003

a) The Contractor may elect to submerge sections of the dredge discharge pipeline for crossing a navigable channel.

b) The Contractor shall submit, as part of the Dredge Plan for approval, detailed plans of the submerged pipeline section.

c) Submerged pipeline shall be marked in accordance with local USCG requirements and approved by the Government Designated Authority (GDA).

1) Unless otherwise specified by the USCG, submerged pipelines are considered to require special marks and shall have a USCG approved flashing yellow light.

2) Indicators, such as signs or buoys that state “DANGER SUBMERGED PIPELINE” shall be placed at the beginning and end of the pipeline.

3) If barges or other vessels are used to anchor the beginning and/or end of the submerged pipeline, they shall be lighted in accordance with 33 CFR 83.30.

4) Within a navigation channel, each end of the pipeline shall be identified with a regulatory marker buoy.

5) Lengths of submerged pipeline located outside of the navigation channel, shall be identified with high visibility buoys marked with 360-degree visibility retro-reflective tape, such as orange neoprene buoys, spaced at an interval not to exceed one hundred (100) feet apart.

1.9 FLOATING PIPELINE

a) If the Contractor's pipeline does not rest on the bottom, it shall be considered a floating pipeline and shall be visible on the surface and clearly marked. The Contractor's pipeline shall not be allowed to fluctuate between the surface and, or lie partly submerged. Lights shall be installed on the floating pipeline as required in the Paragraph: LIGHTS, LIGHTED BUOYS AND DREDGING AIDS MARKERS. The lights shall be supported either by buoys or by temporary piling, provided by the Contractor and approved by the Contracting Officer Representative (COR). a) If a leak occurs in the discharge pipeline, the Contractor shall immediately discontinue using the line until leaks are repaired. The Contractor shall be responsible for removing material placed due to leaks or breaks.

1.11 MINIMUM PAY DEPTH AND MAXIMUM PAY DEPTH

a) To cover inaccuracies of the dredging operation within the area to be dredged, a Minimum Pay Depth and a Maximum Pay Depth has been established. The volume to be dredged above the Minimum Pay Depth (including associated side slopes) is referred to as the required dredging prism. The volume between the Minimum and Maximum Pay Depth (including associated side slopes) constitutes the Allowable Overdepth.

b) Allowable overdepth (Maximum Pay Depth) is up to two (2) feet below the required dredging depth and within the dredging limits.

1.12 SIDE SLOPES AND END TRANSITIONS

a) Dredging side slopes shall follow as closely as practicable, the lines indicated or specified.

Allowance will be made for dredging beyond the lines indicated or specified for side slopes. The

W912DW19B0005 35 20 23-4 R0003

allowance will be determined by projecting a line upwards, paralleling the project design side slopes, from the intersection of the overdepth-dredging limit (at a point located vertically below the limit of dredging at the top of slope). The amount of material excavated from side slopes will be determined by bathymetric survey.

b) The side slopes transition between the channel and the upper settling basin. Facing downstream, starting at Sta. 355+78.54 the side slopes transition from 1:2 to 1:6 at the upstream end of the settling basin at Station 354+46.83 on the right side of the channel, and from 1:2 to 1:3 on the left side of the channel. Starting at Station 337+06.83, the side slopes of the settling basin uniformly transition back to 1:2 at Station 335+50. The Contractor shall uniformly transition side slopes wherever there is a change in channel side slopes.

c) Dredge uniform end-cut transitions from existing conditions at Station 335+50 to the downstream end of the upper settling basin at Station 337+06.83, and from the dredged depth at the upstream end of the upper settling basin at Station 354+46.83 to the dredged channel depth at Station 355+78.54. End-cut transition slops shall not be steeper than 1:6.
