A-E IDIQ for Design and Construction Support Services Solicitation Number: W912DW18R0005 (Revision posted 12 January 2018)
These questions and answers are a continuation of the questions and answers posted on 12 January 2018. The questions below were received between 12-25 January 2018.
Question 15. For Primary Criterion (B) Professional Qualifications, how will the government determine the “number of relevant years of experience held by key personnel” (item 1 on page 7)? Will it be based on the number of years of experience noted on 330 Section E, box, 14. a. and b.? If not, how will the government make the determination?
USACE Response 15. Yes, the number of relevant years of experience will be based on the information provided in Section E, boxes 14 a and b.
Question 16. We would like to request clarification on PRIMARY CRITERION (B) PROFESSIONAL QUALIFICATIONS Evaluation Factor No. 3, “License/Certification – Presence of current, valid professional license or certification in related field and in state(s) where work will be completed (only considered if a license or certification is applicable for the position)”. It has been our experience that for DoD contracts, state-specific licensure is not required. For instance, if one of our A/E professionals that is required to have a RA or PE registration is registered with a West Coast state other than Washington, would that professional be assigned a rating of “Unacceptable” in that category.
USACE Response 16. The quoted content is not included in Amendment 1 that was posted on 12 January 2018. As stated on FBO, the Synopsis dated 12Jan18 replaces the previous version in its ENTIRETY.
Question 17. For Criterion B. Professional Qualifications: In the SOL, the fc and pc for Sustainable Designer and Communications Engineer appear to be reversed, according to the 330 instructions.
a. Please verify the Communications Engineer is function code 13 and the Communications Engineer is profile code S11.
b. Also please verify that we should include only one person in one role for our response to Criterion B. For example, we would like to show one person in two roles, with a different resume showing for each of those roles.
USACE Response 17. (a) The Synopsis does not include profile codes. The Communications Engineer function code is 13, as written in the Synopsis. (b) For Criterion B the Synopsis does not prohibit showing the same person in multiple roles.
The Synopsis only advises that one resume be submitted for each key discipline.
However, in Criterion D each individual may only be identified by one function code.
Question 18. We are a little confused by the 80 page limitation. This solicitation has more restrictions than we might typically see on an IDIQ solicitation. First the resumes are limited to 1 for each of the listed disciplines on page 5 of the solicitation. The Q&A makes clear that only 1 resume for each listed discipline will be reviewed. Also any resumes of disciplines not requested will not be reviewed. That basically limits Section E resumes to 11. Also section F projects are limited to 10. On page 7 section H is limited to 15 pages. It also notes the SF330 Part IIs are excluded from the 80 page limit.
So if we add up all the pages based on this criteria we get: Section A-C 2pages + Section D org chart 1 page + Resumes 11pages + Projects 10 pages + 1 page section G + Section H 15 pages = 2+1+11+10+1+15 = 40 pages. Our page count assumes single page resumes and projects which is quite common. Even if someone used 2 page projects and resumes...that would maybe yield 60 pages. What are we missing, how is that 80 page limit arrived at given the restrictions imposed? Is it possible the page limit on the section H could be removed or raised given the restriction on resumes and the overarching 80 page limit?
USACE Response 18. The page limit will remain as indicated in the Synopsis; Section H is limited to 15 pages and the entire SF330, excluding Part II, is limited to 80 pages.
All other page limits included in the question are not included in the Synopsis and will not be enforced.
Question 19. The solicitation states, “Project descriptions shall clearly state the extent of work performed by the team, extent of work completed, and dates of completion.”
Please clarify what the USACE expects to see that adequately addresses ‘extent of work performed by the team’ vs. ‘extent of work completed.’ I’d like more clarification on what those terms mean/how they’re different from each other.
USACE Response 19. The phrase, ‘extent of work performed by the team’ refers to the work done by the firms that are part of the team responding to the SF330. The phrase, ‘extent of work completed’ refers to the work completed overall, including work completed by firms that are not part of the team responding to the SF330.
