Tele-communications General

Create new OSP Drawing: Show existing manhole diagram of Manhole AF000010. Show the new splicing and other changes that will be accomplished in Manhole AF000010. The existing abandoned OSP cables that are in the two conduits that come from Manhole AF000010 to the inside hangar bay will have to be removed to make space for the new copper and new fiber cables that will be going into the new Telecom Room 115. They will have to be pulled back into Manhole AF000010 and removed from the existing splice cases. The existing working copper and fiber cables that feed Bldg. 3041 go through conduits from Manhole AF000010 to a box on the outside wall of Bldg.

3041 and then through the janitor's closet to the inside hangar bay wall.

These cables will have to be pulled back into Manhole AF000010, 3partially cut off and spliced to new cables that will be placed back into B4ldg. 3041 to an existing cabinet on the inside hangar bay wall. These cables will go in the conduits that were vacated when the abandoned cables were pulled out. The fiber and the copper cables will be terminated inside the cabinet and then indoor rated cables will be placed to the new Telecom Room 115. A new pathway from the inside hangar bay wall will have to be placed to Telecom Room 115. Cables that do not have a splice case in Manhole AF000010 will have to be placed into new splice cases and cleared and capped. (Use specification 33 82 00 as applicable).

Tele-communications T2-102

(notes 2&3)

See also Section 01 11 00 STATEMENT OF WORK and 01 57 20.00 10 ENVIRONMENTAL PROTECTION for any specified permit requirements. If early procurement of long-lead item construction materials or installed equipment, prior to completion of the associated design package, is necessary to facilitate the project schedule, the contractor shall also identify those long-lead items and how it will assure design integrity of the associated design package to meet the contract requirements. Once the Government is satisfied that the long-lead items meet the contract requirements, the Contracting Officer will allow the Contractor to procure the items at his own risk.

1.5.2. Site / Utilities: To facilitate fast-track design-construction activities, the contractor may submit a final (100%) site and utility design as the first design submittal or it may elect to submit interim and final site and utility design submittals as explained below. Following review, resolution, and incorporation of all Government comments, and submittal of a satisfactory set of site/utility design documents, after completing all other pre-construction requirements in this contract and after the pre-construction meeting, the Government will allow the Contractor to proceed with site development activities, including demolition where applicable, within the parameters set forth in the accepted design submittal. For the first site and utility design submission, whether an interim or final, the submittal review, comment, and resolution times from this specification apply, except that the Contractor shall allow the Government a 14 calendar day review period, exclusive of mailing time (if applicable). No on-site construction activities shall begin prior to written Government clearance to proceed.

1.5.3. Interim Design Submittals: The Contractor may submit either a single interim design for review, representing a complete package with all design disciplines, or split the interim design into smaller, individual design packages as it deems necessary for fast-track construction purposes. As required in Section 01 32 01.00 10 PROJECT SCHEDULE, the Contractor shall schedule its design and construction packaging plan to meet the contract completion period. This submission is the Government's primary opportunity to review the design for conformance to the solicitation and to the accepted contract proposal and to the Building Codes at a point where required revisions may still be made, while minimizing lost design effort to keep the design on track with the contract requirements. The requirements for the interim design review submittals and review conferences are described hereinafter. This is not necessarily a hold point for the design process; the Contractor may designate the interim design submittal(s) as a snapshot and proceed with design development at its own risk. See below for a waiver, where the parties establish an effective over-the-shoulder progress review procedure through the partnering process that would eliminate the need for or expedite a formal intermediate design review on one or more individual design packages

1.5.4. Over-The-Shoulder Progress Reviews: To facilitate a streamlined design-build process, the

Government and the Contractor may agree to one-on-one reviewer or small group reviews, electronically, on-line (if available within the Contractor's standard design practices) or at other agreed location, when practicable to the parties. The Government and Contractor will coordinate such reviews to minimize or eliminate disruptions to the design process. Any data required for these reviews shall normally be provided in electronic format, rather than in hard copy. If the Government and Contractor establish and implement an effective, mutually agreeable partnering procedure for regular (e.g. weekly) over-the-shoulder review procedures that allow the Government reviewers the opportunity to keep fully informed of the progress, contents, design intent, design documentation, etc. of the design package, the Government will agree to waive or to expedite the formal intermediate design review period for that package. The Contractor shall still be required to submit the required intermediate design documentation, however the parties may agree on how that material will be provided, in lieu of a formal consolidated submission of the package. It should be noted that Government funding is extremely limited for non-local travel by design reviewers, so the maximum use of virtual teaming methods must be used. Some possible examples include electronic file sharing, interactive software with online or telephonic conferencing, tele-video conferencing, etc. The Government must still perform its Code and Contract conformance reviews, so the Contractor is encouraged to partner with the reviewers to find ways to facilitate this process and to facilitate meeting or bettering the design-build schedule. The Contractor shall maintain a fully functional configuration management system as described herein to track design revisions, regardless of whether or not there is a need for a formal intermediate design review. The formal intermediate review procedures shall form the contractual basis for the official schedule, in the event that the partnering process determines that the formal intermediate review process to be best suited for efficient project execution. However, the Government pledges to support and promote the partnering process to work with the Contractor to find ways to better the design schedule.

1.5.5. Final Design Submissions: This submittal is required for each design package prior to Government acceptance of that design package for construction. The requirements for the final design submittal review conferences and the Government's acceptance for start of construction are described hereinafter.

1.5.6. Design Complete Submittals: After the final design submission and review conference for a design package, the Contractor shall revise the design package to incorporate the comments generated and resolved in the final review conferences, perform and document a back check review and submit the final, design complete documents, which shall represent released for construction documents

2. PERFORMANCE AND SCHEDULING

2.1. Performance Period Requirements

2.1.1. The Contractor is required to commence work under this Contract within ten (10) business days after the date of issuance of the Notice to Proceed (NTP) for the Base Item(s), prosecute the work diligently, and complete all work on all Base Item(s) no later than 550 calendar days after the date of issuance of the Notice to Proceed for the Base Item(s). The time stated for completion includes final cleanup of the premises and submission of all required close-out documentation.

2.1.2. Contractor shall not be authorized to begin field work prior to completion and approval of design phase. After the 95% submittal is complete the government will be given three weeks to review the drawings and specifications. Following this review there will be a review meeting between the government and contractor to discuss any questions and problems with the design. Following the meeting the contractor will submit a final design. Once the government approves these plans and specifications the contractor will be authorized to start construction. The contractor is authorized to submit 100% designs by discipline. As each discipline is approved the contractor is able to move forward with the construction phase of that discipline.

2.1.3. Specific construction start dates on each discipline will need to be coordinated with the Contracting Officer Representative since the building occupants will not be able to vacate the building until 1 October November 2017.

2.2. Award of Options

2.2.1. Exercise of Option Item(s): The Government may exercise any of the Option Item(s), or none at all, but any Option Item(s) will be exercised not later than one hundred and eighty (180) calendar days after the date of issuance of the NTP for the Base Item(s). The Government may exercise Option Item(s) on different dates during this time period.

2.2.2. Duration of Option Items: For any Option Items exercised prior to the issuance of Notice to Proceed for the Base Item(s), the total duration of this Contract stated in Subparagraph 2.1.1, above, including base and option item(s) shall not be extended, and all Option Items exercised during that time period shall be completed within the time stated in Subparagraph 2.1.1, above. If any Option Items are exercised after the date of issuance of NTP for the Base Item(s), the time for completion of those Option Items shall be the same as the base items.

2.3. Construction Phasing Requirements

2.3.1. A detailed scheduling plan will need to be developed by the contractor that accommodates the user to provide minimal impact to operations.

2.3.2. Work inside hangar can be performed without interruption due to airfield activities, except during airfield closures, such as Federal holidays. Work outside the hangar may be subject to occasional ‘quiet hours’ during ceremonies. The contractor shall maintain sufficient coordination with the COR and Airfield Operations to adjust the work schedule as necessary to accommodate quiet hours.

2.4. Liquidated Damages

2.4.1. If the contractor fails to complete the work within the time period specified above, liquidated damages in the amount of $1,002.00 per calendar day will be assessed.
