IV. PROPOSAL COMPOSITION AND SUBMISSION
A. GENERAL REQUIREMENTS
Proposals must set forth full, accurate, and complete information as required by this RFP.
Absence of information demonstrates the lack of support for a criterion. Proposals shall contain only data essential for evaluation of proposals to expedite both the RFP proposal preparation and evaluation. Data submitted must reflect the Offeror’s interpretation of criteria contained in the
RFP.
Proposals are to be on 8-1/2 x 11-inch paper, to the maximum extent practicable, and submitted in standard letter (8-1/2 x 11-inch) hardback loose-leaf binders. Contents of binders shall be appropriately tabbed and labeled corresponding to the proposal table of contents, affording ease of identification. Reference FAR Clause 52.204-4(b) Printed or Copied Double-Sided on Recycled Paper. In accordance with Section 101 of Executive Order 13101 of September 14, 1998, Greening the Government through Waste Prevention, Recycling, and Federal Acquisition, the Contractor is encouraged to submit paper documents, such as offers, letters, or reports, that are printed or copied double-sided on recycled paper that meet minimum content standards https://www.projnet.org/
W912DW-16-R-0004 00 21 00 - 3
specified in Section 505 of Executive Order 13101, when not using electronic commerce methods to submit information or data to the Government.
Number pages consecutively. There shall be no consideration of information incorporated by reference or reiteration of the RFP. Proposal presentation shall be in a manner which allows it to “STAND ALONE” without need for evaluators to reference other documents. It is allowable to combine arrangements, layout plans, and notes on single sheets in order to simplify presentation, so long as there is maintenance of clarity. Elaborate brochures or other presentation materials beyond those sufficient to present complete and effective responses are unnecessary and may give the appearance of an Offeror’s lack of cost-consciousness. Elaborate artwork, expensive paper and bindings, and expensive/extensive visual aids and other presentation aids are neither necessary nor wanted. Penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001. NOTE: Providing additional information that is not requested may be viewed as a lack of cost-consciousness, and will not enhance a proposal’s chance for success. The ability to convey information as succinctly as possible is encouraged.
Offerors are required to meet ALL solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. The Offeror shall submit in the proposal all requested information specified in this section and Section 00 24 00 of the RFP solicitation at or before the exact time specified on the RFP letter. There will be no public opening of the proposals received as a result of this solicitation. Failure to meet a requirement may result in an offer being ineligible for award.

E. RELEASE OF INFORMATION
After receipt of proposals, no source selection information will be available to any Offeror until contract award. This includes, but is not limited to, the relative standing of the Offeror’s proposal or the number or identity of the participating Offerors.
F. PROPOSAL EXPENSES AND PRE-CONTRACT COSTS
The Government is in no way responsible for costs incurred in the preparation and submission of a proposal or for any other costs incurred prior to the execution of a formal contract.
V. AWARD AND POST-AWARD PROCEDURES TECHNICAL EVALUATION
There will be an evaluation of technical proposals for conformance with the minimum Request for Proposal (RFP) criteria to determine if the proposal is technically acceptable. While there is intent to keep the Offeror’s pre-award proposal effort to a minimum, proposals must provide adequate detail for evaluators to determine if the proposal is technically acceptable.
There will be an evaluation of all technical proposals by a Technical Evaluation Team (TET).
The TET’s duty is the assignment of a fair, unbiased technical rating for each proposal based solely on the merits of the proposal. Proposals that do not conform to the terms and conditions contained in the RFP, or those that include stipulations or qualifying conditions unacceptable to the Government, are not eligible for award. There will be no consideration of pricing data during the technical evaluation.
VI. SELECTION AND AWARD WITHOUT DISCUSSIONS
It is the intent of the Government to make award based upon initial offers, without further discussions or additional information. Therefore, submit your proposal on the most favorable terms from a technical standpoint. Do not assume you will have an opportunity to clarify, discuss or revise your proposal.
If award is not possible from initial offers, the Contracting Officer may establish a competitive range prior to either written or oral (i.e. telephonic) discussions with all Offerors in the competitive range. As a result, Offerors may be asked to revise their initial offers. If an Offeror’s proposal is eliminated or otherwise removed from the competitive range during discussions, further revisions to that Offeror’s proposal will neither be accepted nor considered.
Discussions will culminate in a request for a Final Proposal Revision (FPR), the date and time of which will be provided to all Offerors.
After discussions and the subsequent receipt of FPRs, the TET will evaluate supplemental information provided by Offerors, adjust previously assigned technical ratings, and provide a recommendation to the Contracting Officer.

A. SELECTION AND AWARD
The basis of contract award will be Lowest Priced Technically Acceptable (LPTA). Selection will be on the basis of the responsible offer, which conforms to the RFP, is rated technically acceptable, and offers the lowest price. (FAR Subpart 15.101-2)
B. DEBRIEFINGS
1. PRE-AWARD
Offerors excluded from the competition before award will receive a notice and may request a debriefing before award by submitting a written request for a debriefing to the Contracting Officer within three (3) calendar days after receipt of the notice of exclusion from the competition. (FAR 15.505)
2. POST-AWARD
Unsuccessful Offerors may request a post-award debriefing within three (3) calendar days after the date on which the Offeror received notification of contract award. There will be no point-by-point comparisons with other Offerors’ proposals and debriefings will not reveal any information that is not releasable under the Freedom of Information Act (FOIA). SECTION 00 24 00
EVALUATION FACTORS FOR AWARD
1.0 BASIS OF AWARD
Award of this Contract will be made to the technically acceptable responsible Offeror submitting the lowest priced offer (based on the total of all line items on the Bid Schedule) – Lowest Priced Technically Acceptable Offer (LPTA). This acquisition will result in the award of a firm-fixed price, construction contract.
The technical evaluation of each proposal will be solely on the basis of Technical Evaluation Factors found in this section. The Government will evaluate each proposal on a technically acceptable/unacceptable basis only with respect to the technical evaluation factors (criteria) described herein. Award will be to the Offeror who presents the technically acceptable proposal with the overall total lowest price. It is the intent of the Government to award off initial offers without discussions.
2.0 PROPOSAL EVALUATION
2.1 Technical Evaluation:
Acceptability will be based on all factors receiving an acceptable rating. The proposal will be evaluated according to the CRITERIA for Non-Price Evaluation Factors of this section.
Proposals will receive either an ACCEPTABLE or an UNACCEPTABLE rating for each of the evaluation factors. Find the description of these ratings in Table 1.
TABLE 1: TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS
Rating: Description:
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
2.2 Pricing Evaluation:
The Government will evaluate offers for award purposes by adding the total price for all line items identified on the Contract Line Item Schedule (Bid-Schedule), Section 00 11 00 of this Solicitation.
3.0 EVALUATION PROCESS:
The evaluation process consists of three parts:
1) Proposal Compliance Review. This is an initial review to ensure that all required forms and certifications are complete and that a complete proposal is received. An initial review of each of the proposals will be conducted to check for apparent errors, omissions and areas that require clarification. The purpose of this preliminary review session is to eliminate minor irregularities or apparent clerical mistakes. This preliminary evaluation will ensure that each proposal contains the Price Volume II and the correct number of copies.
2) Relevant Experience and Past Performance. Relevant Experience and Past Performance will be evaluated according to the CRITERIA for Non-Price Evaluation Factors found in this section.
00 24 00 - 2
3) Price Evaluation. The Government will evaluate price for fairness and reasonableness through the use of price analysis. Price will also be verified for unbalancing of line items.
3.1 Definitions:
a) Clarification is a limited exchange with an Offeror for the sole purpose of eliminating minor irregularities, informalities, or apparent clerical mistakes in the proposal or to address adverse past performance not previously addressed with the Offeror. Clarifications do not give an Offeror the opportunity to revise or modify its proposal and are used, as necessary, when not opening discussions.
b) Communications are a limited exchange with an Offeror used to assist in determinations of the competitive range. Communications are limited to enhancing Government understanding of proposals and addressing adverse past performance information not previously addressed if said information is the determining factor preventing an Offeror from being included in the competitive range. Such communications shall not be used to cure proposal deficiencies or material omissions, or otherwise revise the proposal.
c) Discussions offer the opportunity to resolve deficiencies or weaknesses in the proposals, based on the requirement and the evaluations factors set forth in the solicitation. If the Contracting Officer determines it is necessary to open discussions, they must discuss with all Offerors in the competitive range. Offerors have the opportunity to revise their proposals at the conclusion of discussions.
d) Relevant: “Relevant” is defined as having a logical connection with the requirements in this request for technical proposals; that is, featuring work that is similar in nature, magnitude, and complexity to the current requirement. To be acceptable, there must be an explanation of how the provided project information is relevant to the proposed work.
e) Year: A “year” is 365 consecutive days.
3.2 Bid Guarantee:
The Offeror is required to submit a bid guarantee along with its proposal. The bid guarantee shall be included in Volume II of the proposal. Any proposal received without a bid guarantee will be rejected and is ineligible for review by the Government. The amount of the Bid Guarantee shall be twenty (20) percent of the Offeror’s proposed price or $3,000,000.00, whichever is less.
3.3 Submission Format: (Please refer to Section 00 21 00 for number of required copies)
All proposal materials shall be submitted in binders with a table of contents and tabbed section dividers.
The sections should parallel the submission requirements identified below. In Volume I, Technical Proposal, there shall be a tabbed section for each Non-Price Evaluation factor. Volume II, Price Proposal, shall be submitted in a clearly marked envelope.
3.3.1 Volume I - Offeror’s Technical Proposal shall include the following sections, in the general format specified below:
• Table of Contents for Volume I - (Listing of all sections of the technical proposal)
• Tab A/Factor A – Relevant Experience of OFFEROR/PRIME, Attachment 1.
• Tab B/Factor B – Relevant Experience of TEAM, Attachment 1 & 2.
• Factor C– Past Performance of the Prime, Attachment 3.
00 24 00 - 3
3.3.2 Volume II – Offeror’s Price Proposal shall include the following, in the general format specified below:

• Bid Guarantee
• Pre-Award Information found at back of Section 00 45 00 (filled out in its entirety)
• Section 00 45 00 Representations and Certifications
NOTE: Offeror’s Price Proposal is due AT THE SAME TIME as Technical Proposal.
4.0 EVALUATION CRITERIA
4.1 CRITERIA for Non-Price Evaluation Factors:
Proposals shall concisely, accurately, and completely provide the information required for each of the following non-price evaluation factors. NOTE: Absence of complete information will be deemed as if no support information was provided for that factor. Proposals that do not meet the minimum requirements of all of the non-price evaluation factors shall be determined to be UNACCEPTABLE and are not eligible for award consideration. NO assumptions may be made by the Government. Your proposal must CLEARLY demonstrate the requisite technical experience and qualifications to receive an ACCEPTABLE rating for each of the following criteria:
