This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) The solicitation number is W912DW-16-Q-0052. The solicitation is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-66, effective 01 April 2013.

(iv) This requirement is unrestricted and not set aside for small business, the associated NAICS code is 541990; the small business size standard is $15.0 M.

S C O P E O F W O R K

Generation and Delivery of Meteorological and Hydrological Forecasts for the Green River Basin

1. Scope of Work. The services rendered under this delivery order will be provided during a Base Year with four (4) Option Years as identified in the Period of Performance in Section 6. The provider shall generate and deliver to the Seattle District, U. S. Army Corps of Engineers (NWS), meteorological and hydrological forecasts for the Green River basin of Washington State and graphical images for selected outputs from the extended Weather Research and Forecast model (version 3.5.1 or later) coupled with the National Weather Service Global Forecast System forecast model (WRF-GFS) and the European Center for Medium Range Weather Forecasting forecast model (WRF-ECMWF) at a regional scale. As noted in Section 2, the services to be delivered under this contract are separated into three distinct products (designated as ITEM 0001, ITEM 0002, and ITEM 0003 in Section 2). The services to be delivered under ITEM 0001 are the calibration of the hydrological model used for streamflow forecasts. ITEM 0001 is only applicable to the base year of the contract period. The services to be delivered under ITEM 0002 are the generation and delivery of meteorological and hydrological forecasts for the Green River basin. The forecasts will be generated using a high-resolution weather prediction model coupled with a distributed hydrologic model specifically calibrated to the Green River basin. The collective modeling system (weather prediction model and hydrologic model) will be used to provide short-range meteorological and hydrological (streamflow) forecasts to NWS on a daily basis for a four-month period beginning 1 November and ending 28 February during each contract award performance period. Forecast information delivered to NWS will include quantitative precipitation forecasts (QPF’s) for selected locations within the Green and White River basins and other pre-determined sites within Washington State as defined by the current regional meteorological model. The provider will also deliver to NWS streamflow forecasts for total runoff into Howard Hanson reservoir (reservoir inflow), total runoff from the Soos Creek basin, total local runoff entering the Green River between Howard Hanson dam and the Green River at Auburn USGS gaging station (this includes runoff from the Soos Creek basin), and natural (unregulated) flow in the Green River at the Auburn USGS gage. Forecast information will be updated at least four times daily during the duration of the service period. Forecast information will be provided to NWS via a password protected website and via a secure ftp site. The provider will have available two separate dedicated “T1” lines to transmit forecast information to their internet site to ensure that the forecast information can be made available at all times to NWS.

The services to be delivered under ITEM 0003 are the generation and delivery of graphical images showing specified output from two different global models (WRF-GFS; WRF-ECMWF). Forecast graphical images will be provided to NWS on a daily basis (updated at least twice daily) for a 12-month period beginning 1 August and ending 31 July during each contract award performance period. Forecast information will be provided to NWS via website.

A more detailed summary of the deliverable forecast information covered under this scope of work is presented in Section 2. Other pertinent information relative to this scope of work is described in Sections 3-5. A Period of Performance is provided in Section 6.

2. Services to be performed by the provider. The provider will supply services under this scope of work as noted below:

a. ITEM 0001

Hydrological model calibration. The Distributed-Hydrology-Soil-Vegetation Model (DHSVM, University of Washington) will be used to generate hydrological forecasts. Prior to the flood season (Nov. 1) during the base year of the contract, the model will be calibrated using historical hydrological and meteorological observations publicly available and provided by NWS. These observations include hourly station based temperature and precipitation, stream discharge, and snow water equivalence (SWE) at SNOTEL observation locations (NRCS). The model will be calibrated to accurately represent streamflow response to precipitation and snowmelt, and snow accumulation and melt timing. Locations for model calibration and validation include inflow to Howard Hanson reservoir, streamflow at Soos Creek near Auburn, WA (USGS 12112600), and SWE at Cougar Mountain, Lynn Lake, and Sawmill Ridge. In addition, a methodology for determining the optimal model state for which to start simulations from for forecast time periods will be included as a component in model calibration. The determination of this initial state will utilize real-time observations in the basin from the period leading up to the forecast period.

b. ITEM 0002

i. Delivery of meteorological forecasts. The weather prediction model used to generate these forecasts is the Weather Research and Forecast model driven with two global weather models (WRF-GFS and WRF-ECMWF). Meteorological forecast information delivered to NWS will include quantitative precipitation forecasts (QPF’s) for up to five locations within the Green River basin, four locations within the White River basin, and other pre-determined sites within Washington State as defined by the provider’s regional meteorological models (see list of required QPF locations in Table 1). QPF information will be delivered to NWS based on output from two forecast products for each model.

One forecast product will provide QPF information and temperature for roughly a 7-day forecast window (7 days less about four hours) and the second forecast product will provide QPF information and temperature for roughly a 60-hour forecast window. All types of QPF products will provide forecast precipitation at an hourly time-step histogram, with WRF-GFS superimposed onto WRF-ECMWF. QPF’s will be updated at least once daily (7-day forecast product) or at least four times daily (60-hour forecast product). For instance, the 60-hour QPF product may be updated more than four times per day if certain streamflow thresholds are exceeded. In addition, High Resolution Rapid Refresh (HRRR) forecast hourly precipitation QPF’s, updated hourly, would also be provided. Forecast information will be provided to NWS via a password protected website and via a secure ftp site. The provider will have available two separate dedicated “T1” lines to transmit forecast information to their internet site to ensure that the forecast information can be made available at all times to NWS.

ii. Delivery of hydrological forecasts. Meteorological input to the DHSVM model for forecasted time periods will be derived from output from the WRF-GFS and WRF- ECMWF weather forecast models. Hydrologic forecast information delivered to NWS will consist of streamflow forecasts for total runoff into Howard Hanson reservoir (reservoir inflow), total runoff from the Soos Creek basin, total local runoff entering the Green River between Howard Hanson dam and the Green River at Auburn USGS gaging station (this includes runoff from the Soos Creek basin), and natural (unregulated) flow in the Green River at the Auburn USGS gage. Hydrologic forecasts will be delivered to NWS based on output from the two forecast products. Both forecast products will provide forecasted streamflow at an hourly time-step. Hydrologic forecasts will be updated at least once daily (7-day forecast product) or at least four times daily (60-hour forecast product). Visualizations for each of the 7-day and 60-hour hydrologic products will include forecasts from the WRF-GFS and WRF-ECMWF driven hydrologic simulations on the same plots for comparison. Forecast information will be provided to NWS via a password protected website and via a secure ftp site as discussed under Item “b.” above.

The Government (NWS) will provide the vendor with available real-time meteorologic and hydrologic data from the Green River basin for the purpose of adjusting the hydrologic model to current conditions for which to initialize the model state for the forecast period. The following data will be provided by NWS to the provider:

Precipitation, air temperature, and wind speed from the Ravensdale meteorological station; precipitation and air temperature from the Howard Hanson dam meteorological station; precipitation and air temperature from the Mud Mountain dam (ENUW) meteorological station; precipitation and air temperature from the Lester meteorological station; computed inflow to Howard Hanson reservoir, observed discharge from Howard Hanson reservoir, observed discharge from the Green River at Auburn gaging station, and observed discharge from the Newaukum Creek gaging station. Hourly values for these parameters will be sent to the provider on an hourly basis during the duration of the period of the service agreement. Transmitted parameter values will be time-stamped using Greenwich Mean Time (GMT).

c. ITEM 0003

i. Graphical images in electronic format showing the items specified below based on output from the extended Weather Research and Forecast model (WRF-GFS and WRF-ECMWF) at a 36 km resolution. The spatial domain of the images should cover a longitude range of ~180 W to ~90 W and a latitude range of ~25 N to ~ 63 degrees N. Each of the following graphical products should be produced using a 3-hour time-step (unless noted otherwise) and cover a forecast window that extends 180 hours, and include a looping display capability.

1) SLP (sea level pressure) with forecast winds at a 10 meter height above ground surface.

2) Column integrated water vapor.

3) 850 mb, 700 mb, 500 mb, 300 mb – pressure heights, wind barbs, air temperature

(Celsius) – this product consists of four separate color-coded images.

4) Incremental precipitation – 1 hour time-step for a forecast window extending 72 hours, 3 hour time-step for a forecast window extending from 72 to 180 hours.

ii. Graphical images in electronic format showing the items specified below based on output from the extended Weather Research and Forecast model (WRF-GFS and WRF-ECMWF) at a spatial resolution of 36 km. The spatial domain of the images should cover a longitude range of ~135 W to ~105 W and a latitude range of ~33 N to ~ 53 degrees N. Each of the following graphical products should be produced using a 3-hour time-step (unless noted otherwise) and cover a forecast window that extends 72 hours, and include a looping display capability.

1) Incremental precipitation – 1 hour time-step for a forecast window extending 72 hours. This product should also show topographic contours.

2) Cumulative precipitation - Reported at the following forecast time-steps: 12 hours, 24 hours, 36 hours, 48 hours, 60 hours, and 72 hours. This product should also show topographic contours.

3. Submission. The provider will submit the following materials to NWS.

a. Under ITEM 0001, the provider will calibrate the hydrological model (DHSVM) for the Green River basin. This includes the development of a procedure for generating the optimal model state for which forecast simulations are started from. Model calibration will follow the procedure outlined in section 2a. ITEM 0001 only is only applicable to the base year of the contract period.

b. Under ITEM 0002, the provider will make available to NWS meteorological and hydrological forecasts as discussed under Item 2 of this scope of work. Forecast information will primarily consist of QPF information for selected sites within Washington State, streamflow forecasts for inflow to Howard Hanson reservoir, Soos Creek discharge, local inflow to the Green River downstream of Howard Hanson dam, and the natural (unregulated) flow in the Green River at the Auburn USGS gage. Meteorological and hydrological forecast information will be provided at an hourly time-step based on the output from four separate forecast products. Forecast products will be used to provide QPF and streamflow forecasts for roughly a 7-day forecast window and roughly a 60-hour forecast window. Each of these forecast products will be generated using WRF-GFS and WRF-ECMWF (totaling 4 forecast products). The 7-day forecast products will be updated on a daily basis during the period of the service agreement. The 60-hour forecast products will be updated at least four times per day during the period of the service agreement.

Forecast information will be made available to NWS via a password protected website and via a secure ftp site as discussed under Item 2. Forecast information provided to NWS by the provider will be provided in a “SHEF” single record formatted file (an example of the required format can be provided by NWS to the provider on request).

c. Under ITEM 0003, the provider will make available to NWS graphical forecast images as discussed under Item 2 of this scope of work. Forecast images will be provided at a 36 km resolution for a 180-hour forecast window for sea level pressure, column integrated water vapor;

pressure heights, wind barbs and air temperature (images for these at 850 mb, 700 mb, 500 mb, and 300 mb), and incremental precipitation. Forecast images will be provided at a 12 km resolution for a 72-hour forecast window for incremental and cumulative precipitation. Forecast products will be updated at least twice daily during the period of service. Forecast information will be provided to NWS via website.

4. General Requirements

a. Project Engineer/Scientist. The provider shall designate the name of the individual to accomplish the work under this scope of work. This individual shall be responsible for completion of the work and be the contact for the Government project engineer.

b. NWS point of contact. TBD.

c. Extra Services. The provider is advised not to perform any services under this contract requested by any person in the Seattle District Office, orally or in writing, which they consider to be a change in contract price, until they have made a proposal to the Contracting Officer covering such extra services, negotiated a mutually satisfactory fee, and received a written notice to proceed.

5. Coordination. The provider should be available during normal business hours to respond to questions from the Contracting Officer or the project engineer regarding this contract (this includes responding to questions or concerns regarding technical issues). NWS should also be provided access to appropriate provider personnel on a 24-hour basis during critical hydrologic events (i.e., imminent or current flooding) in the event that a data transmission error or failure occurs.

6. Period of Performance. The period of performance shall be for One (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

The Government reserves the right to extend the term of this contract at the prices set forth in Section B in accordance with the terms and conditions in clause 52.217-9 entitled “Option to Extend the Term of the Contract”.

The provider will provide NWS with forecast information during the period of the service contract as discussed in this scope of work.

52.204-17 OWNERSHIP OF CONTROL OF OFFEROR (NOV 2014)

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Contractor and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as an NCAGE code.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

Immediate owner means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

52.209-2 PROHIBITION ON CONTRACTING WITH INVERTED DOMESTIC CORPORATIONS--

REPRESENTATION (NOV 2015)

(a) Definitions. Inverted domestic corporation and subsidiary have the meaning given in the clause of this contract entitled Prohibition on Contracting with Inverted Domestic Corporations (52.209-10).

(b) Government agencies are not permitted to use appropriated (or otherwise made available) funds for contracts with either an inverted domestic corporation, or a subsidiary of an inverted domestic corporation, unless the exception at 9.108-2(b) applies or the requirement is waived in accordance with the procedures at 9.108-4.

(c) Representation. The Offeror represents that--

52.209-11 REPRESENTATION BY CORPORATIONS REGARDING DELINQUENT TAX LIABILITY OR A

(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that--

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that--

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical and past performance, when combined, are Less significant when compared to price

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (APR 2016)

ALTERNATE I (OCT 2014)

The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.

(a) Definitions. As used in this provision--

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Forced or indentured child labor” means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C.

395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

Sensitive technology—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.

“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

“Subsidiary” means an entity in which more than 50 percent of the entity is owned—

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

“Veteran-owned small business concern” means a small business concern—

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern --

(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
