SITE VISIT

Site Visit for Albeni Falls Dam Hazard Tree & Brush Clearing Contract

Site Visit Host Ms. Betsy Hull (answering questions)

Site Visit Attendees

Summitt Forests, Jim’s Bobcat Service, Nordstrom Vegetation LLC, Reliable Builders, Inc., Shirely Contracting, CE Kramer, Stewart Contracting, Inc., Forest Health Reclamation, LLC.

The following questions and answers provided:

1) Does the small firewood lengths have to be stacked in a particular area?

No, as long as the lengths are limbed and cut to 12 – 14” they may be left where they are cut as long as they are not on a facility, trail, or roadway.

2) What do you mean by flush cut at the ground?

It is understood that it is difficult to cut the boles at the ground; however, you may fall the tree as is efficient and then cut the stump flush at the ground. There shall be no sharp points and it would be expected that the remaining stump not be more than about 1 inch from the ground.

3) What do you mean by 12‐16 inch at the top end for barrier logs? Can it be bigger?

Barrier logs are placed as a barrier to access. We want a log that is large enough that someone cannot drive through an area by driving over them. Yes, it can be a big log but we do not want it to be smaller.

4) If we have concerns about falling a tree, do we contact you? Also, if there is damage do we contact you?

Any concerns you may have should be addressed to myself. At the prework conference you will be given my cell phone number. I will be checking in with you daily and on site, thus available to you. If I am called out to another project area, you can reach me by cell phone.

5) What are the hours of access to the log decking area?

The log decking area is open Monday through Thursday 6:30 AM – 5:00 PM. Additionally, I am on staff every other Friday and can open the area so that you may access it. I will notify AFD staff to limit their access to the area while the contract is being worked; however, there are times they will need to be in the area. They are conscientious and will be aware of your presence.

Specific sites items of note were:

1) At Albeni Cove six trees are to be removed and no placement of barrier logs. This campground is slated for brush removal along its roadways and trails. The campground has a fairly long entrance road, although the campground itself is quite small.

A discussion detailing brushing described removal of debris above the traveled portion of the roads to a height of 14 feet and 8 feet above trails. If a branch extends out over the road it is expected that the branch would be cut back to the tree.

2) It was noted that there is no ribbon on tree 2, but a ribbon is laying on the ground. There is a mess near trees 11, 12, & 13. No lay down deck has been identified. Unable to find barrier log area. Noted debris currently in campground.

Prior to work beginning AFD will have someone walk the campgrounds and make sure that trees are ribboned and arrows are painted on drop and leaves. The AFD maintenance crew removed one of the fallen tops to ascertain damage to site 20 – it will be their responsibility to clean up this area. The lay down deck in this campground shall be at the campground loop parking area.

Barrier log was identified at site 19. Debris currently in parking lot will be cleaned up by AFD, but the pile of debris near site 2 is part of the Hazard Tree Contract.

3) Question as to where the barrier log was to be located and where was tree 12.

The barrier log is to be located behind site 36. It was discussed that tree 12 might be back by tree 16; however, tree 12 is located at site 32.

4) It was mentioned that 3 trees with ribbons had been cut and were down. Identification of barrier log placement was also needed. Tree 12 could not be found but a tree with a ribbon that is not on the map is near the bathroom.

The downed trees were cut by Avista. All the contractor has to do is remove them and flush cut the stump. Barrier logs are to be placed at sites 10 and 22. Tree #12 on the map is located at the wrong area – it is the ribboned tree near the bathroom.

Everyone was informed that there would be orange flags placed in the ground where barrier logs are to be placed. It was mentioned that this year a new requirement for a sign to be posted prior to work is a part of the contract. Bids need to be received by, (originally 2PM 4 March, 2016, changed to) 10 AM PST on March 7, 2016.
