5. SPECIFIC TASKS:
5.1 Basic Services: Trees deemed as hazardous have been marked in each recreation area. Red flagged trees shall be felled and removed; blue flagged trees shall be felled in the direction indicated by an arrow painted on the tree bole and left on site. A map of the trees to be removed from each recreation area and size tables for the trees to be felled are identified below. (NOTE: tree ID numbers included in the size tables may not be in sequential order).
Brush clearing shall include removal of all plant materials to a height of 14 feet above all roadways and parking lots and to a height of 8 feet above all trails. A map of areas to be brushed is furnished below. The Contractor shall:
5.1.1 Fall all marked trees in a manner that preserves and prevents any damage to the surrounding infrastructure (i.e., buildings, tables, grills, bumper logs, water faucets, etc.). If necessary, movable structures such as picnic tables shall be removed from the direction of tree fall. All attempts shall be made to avoid immovable objects by appropriate cutting techniques and judgment.
5.1.2 To the maximum extent possible, adjacent vegetation shall be preserved during the course of logging operations. Marked trees within the recreation area shall be felled in such a manner as to avoid damage to unmarked trees or other vegetation. All trees and vegetation damaged during operations and determined to be unsafe by the GDR shall be removed by the Contractor as stated above with no additional cost to the Government and assessed a fee as per the schedule outlined in 1.6.15.1 which will be deducted from contract payment.
5.1.3 Trees marked to be felled and left on site (blue flagging) shall be felled in the direction indicated by an arrow painted on the bole of the tree and shall not be crossing facilities, including roads, campsites, trails, and other facilities. Felled trees shall be flush cut at the bottom of the tree bole. These trees may be left as one length or cut into several lengths as is site appropriate, with all lengths being flush cut.
5.1.4 Trees marked for removal (red flagging) smaller than six inches DBH (diameter breast height) shall be limbed and bucked on-site to a suitable firewood length or, at the Contractor’s discretion, cut to an appropriate handling length and disposed of offsite. Wood bucked and left on-site which blocks roads, trails, campsites, or other facilities shall be flush cut and piled in a location off the particular facility.
5.1.5 Trees marked for removal (red flagging) larger than six inches DBH shall be limbed and bucked to a 16.5 foot log size. The Contractor shall calculate cuts that produce the maximum amount of merchantable timber from each tree within the specified bucking limits. Logs shall be skidded from the fall area and transported to a site at the Albeni Falls Dam resource shop marked on the map for storage. Logs shall be skidded in such a manner that damage to soils and surrounding vegetation will be minimized. Logs shall be decked in such a manner that the ends of the logs are more or less flush to facilitate scaling.
5.1.6 Stumps shall be cut flush at the ground. Any remaining butts may be left on-site. Sharp wood or points left on the butt as a result of the felling shall be trimmed to remove dangerous points or sharp tips.
5.1.7 Limb material greater than one inch in diameter or longer than three feet shall be removed from the area and hauled off-site for disposal. No material shall be left on roads, campsites, trails or other facilities. Material may be removed whole, chipped or otherwise transported. If chipping is utilized as a disposal method, the resultant chips shall be transported and disposed of off-site; chipped material shall not be left on the ground. Material shall not be raked into, dumped in, burned on or otherwise transported to other locations within the recreation areas. The cost of disposal shall be included in the contract price. Material shall be disposed of off-site in accordance with all local, State and Federal rules and regulations at the Contractor’s expense. The Contractor is responsible for any and all permits and other permissions for disposal of the slash material.
5.1.8 At Albeni Cove (see Technical Exhibit 7), six trees are marked for removal as designated on the map (see Technical Exhibit 8). NOTE: Tree #3 and Tree #5 have failed and are on the ground. Tree #6 has failed and is hung up in adjacent trees. Extreme caution must be exercised when working with or near trees that are hung up. All plant material extending over the traveled portion of roadways and parking lots to a height of 14 feet shall be removed from the area and hauled off-site for disposal. All plant material extending over the traveled portion of all trails to a height of 8 feet shall be removed from the area and hauled off-site for disposal (see Technical Exhibit 9).
5.1.9 At Priest River (see Technical Exhibit 10), 13 trees are marked for removal, one tree is to be felled and left on site, and one location has been designated on the map (see Technical Exhibit 11) for the placement of a barrier log.
Log dimensions for barrier logs shall be 16.5 feet long with a diameter of twelve to 16 inches on the top on the large end. Logs shall be cut from trees dropped within the park during the removal operations. Note: Tree #11 has failed with the top 30 feet of the tree on the ground. The remaining bole is to be felled and removed and the top portion is to be removed. Trees # 12, #13, and #14 have failed and the boles are to be left standing. The tops of these trees, approximately 30 to 40 feet, are on the ground and shall be removed. No slash or debris piles or lay down deck shall be on site from March 25, 2016 to March 28, 2016.
5.1.10 At Riley Creek (see Technical Exhibit 12), 19 trees are marked for removal and one location has been designated on the map (see Technical Exhibit 13) for the placement of a barrier log. Log dimensions for barrier logs shall be 16.5 feet long with a diameter of twelve to 16 inches on the top on the large end. NOTE: Tree #13 has failed and approximately 30 feet of the top is on the ground. The bole is to be left but the downed top shall be removed. Tree #5 has failed about 15 feet up from the ground with the remainder of the tree hung up in adjacent trees. Extreme caution must be exercised when working with or near trees that are hung up. Trees #4, #12, #16, #18, and #19 have failed with approximately 30 to 40 feet of their tops on the ground. Tree boles are to be felled and removed and all debris from downed tops shall be removed. All plant material extending over the traveled portion of roadways and parking lots to a height of 14 feet shall be removed from the area and hauled off-site for disposal. All plant material extending over the traveled portion of all trails to a height of 8 feet shall be removed from the area and hauled off-site for disposal (see Technical Exhibit 14).
5.1.11 At Springy Point (see Technical Exhibit 15), 11 trees are marked for removal, one tree is to be felled and left on site, and two locations have been designated on the map (see Technical Exhibit 16) for placement of barrier logs.
Log dimensions for barrier logs shall be 16.5 feet long with a diameter of twelve to 16 inches on the top on the large end. Logs shall be cut from trees dropped within the park during the removal operations.
5.1.12 At The Vista (see Technical Exhibit 17), three trees have been marked for removal as designated on the map (see Technical Exhibit 18). Note: Tree #1 has failed and the bole is to be felled and removed.
