NOTES

The purpose of Amendment 0001 dated 25 February 2016 is to respond to questions submitted after the project site visit. Accordingly, the submitted questions are responded to as follows:

Question: The solicitation mentions an asbestos report. Can the government provide a copy of the report?

Answer: See attached document (W912DW-16-Q-0007, AFD Asbestos Report).

Question: There are fire alarm devices on the wall and ceiling not identified on the plans. Are those to be relocated, removed or left in place?

Answer: The Government requires a functional detection and annunciation system in the new space(s), this would require relocation and more likely than not additional units as per sections 3.1.3.6.4 & 3.1.3.6.5.

Question: The existing file cabinets and book shelves are full of documents and material. Is the contractor responsible to inventory and box up all the material?

Answer: Yes, the contractor is required to inventory, box up, and properly label all items removed from the space.

Question: If we are to remove the files, are we expected to put them back in the cabinets once the cabinets are moved?

Answer: No, but proper labeling and accounting of files is required.

Question: There are also 3 stacks of drawing files. The drawings will have to be removed to get the drawers out of the room. Will the government remove the drawings or will the contractor be responsible for inventory, remove and replace once the drawers are moved?

Answer: Contractor is responsible to inventory, label, remove and replace after drawers have been moved.

Inventory and labeling system should be adequate to ensure all prints are placed in same labels they were removed from prior to moving cabinets.

Question: Is it possible to get a copy of the sign in sheet and the photos taken during the site visit prior to the turn in?

Answer: See attached photos (W912DW-16-Q-0007, Site Visit Photos).

Question: Will you make a copy of the sign-in sheet available either by posting on FBO or by amendment?

Answer: See attached document (W912DW-16-Q-0007, Site Visit Sign-in). This document is provided “FOR INFORMATION ONLY” and will not be incorporated into the solicitation or contract.

Question: Since the General Contractor will be responsible for emptying and moving all furnishings, who will provide the boxes for crating up the files and books?

Answer: Contractor is responsible for providing all labor and materials required for the move.

Question: Who will handle the labeling of the boxes?

Answer: Contractor is responsible to ensure proper labeling and inventory of all files and/or equipment removed from the space.

Question: Are the boxes then to be taken to the same location as the furnishings?

Answer: Yes.

Question: The new metal stud walls are 10’ in height with drop ceilings at 8’.

Answer: Ceiling height is to be 10 feet (wall height 10’ from floor to ceiling) as per Section 3.1.3.

Question: Will the wall need to be braced to the existing ceiling?

Answer: The walls need to be constructed to all applicable building codes, including for seismic design (UFC 3- 310-04).

Question: With the ceiling height at 8’ will the doors be 6’8” in height or 7’0”?

Answer: A standard 3 foot door is required; typically that means a door slab of 6’8”.

Question: There are existing heat sensors in the existing ceiling, will they remain where they are or do they need to be dropped down and placed in the new suspended ceiling?

Answer: The Government requires a functional detection and annunciation system in the new space (s), this would require relocation and more likely than not additional units as per sections 3.1.3.6.4 & 3.1.3.6.5.

Question: What SEER rating is requested for the air conditioner systems?

Answer: The minimum SEER rating we will accept is 16.

Question: Do you want any additional electrical outlets besides the ones on the drawing? The concept drawings and the SOW indicate to install outlets per code. There are no code requirements for receptacles in office spaces, only what you need. Please clarify.

Answer: Concept drawing (sheet A2) shows outlets, lighting and HVAC registers which currently exist in the space, not what is required. Electrical outlets are to be installed along walls such that at no point along the wall is the distance to the nearest electrical receptacle more than six feet - i.e. receptacles can be spaced 12 ft. on center

Question: If you do desire additional electrical outlets, will existing receptacle circuits handle your needs or do we need to run new? If new circuits must be run, what is the distance they must be routed?

Answer: Room is currently fed from two separate panels, of which pictures were taken during the site visit. One of the panels is in the control room adjacent to the area of work, the other is in the "spreader room" below the area of work. It is likely additional outlets would require additional circuits, if new circuits are required the distance from the panel to the work area is less than 50 feet.

Question: The concept drawings call out T5 HO lights and the scope calls out LED lights. Please clarify which type of lighting you desire?

Answer: LED lights

Question: Please confirm that the lighting you have indicated in the plans provides sufficient illumination for the work that will be performed in the rooms.

Answer: The EM 385-1-1 has minimum lighting requirements. Lighting requirements can be found in Section 7.

Question: What is the anticipated heating load for the server closet?

Answer: The Server rack and its ancillary equipment (UPS units, etc) has a heat load of approximately 10,000 BTU. The room itself has a calculated heat load of approximately 1,250 BTU. 12,000 BTU is the anticipated heat load for the server room.

Question: Do you require an exit sign and emergency lighting in the new hallway?

Answer: Yes, IAW with NFPA 101 Life Safety Code requirements.

Question: The drawing notes say install the CAT 5/6 per code. There is no code requirement, only what you want.

Do you want more than you have indicated?

Answer: Section 3.1.3.6.2 states a minimum of four (4) CAT5 outlets... Intent is at least 2 outlets in the large office space and at least one in the server room and second office.

Question: What is the BTU cooling load required for the IT room? We need this to properly size the equipment if we are to maintain 72 degrees year-round as per paragraph 3.1.3.7.1.

Answer: See BCI-RFI-05. System design to meet cooling requirements is responsibility of the Contractor.

Question: How much is the heating and cooling load required in the office spaces so we can properly size the equipment?

Answer: The construction will create offices of roughly 400 square feet and 250 square feet. These are to be standard office spaces with no significant heat generating equipment, just a typical desk/workstation. The Heating/Cooling should be sized accordingly. Energystar.gov has a chart for sq feet to be cooled and BTU capacity needed.

Question: Paragraph 3.1.3.7 Mechanical & HVAC: Install a split system unit capable of both heating and cooling the 675 SF space being construction. The HVAC unit needs to be a 93% efficient. The unit should also have the capability of having separate controls. What is meant by the statement “The unit should also have the capability of having separate controls”?

Answer: Separate temperature controls for each office space. Assumption was a "dual zone" split mini ductless unit would be installed to control temperatures in both office spaces, with a separate standalone unit for the server room.

Question: What is the ambient temperature swings in the exterior area surrounding the proposed office area?

Answer: The following are the average high and low temperatures (listed in degrees Fahrenheit) for each month, as recorded on site since 1955.

Jan: 37 20 / Feb: 40 24 / Mar: 47 26 / Apr: 57 33 / May: 66 40 / Jun: 73 47 / Jul: 82 51 / Aug: 82 50 / Sep: 72 42 / Oct: 58 34 / Nov: 42 28 / Dec: 34 23

Question: Can the USACE provide an As-Build drawing of the 4-foot thick concrete wall in the area of the office so we can eliminate unforeseen conditions?

Answer: No as built is known to exist detailing construction (i.e. embedded conduits) details of the wall. Any boring or cutting of the exterior 4 foot thick wall would require some sort of technology aided verification prior to work (such as ground penetrating radar).

Question: Paragraph 3.1.3.7 Interior units shall be mounted adjacent to the exterior door, with the exterior portion of the system mounted on the tailrace deck. This statement has created some confusion. There is only one exterior door. You have addressed “interior units” shall be mounted adjacent. It is your intent to have an interior unit in each office space? It is your intent to have one interior unit in the entry hallway behind the exterior door supplying HVAC for both office spaces? Please clarify.

Answer: Each office space requires its own interior unit, with its own temperature controls. No interior unit is required in the hallway.

Question: Are there any requirements for fire stopping or fire proofing?

Answer: As a DoD facility all construction must satisfy the Unified Facilities Criteria (UFC) guidelines. The UFC for Fire Protection Engineering for Facilities is UFC 3-600-01.

Question: What are the fire ratings, smoke ratings and sound ratings for the doors to be installed?

Answer: As a DoD facility all construction must satisfy the Unified Facilities Criteria (UFC) guidelines. The UFC for Fire Protection Engineering for Facilities is UFC 3-600-01.

Question: What if any work is required concerning the existing HVAC in the existing ceiling? Since it will be hidden above the new acoustical ceiling are we to cap/seal off the HVAC of leave it alone?

Answer: The existing HVAC will need to be extended into the new office spaces (not the server room) to provide the required air exchange rate.

Question: SOW 3.1.3.4 does not identify a type of ceiling tile. The paragraph calls for the contractor to submit on ceiling tile for pattern and color selection. This is not conducive for fair bidding practices as pricing for acoustical ceiling tiles can vary significantly. Please either specify a type of ceiling tile for bid purposes or a dollar amount to include in the bid for the ACT.

Answer: Other areas of the Powerhouse have Armstrong 9767 tiles installed. Something of like kind/quality is required.
