About this file
This document is an Amendment (0003) for a solicitation (W912DS26RA002) for AFO Barge Sandblasting and Repainting, issued by the US Army Corps of Engineers New York District. The amendment maintains the original offer due date of 05-Jan-2026 and provides responses to six contractor questions regarding the project. Key clarifications include the barge location at 1 Bond Street in Troy, NY, confirmation that a government-furnished crane will handle loading/unloading at the Albany Field Office, and specification of leak testing procedures after repair work. A significant clarification allows non-AISC certified fabricators/erectors to perform work if they meet AWS and project-specific welding qualification requirements. The amendment also confirms no stenciling or logos are required on the finished barge sections, and welding requirements of 20 linear feet and 8 square feet of plate repair apply to the entire Sectional Barge system.

OFFER'S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Offers and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s).
Questions and answers are issued to the bidders "For Information Only" and do not revise the solicitation, plans or specifications.)
Question 1: What is the physical address for the location of the Sectional Barge?
This is needed to determine the cost of transport to and from.
Answer 1: 1 Bond Street, Troy, NY 12180
Question 2: Will the District be supplying any crane support for loading and off loading of the Section Barge sections?
Answer 2: A government-furnished crane and operator will be responsible for the loading and unloading of equipment during pickup and delivery at the Albany Field Office. The Contractor is responsible for securing barge sections for transport and manage the loading and unloading at its facility.
Question 3: During which phase of work will the leak test be performed.
Generally, these would happen before sandblasting and after repairs to maintain sandblasting timelines. Please provide guidance.
Answer 3: As stated in the Statement of Work, "Upon completion of repair work, each unit shall be leak tested utilizing the manufacturer leak testing procedures outlined in attachment B"
Question 4: Are the welding requirements of (20LF) and plate repair of 8sqft) per section and piece? Or over the entire Sectional Barge?
Answer 4: Over the entire Sectional Barge system.
Question 5: Will the finished barge sections and pieces need any stenciling/logos or other information for completion?
Answer 5: No stenciling or logos are required.
Question 6:
Specification Section 1.3.1 - General Requirements states:
"Fabricate work in an AISC Certified Fabrication Plant, Category BU. Erect work by an AISC Certified Erector, Category CSE."
This language appears to require that all fabrication and erection be performed by AISC-certified entities.
Clarification Requested:
Please confirm whether AISC Certification is strictly required, or if the intent of the specification is that fabrication and erection be performed by firms capable of meeting the same quality standards outlined in AWS D1.1/D1.3/D1.4 and the project specifications.
Reason for Request:
The specification does not state whether alternate qualifications may be accepted, nor does it outline a waiver process. Clarification is required to ensure bid compliance and proper selection of subcontractors.
Requested Response:
Please provide written confirmation of one of the following:
1. AISC BU and CSE Certification is mandatory, with no substitution, OR
2. A non-AISC fabricator/erector may be accepted if they meet all AWS and project-specific welding qualification requirements.
Answer 6: For this contract, A non-AISC fabricator/erector may be accepted if they meet all AWS and project-specific welding qualification requirements.
