About this file
This is Amendment 2 to solicitation W912DS25R0006, containing questions and answers related to the Design of Thayer Hall renovation project at West Point Military Academy. The amendment provides clarifications on several key requirements, including: acceptance of out-of-state civil engineers who have applied for NY reciprocity, acceptance of alternative certifications (AEE Building Commissioning Professional in place of CxA, and LC through NCQLP in lieu of CLC/CLD), and confirmation that CPARS/PPQs are not required for all Section F projects.
The amendment clarifies small business participation requirements, stating that the total goal is 25-49% for small businesses, with specific minimums for various categories (5% SDB, 3% each for WOSB, service-disabled veteran-owned, veteran-owned, and HUBZone). Only SBA-certified small businesses count toward these goals, regardless of state/local certifications. The amendment also confirms key schedule elements: anticipated contract award in September 2025, design completion by October 2028, with specific milestones including draft PDR (10%) by January/February 2026, corrected PDR (15%) by April 2026, draft concept design (30%) by June/July 2026, and corrected concept design (35%) by September 2026.

The offeror’s remarks are acknowledged. Firms should submit resumes as they see best to represent their team within the page limitation.
Q27. Can you clarify the small business requirements – if one business meets a higher minimum does that mean that other minimums may be lower? For example, is the most important aspect the total of at least 25% small business participation? Or is it most important to hit each individual minimum for the various small business categories (WOSB, veteran-owned SB, service-disabled veteran-owned SB, etc)?
A27. The Combined Synopsis/Solicitation Section 1 states, “The subcontracting goals for the New York District which will be considered in the negotiation of this contract are: (1) at least 25%, but no more than 49% of a contractor's intended subcontract amount be placed with small businesses (SB); (2) at least 5 % of a contractor's intended subcontract amount be placed with small disadvantaged businesses (SDB); (3) at least 3% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB); (4) at least 3% of a contractor's intended subcontract amount be placed with service-disabled veteran-owned SB; (5) at least 3% of a contractor's intended subcontract amount be placed with veteran-owned SB; and

The requestor should respond to only the Combined Synopsis/Solicitation.
Q34. During the Industry Day it was stated that West Point hopes to occupy the facility in 2035? Is 2035 correct?
A34. The requestor has noted something which may have occurred at Industry Day. This assumption has not been vetted/validated by New York District USACE. The requestor should respond to only the Combined Synopsis/Solicitation.
