About this file
This is an Amendment containing questions and answers for solicitation W912DS25R0006, a design services contract for the renovation of Thayer Hall at the US Military Academy at West Point.
The Q&A clarifies several submission requirements: RFIs are due by January 5, 2025; the SF330 submission must use 12-point font throughout including tables; Section D organizational charts can be 11x17 and count as one page; photos and additional sheets are allowed in Section F project examples; the 100-page limit applies to Part I only; example projects can be currently under construction but must have costs over $100M and completion dates no earlier than January 2015; CISSP certification is acceptable in lieu of CompTIA for cybersecurity consultants; and SAM.gov registration is required at contract award, not submission. The amendment confirms no RFP document or additional project information will be provided during the announcement period.

AMENDMENT 1 TO W912DS25R0006, DESIGN OF THAYER HALL (BUILDING #601)
RENOVATION, MILITARY CONSTRUCTION, ARMY, PROJECT NUMBER: 094080,
UNITED STATES MILITARY ACADEMY, WEST POINT, NEW YORK
OFFERER’S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation.
Q1. When is the last day that the AE can submit an RFI and how will responses be received?
A1. The last day to submit Requests for Information is Jan 5th, 2025. Responses will be posted on SAM.gov.
Q2. Can the submission deadline be extended to January 30th?
A2. No, the deadline will not be extended.
Q3. For the SF 330, can we use our own formatting rather than the one provided on the GSA website? We have an InDesign SF 330 template that we would like to use and will answer all the required information in generally the same format.
A3. No, the SF330 needs to follow the same format as listed and referenced in the synopsis. The format can be found here: https://www.gsa.gov/reference/forms/architectengineer-qualifications
Q4. Can the Section D Org Chart be an 11x17 and count as 1 page?
A4: Yes, the Section D Org Chart can be an 11x17 and count as 1 page.
Q5. Can the font size in tables and graphics be under 12 points?
A5: The Combined Synopsis/Solicitation states, “use no smaller than 12 font type”. The Government will not review SF 330s that include font sizes smaller than 12 point font.

Q6. Are covers and tabs, MWBE/SBE certifications, Cover Letter, Table of Contents, CPAR/PPQ documents, and Part II’s included in the 100-page count?
A6. In Part I, the submission cover and the tabs (section separators) are not counted toward the100 page limit. In Part I, any cover letter will be counted toward the page limit. In Part II there is no page limit.
CPARS Evaluations and/or Past Performance Questionnaires (PPQs) should be submitted in “Part II”.
Q7. Under 3(a) Selection Criteria, the Solicitation states: “Submitted projects should have a construction completion date no earlier than January 2015.” This implies that the projects that are currently under construction can be included in Section F of the SF330. Kindly confirm if this is correct.
A7: Yes, projects currently under construction are acceptable. Submitted projects should have a construction completion date no earlier than January 2015.
Q8: I’m wondering if there is an RFP document available to accompany the solicitation, or if the body of the solicitation is intended to serve this purpose.
A8. The SAM.gov post indicates the following in point #4: “Solicitation packages are not provided, and no additional project information will be given to firms during the announcement period. This is not a request for proposal. The Government intends to notify interested firms of the selection or non-selection decision by March 2025.”
Q9. I did not see any links or downloads for specifications, drawings and any other miscellaneous items.
A9. This is a design project so there are not Specifications, Drawings, or attachments like there would be in a construction project. The instructions for submitting SF330 documentation can be found in the SAM.gov description section.
Q10. High rises were included as a scope item in the original sources sought, but not in the recent solicitation? Please clarify.
A10. The requestor has noted a difference between the Sources Sought/Market Survey and the Combined Synopsis/Solicitation. The requestor should respond to only the Combined Synopsis/Solicitation. There is no longer any need to respond to the Sources Sought/Market Survey.
Q11. Is an equivalent ANSI accredited Certified Commissioning Professional (CCP) through the Building Commissioning Association (BCxA) acceptable in lieu of the AABC Certified Commissioning Authority (CxA)?
A11. Yes, an equivalent ANSI accredited Certified Commissioning Professional (CCP) through the Building Commissioning Association (BCxA) is acceptable.
Q12. We would like to know whether all submitted projects must be completed, or can under-construction projects be submitted? Also, we would like to ask whether planning projects that envision a similar (>$100M) level of scope are allowable as sample projects.
Projects currently under construction are acceptable. The Combined Synopsis/Solicitation paragraph 3. a.
states, “Submit no more than ten projects which demonstrate specialized experience and technical competence in design of facilities similar to the project described herein. Submitted projects should have a construction cost of at least $100,000,000. Submitted projects should have a construction completion date no earlier than January 2015.”
Q13. For the SF 330, can we include photos/images?
A13. Yes, photos and images can be included in the SF330.
Q14. Can we add additional sheets as needed for each project in Section F to show photos of the project?
A14. Yes, additional sheets can be included as needed for each project in Section F to show photos of the project.
Q15. General SF 300 Instructions require 10 Team projects but do not define the number of pages allowed for each Section F project. CENAN’s specific SF 330 Supplemental information requires submittal of 10 Team projects but no longer than 1 page each. The Thayer Hall RFP requires 10 projects but does not define the number of pages allowed. Point of clarification: Can the 10 Team projects be longer than 1 page each, and can the Team projects come from both the prime and key subcontractors?
A15. Section F, “Example Projects,” has no page limit per project. Section F is a section of “Part I” which has the 100 page limit overall. Yes, the “Example Projects” may come from either the prime and/or key subcontractor(s).
Q16. Our interpretation of the solicitation is that 21 resumes are required. Some do not have official registrations (i.e., listed as an engineer but there is no license for that as required later). Some are usual subcontractor work and not a key discipline to the project. Also, the order of the list will drive the order we will submit them in. Therefore, to make the requirement clear and to provide you with what we believe you are looking for, we request that this section be revised to a smaller list.
A16. Firms should submit resumes as they see best to represent their team within the page limitation identified.
Q17. Due to the time involved in registering and obtaining confirmation via SAM.Gov; please confirm that a Joint Venture must be registered within SAM.GOV at the time of a contract award. The JV agreement can be attached to the SF 330 as an appendices if necessary.
A17. Acknowledged and confirmed. The sam.gov registration and Unique Entity ID is a requirement at the time of contract award, not at the time of SF330 submission. The firm is encouraged, but not required, to include their SAM.gov-assigned Unique Entity ID number in SF 330, Part I, Section H.
Q18. The cybersecurity consultants is requiring a CompTIA certification, Would a cybersecurity consultant with CISSP (Certified Information System Security Professional) certification be accepted as well given it is a higher level certification?
A18. Yes.
