About this file
This document is an amendment to a solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) Services Contract for Monitoring the Historic Area Remediation Site (HARS) offshore of New York and New Jersey. The amendment provides responses to contractor questions regarding the solicitation requirements. Key details include:
The contract will be for a 5-year period and the scope of work includes collecting sediment and benthic samples, conducting oceanographic data collection and analysis, and other environmental monitoring activities in the New York Bight. The solicitation will use a Best Value Trade-Off (BVTO) evaluation process. The amendment clarifies that the vessel day rate is expected to include fuel and necessary equipment, but dockage may be negotiated separately for individual task orders. It also confirms that 30-foot cores are not routinely required, but the contractor should have the capability to collect them if needed. The majority of cores will likely range from 5-10 feet. The amendment also indicates that 24-hour operations would require two crew shifts. The pricing schedule has a significant portion (37%) of the total survey days designated for 24-hour operations, which the amendment suggests may be reduced based on contractor feedback.

RFI Disclaimer Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
Question 13: Is the vessel day rate expected to include fuel and dockage?
Response 13: Per the Statement of Work, “All vessels must include, at minimum the following equipment:
navigation systems with tracking capabilities, DGPS, fathometers, standard marine communication and safety equipment, spare parts if needed, fuel, lubricants, and other necessary equipment for safe offshore operation of the vessel. Vessels must be Coast Guard certified and in compliance with the latest published version of the USACE
EM 385-1-1.”
Dockage may not be necessary for all task orders or vessels. Dockage will be negotiated based on local rates for individual task orders.
Question 14: Can you please confirm if 30’ cores will be required? And that a vessel to accommodate cores of that size is required in the response.
Response 14: Thirty foot (30’) cores will not often be requested in task orders under this contract. However, the contractor should have the capability to collect up to 30’ cores, if required.
Question 15: Should we also plan to collect vibracores of shorter lengths i.e. 10-15’ and 20‘? If so, we will want to include costs for additional vessels to accommodate those collections.
Response 15: The majority of cores collected will likely range from 5 – 10 feet.
Question 16: Can you please confirm that the 35-64’, 24-hour vessel is expected to accommodate 2 crews (double shifts?).
Response 16: 24 hour operations would need 2 sets of crew to safely operate the vessel and perform work listed in the task order.
Question 17: The pricing schedule file (PDF named “HARS+Monitoring+Services+Price+Schedule+29JAN2024+rev+18MAR2024.pdf”), has an “Equipment” section with three separate Line Items related to 24 hour operations. In total, there are 89 survey days listed to be 24 hour operations. That is a significant portion (37%) of the total survey days proposed for the program. As the Corps is aware, vessel operating costs will account for the majority of expenses required for the monitoring programs proposed. The purpose of this RFI is to confirm that the Corps wants the Contractor to assume this level of support using such large vessels. Our team has supported the New England District DAMOS program for many years, and a vessel over 55’ has never been necessary to support that mission Response 17: The Contractor may utilize a smaller vessel (<55’) for 12 hour operations, as long as it’s efficient, safe and cost effective. The Corps has utilized 24 hour operations in the New York District AOR for offshore monitoring projects. This capability may be useful depending on availability of smaller vessels for 12 hour operations.
