RFI Disclaimer Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
Question 4: Can you please confirm that we will distribute costs based on the hours/units included by the Corps in the "HARS Monitoring Services Prices Schedule" PDF, and that the totals from this "HARS Monitoring Services Prices Schedule" will be used to fill in the total price by year in Section B?
Response 4: Price is to be input based on the line item estimated relative annual units for each portion of the price schedule. Totals would be calculated based on the estimated relative annual price, and actual total contract value may be different from estimated usage.
Question 5: The "Additional Instructions" provided on Page 2 of the RFP refer to proposal schedules (3. Filled out proposal schedule and totals.); can you confirm that this is referring to the "HARS Monitoring Services Prices Schedule" PDF?
Response 5: Item 3 is referring to the HARS Monitoring Services Price Schedule PDF, however offerors are reminded to complete submission of all volumes required by solicitation for a complete proposal package.
Question 6: Can you please confirm that additional labor and/or equipment categories may be added after the contract award, if necessary to address specific work scope(s)?
Response 6: Additional labor and/or equipment categories may be added after the contract award if the government deems it necessary to address specific work scopes.
Question 7: Are chemical analytical laboratory services expected to be contracted under this IDIQ?
Response 7: Chemical analytical laboratory services are not expected to be contracted under this IDIQ.
Question 8: For line item 68 in the Price Schedule excel sheet, please specify which sediment, benthic, tissue analyses are requested.
Response 8: Per Amendment 002, line item 68 is limited to Benthic ID and count. See revised Price Schedule.
Question 9: Should Volume 1 be split into two documents: Factor 1 and 2?
Response 9: No, Volume 1 should consist of a single document containing Factor 1 and 2. Factor 1 will have a 25 page limit, and Factor 2 will have a 25 page limit, with exceptions noted in solicitation.
Question 10: Should we submit the subcontracting plan separate from the subcontractor participation plan?
Response 10: Yes. All offerors are required to submit the subcontractor participation plan. Large businesses are also required to submit a subcontracting plan. These are two separate items to be included in Volume II. The subcontracting plan is not included in the page count.
Question 11: Volume II, Factor III, #5: Can the Government confirm that any ISRs submitted will be excluded from page count?
Response 11: Yes, ISRs will be excluded from the page count.
W912DS24R0008
Question 12: While there is no indication in the RFP, but as standard practice, can you confirm that the subcontracting plan is excluded from the page count?
