About this file
This amendment to the solicitation for the maintenance dredging of Browns Creek in New York provides answers to bidder questions for informational purposes only. The Army Corps of Engineers issued Amendment 00002 to Solicitation W912DS23B0014 for the maintenance dredging of Browns Creek Federal Navigation Project in New York. The amendment answers three bidder questions regarding the start date for physical work and schedule submission, the expected notice to proceed date to account for boating traffic and equipment planning, and confirmation that the project superintendent, site safety and occupational health officer, and quality control manager roles may not be held by a single person for multiple shift work.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents.
Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on SAM.Gov.
Q1. Section 01 11 00 – 1.1 states that work must commence within 5 days of the Notice to Proceed (NTP) and Section 01 32 01. 00 10 – 3.1.1 Scheduling and Determination of Progress state that a practicable progress schedule must be submitted with 5 days of the NTP. Should we assume the physical work and the 45 calendar days completion schedule starts 5 days after the NTP, or will the Contractor be able to set a schedule for when that 45 days completion time begins? When should the Contractor expect the NTP so we can account for boat traffic, ferry timelines and planning equipment for the project? We also believe it would be best to complete the project later in the year to not interfere with the boating season.
A1. Per section 01 11 00 paragraph 1.1, “The Contractor shall be required to (i) commence work under this contract within five (5) calendar days after the date the Contractor receives the Notice to Proceed, (ii) prosecute the work diligently, and (iii) complete the entire basic work ready for use, no later than forty-five (45) calendar days after the date the Contractor receives the notice to proceed”. Per section 01 32 01.00 10 paragraph 3.1.1 “…the Contractor shall, within five (5) days after receipt of Notice to Proceed by him or as otherwise determined by the Contracting Officer and/or his Representative, submit for approval a practicable progress schedule”. With respect to expected NTP, the Contracting Officer may issue NTP after the approval of all necessary submittals and after all requirements of the Preconstruction Conference are met. The Contracting Officer will not issue NTP during no-dredge windows.
Q2. Please confirm that a full time Project Superintendent, Site Safety and Occupational Health Officer and Quality Control Manager is required for each shift. Can any of these roles be held by one person?
A2. Per section 01 35 26 paragraph 1.1.1.4.1.b “…For a project involving multiple work shifts, provide one full-time SSHO for each additional shift”. Per section 01 45 00.00 20
W912DS23B0014
paragraph 1.4 “No construction work or testing may be performed unless the QC Manager is on the work site”, per section 01 45 00.00 20 paragraph 1.5.1.1 “The QC Manager shall not hold any other positions or perform any other duties on this contract…During 24 hours dredging operations an QC manager shall be on duty during all shifts” Per section 01 35 26 paragraph 1.6.1.1.1 “The SSHO may not serve as the Quality Control Manager. The SSHO may not serve as the Superintendent”.
Q3. Given the July 4th holiday, we request a delay in the bid opening for the above-referenced project.
A3. The bid opening date will not be extended.
