About this file

This amendment provides responses to bidder questions regarding solicitation number W912DS23B0007 for maintenance dredging of navigation channels in New York and New Jersey. The U.S. Army Corps of Engineers, New York District, will only require dredging of shoals hatched on contract drawings. While an environmental bucket is required, conventional dredging may be allowed temporarily by state permit if refusal is met in gravel or sand not removable by environmental bucket. Bidders must account for this in pricing. Only material within the required dredging prism must be removed to grade.

AMENDMENT 00002

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on SAM.Gov.

Q1. Sheets 4 to 11 on the plans show the dredging areas for each shoal hatched. There are sections of the channel that are not hatched which show material above 35ft MLLW. Will the Contractor ONLY be required to dredge shoals shown as hatched on the contract drawings?

A1. Only shoals that are hatched are required to be dredged.

Q2. Several locations in the channel show material composed of gravel and/or sand, this material cannot be dredged with the required environmental bucket. An environmental bucket will only penetrate weight of rod (WOR) mud by design.

A) When refusal is met, will these areas be allowed to remain undredged, or B) will there be any requirement to remove material further with a heavier duty non-environmental bucket? C) If so, how will payment be handled for the bucket change delays and the less productive digging? D) Is a non-environmental bucket allowed?

A2. The contractor will be responsible for removing all material from the required dredging prism as specified in this solicitation. If during dredging operations the contractor finds that in a particular contract area they are unable to penetrate the bottom using the required environmental bucket, a request to the State(s) will be made by USACE to allow the temporary use of a conventional non-environmental bucket in that specific area, so grade can be achieved. Bidders need to account for this possibility in their bids.
