BIDDER QUESTIONS AND GOVERNMENT REPLY

Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Bidders “for information only” and do not revise the solicitation, plans or specifications.

1. Drawing G-003 – note 39 - The building has a HEMP shielding system that must be protected especially around penetrations into the building. Please confirm that this contract has no HEMP work included.

RESPONSE: Correct, there is no HEMP work anticipated as part of this roof replacement.

W912DS23B0002

2. Drawing G-003, note B and C – Safety regarding radar and work while radar in active - Is it completely safe to work in the immediate vicinity of the radar, if not in front of the radar, while the radar is active or will the radar be turned off while work is ongoing on the roof – also next to and behind the radar? If possible, please define the safe areas and the unsafe areas work areas while radar is active. If it is not safe, what hours can we expect the radar to be turned off each day for the unsafe areas? We plan on 12 hour shifts from 0600 to 1800, 6 days a week.

RESPONSE: Please refer to section 01 14 00 par 1.2.5.1 for radar shutdown coordination. The lower flat roof has a safe zone established when the radar is in operation (refer to drawing A101 showing the SECURITY LINE), any work in front of the radar can be performed ONLY when the radar is not in use, the duration and time of radar shutdown will not be known until the winning contractor initiates the coordination thru the COR.

3. Drawing A-102 – The details state new insulation to match existing thickness. Can we expect the insulation thickness to be the same on the entire low slop roofs?

RESPONSE: Correct, it is assumed that the existing insulation thickness is the same for the entire low slope roof.

4. As the new insulation is shown above the future EPDM we expect positive drainage to be part of the existing concrete roof structure. Please confirm.

RESPONSE: Confirmed, as noted in general Note 9 on drawing sheet G-003.

5. Insulation thickness: on drawing/photos R-901B we can establish that the roof pavers are approximately 4 inches.

We are not able to establish the thickness of the existing insulation although insulation is shown on picture detail H12. Please establish the thickness of the insulation.

RESPONSE: The existing insulation thickness is 40mm, please refer to Drawing R-505 & R506 for as-build conditions, as issued under this amendment.

6. G003, note 9 - Existing tar membranes - Can we expect original tar membranes (as noted on R501, section B-B) to be existing on entire low slope roofs, or have the tar layers, either partly or completely, been scraped off / removed on previous projects?

RESPONSE: Unfortunately, the government is unable to determine whether previously installed low slope roof membrane systems, such as built-up roofing under the existing membrane, have been fully or partly removed.

7. In case we need to scrape off the original tar membrane on the concrete surface, what is the max acceptable load capacity of the concrete roof – needed in order to establish whether small machinery or manual work is needed.

RESPONSE: Unfortunately, the Government is unable to provide load capacity of the roof. However, if the small machine (several hundred pounds) is to be used, it should not be an issue.
