2) Within the pricing structure on pages 3-13, can you please define what NAN and NAD means?

NAN is the New York District, located at 26 Federal Plaza in Manhattan.

NAD is the North Atlantic Division headquarters office, located at Ft Hamilton, Brooklyn.

3) For the on-site counselor at 26 Federal Plaza, is there an employee currently filling this role?

Please refer to SOW within Hours of Operation. Contractor will be available face to face between the hours of 8:30am to 5:00pm EST Monday through Friday. After hours and emergency coverage will be provided as needed. The Contractor must be able to arrive at 26 Federal Plaza, New York, NY 10278, within 1 hour of notice, or employee to EAP location within one hour, and remote locations within two hours. Telephone response should be within 30 minutes. If call is received after midnight & 6 AM, it will be responded to by 8AM next morning. The Contractor will work out of 26 Federal Plaza and will be supplied with office space.

4) For the training sessions (basic supervisor, workplace violence, drug-free workplace, etc); who would be expected to conduct those training events?

Please refer to SOW withing Training Services. The Contractor shall be responsible for designing and implementing a training program, producing training materials and scheduling training with USACE EAP Project Officer. All training materials must be non-sexist and non-discriminatory in content and tone.

Resumes of all proposed trainers will be included with the proposal, showing prior experience providing training for adult populations.

5) Would the expectation that the on-site counselor at 26 Federal Plaza lead those, or would the EAP need to provide additional staffing for those events?

Please refer to SOW withing Training Services. The Contractor shall be responsible for designing and implementing a training program, producing training materials and scheduling training with USACE EAP

Project Officer. All training materials must be non-sexist and non-discriminatory in content and tone.

Resumes of all proposed trainers will be included with the proposal, showing prior experience providing training for adult populations.

a. Are those training sessions live and in person or via web/video (such as Zoom or Teams or a similar platform)? Please refer to SOW Hours of Operation.

6) Regarding paid leave for the on-site counselor, is the expectation that a replacement will be on-site to cover those services. Please refer to Clinical Services within SOW. If any primary staff member is unavailable due to vacation, conferences and so forth, a qualified substitute must be provided.

7) What is USACE NY currently paying for their EAP services? Based on how many employees? Existing contract number is W912DS-17-P-0004. Awardee information was publicly posted to SAM.

8) Is USACE NY currently receiving Work-Life Services, i.e. telephonic consultation and referral for Child Care, Elder Care, etc.? Should Work-Life Services be included in the quote to be submitted? Please refer to Health Seminars within the SOW.

9) Is USACE NY currently receiving Legal Consultation Services, i.e. 30-minute consultation with an attorney; beyond the consultation, attorney services offered at a 25% discount?

Should Legal Consultation Services be included in the quote to be submitted? Please refer to Clinical Services on SOW-Contractor will maintain a listing of appropriate local referral sources.

10) Is USACE NY currently receiving Financial Consultation Services, i.e. telephone-based financial advisory services provided by qualified financial planners? Should Financial Consultation Services be included in the quote to be submitted?

11) Why are you requesting this RFP at this time?

Because the current contract is expiring this year.

12) From the Scope of Work, how was the 5% utilization number determined?

Please refer to Clinical Services within SOW. Utilization rate for this contact is defined as 660 employees multiplied by an anticipated 5% employee usage and a maximum of 6 sessions per employee for an estimated total of 198 counseling sessions per contractual year. The anticipated 5% utilization rate is neither required nor promised.

13) Of the 660 employees indicated, how many fall under NAN and how many fall under NAD?

NAD +or- 98 employees NAN +or- 562 employees

14) In an effort to be a “green” company, we generally provide promotional materials electronically. If printed materials are desired, how many printed brochures and how many printed posters are requested annually? Please refer to Training Services within SOW. Contractor shall be responsible for designing and implementing a training program, producing training materials..ect

15) Can you provide the number of training hours provided in the most recent contract year?.

a. How many hours are included annually in the current contract? Please refer to SOW for annual training service requirements: Basic Supervisor Training: Two, Prevention of Workplace violence: Two, Drug-Free Workplace: One, Conflict Resolution; Two, and Health Seminar; Ten.

16) How many Critical Incident events were responded to in the most recent contract year?

Please refer to Clinical Services within SOW: Contractor will provide crisis intervention, assessment, and information and referral, short-term counseling and follow up monitoring.

17) How many Critical Incident events were responded to in the prior contract year? 4 Please refer to Clinical Services within SOW: Contractor will provide crisis intervention, assessment, and information and referral, short-term counseling and follow up monitoring.

19) How many hours of Critical Incident support were provided in the prior contract year?

21) Regarding Pricing and the ITEM NO:

a. Is any amount to be put in 0001? Please see page 3 Item No 0001 refers to AMOUNT for Base Year EAP Services for EAP Counseling Services and Training Period of Performance from 16 February 2022- 15 February 2023.

i. If yes, what Unit are we to use? Please indicate UNIT PRICE AMOUNT in United States Dollar USD.

ii. If yes, does the amount apply to all 660 employees? Item No 0001 solicits UNIT PRICE AMOUNT for EAP Counseling Services and Training Period of Performance from 16 February 2022-15 February 2023.

b. Regarding 0001, can more clarity be provided regarding the Unit of Job? Please see page 3, 0001 does not have “unit of job” Also, how many employees are associated to

NAN? 562

i. If an adjustment is necessary regarding utilization, what will this entail?

1. If utilization is greater than the estimate will the Contractor be able to receive more compensation? As per Scope of Work 5% utilization rate is neither required nor promised.

2. If utilization is less than the estimate will Contractor be expected to take a lower payment? As per Scope of Work 5% utilization rate is neither required nor promised.

22) Regarding 0001AB and 0001AC, Quantity 1, Unit 1 – can you confirm that this is for the entire potential hours/training sessions? Or, does it refer to the cost of each individually requested training? Estimated 198 counseling sessions, for an estimated 214.5 hours.

0001AC refers to Training Services in accordance to SOW for performance 16 February 2022 – 15 February 2023.

23) Instructions to Offerors – 1.a. – “Copies of resumes and educational degrees (with seal).”

Who’s are you asking for, as we have variety of staff members that would/could be involved, and we also utilize Affiliates to deliver actual counseling sessions. It would not be practical, or possible to provide for all potential people that could be involved in support.

Could this section be removed? Or, could we provide sample resumes and our overall credentialling requirements instead? Please see BASIS OF AWARD: FACTOR 1: Staffing Approach and Qualifications.

24) Instructions to Offerors – what tab would documents related to 1a., 1b., 2 and 3 go behind?

Please see INSTRUCTIONS TO OFFERORS, SUBMITTAL INSTRUCTIONS- The technical Submission will be limited to 25 pages, and tabbed with the heading, “Staffing Approach & Qualifications, Similar Experience, Management and Past Performance” Each submission must include the following information (not included in the page count for the technical submission):

25) Factor 1 - “Counseling staff will have at least a Master of Social Work degree (MSW), hold the New York State Alcoholism & Substance Abuse Counselor certificate (CASAC), and be a Certified Employee Assistance Professional (CEAP).” – Are you referring to any and all Contractor Staff and Affiliates that we may use to provide counseling? Could this factor be modified or eliminated, as it will limit the available network, given that not all Counselors will have all these? YES, to all Please refer to Basis of Award page 15, To be considered acceptable, offerors shall specifically address each of the Evaluation factors: Factor 1

(Staffing Approach and Qualifications), Factor 2 (Similar Experience), Factor 3 (Management) and Factor 4 (Past Performance). Factor 1 is more important than Factors 2,3,and 4. Factor 2 is more important than 3 and 4, but less important than Factor 1.

Factors 3 and 4 are of equal value but less important than Factors 1 and 2. Factors 1,2,3 and 4 when combined are equally important to price.

26) Factor 4, we have Past Performance Questionnaires on file that have been recently completed, however they differ from what is provided in this solicitation. Will our current ones be acceptable, or must they be on the provided document from this solicitation? Please see Past Performance attachment.

27) From the Scope of Work – “An employee in need of EAP services can contact the EAP counselor directly or contact the EEO office which will in turn contact the EAP counselor to arrange an appointment with the employee.” Please confirm that this relates to the EAP Contractor, not an actual local Counselor? Contact a local Affiliate Counselor directly would not be possible, prior to receiving an authorization from the Contractor. An employee in need of EAP services can contact the EAP counselor directly or contact the EEO office which will in turn contact the EAP counselor to arrange an appointment with the employee.” As it is written.

28) From the Scope of Work – “Note: The contractor must have on-call counselors able to respond to requests for emergency assistance.” Does this mean in-person response, or via phone? Please refer to SOW The contractor must have a 24-hour emergency telephone answering system.

29) Scope of Work – Basic Supervisor Training – “Two (2) three-hour training sessions should be conducted” vs “A sufficient number of sessions will be offered, such that all supervisors, union officials, and personal specialists receive this training at least every two years.”

These two statements could contradict each other. Please confirm it will only be two (2) three-hours training sessions. If this is not accurate, please define actual expectation annually. Please refer to Basic Supervisor Training within SOW. Two (2) three-hour training sessions shall be conducted for supervisors and other key personnel on how to deal with problem or troubled employees and how to utilize the EAP as part of this process. A sufficient number of sessions will be offered, such that all supervisors, union officials, and personnel specialists receive this training at least every two years.

30) Scope of Work – Liability – “The Contractor will maintain malpractice coverage on any clinical staff involved in this contract” – we use independent Affiliates to deliver actual counseling, we as the Contractor would not maintain malpractice coverage on these individuals, can this language be removed/altered? Please refer to SOW Liability: The Contractor will maintain malpractice coverage on any clinical staff involved in this contract and is solely responsible for all clinical recommendations. The contractor shall hold and save the Government free from damages due to the provision of counseling services in connection with Fed EAP, except for damages due to the fault or negligence of the Government.

31) Scope of Work – Reports – “shall include name, date”, including name and date of sessions would compromise confidentiality. Can this be removed/altered? Reports shall exclude names, to preserve confidentiality.

32) Scope of Work – Hours of Operation – “Contractor must be able to arrive at 26 Federal Plaza”, can this be accomplished/fulfilled by an Affiliate of the Contractor, or must it be the Contractor? If Contractor, would USACE NY, consider altering to allow for Affiliate?

33) Scope of Work – Hours of Operation – “Contractor will work out of 26 Federal Plaza” – does this mean that USACE expects an onsite Counselor to be made available? a. If yes, are there set expectations for hours? Please refer to Hours of Operations on the SOW Scope of Work. Hours of Operation: The Contractor will be available face to face, between the hours of 8:30am to 5:00pm EST Monday through Friday. After hours and emergency coverage will be provided as needed. The Contractor must be able to arrive at 26 Federal Plaza, New York, NY 10278, within 1 hour of notice, or employee to EAP location within one hour, and remote locations within two hours.

Telephone response should be within 30 minutes. If call is received after midnight & 6 AM, it will be responded to by 8AM next morning. The Contractor will work out of 26 Federal Plaza and will be supplied with office space

i. Are employees and family members able to see Counselors that are available as part of our Affiliate network as well, or must they see this onsite Counselor? Please refer to SOW. If additional counseling is necessary, a referral to a community facility will be provided. In situations where it is determined the problem can be remedied within the short-term modality, the employee will be seen at the EAP for the full six sessions, with no community referral being necessary. The full six sessions may also be utilized to motivate an employee to accept a referral to needed treatment.

35) Would USACE NY consider extending the due date of the solicitation? Date of submittals was extended to 18-Jan-2022

36) Can you please explain how the pricing is adjusted based on estimated usage? It appears the unit is defined “by job”, as opposed to “by hour” or another metric. Can you please clarify?. This is a Firm Fixed Price contract.

37) Is the expectation that all counseling will be done on site by the on-site counselor, or should the EAP provider have a network of available providers? Please refer to Hours of Operation. The Contractor will be available face to face, between the hours of 8:30am to 5:00pm EST Monday through Friday.
