About this file
This document is an amendment to the solicitation for the maintenance dredging of the Jones Inlet Federal Navigation Project in New York. The amendment provides revisions and clarifications to the solicitation requirements. Key details include:
-
The dredging depth is revised from -12 feet MLLW plus 2 feet allowable overdepth to -14 feet MLLW plus 2 feet allowable overdepth. Dredged material will be placed along the Point Lookout Beach shoreline.
-
Restrictions on the timing and sequencing of dredging in certain areas to comply with the Water Quality Certificate are revised to allow dredging to begin in outer areas first for safety reasons, as long as northern areas are completed by January 1.
-
Definitions of dredging area limits are clarified to refer to channel and deposition basin boundaries rather than specific dredge areas on drawings. Electronic positioning is required to monitor dredge locations.
-
Requirements for installing sand fencing are revised so that separate payment will not be made if installed at the request of the Contracting Officer.
-
An administrative clause on warranties is deleted as not applicable to dredging and beach fill work.
-
Notes referencing NAVFAC and NASA projects in safety requirements are clarified as not applying.
The solicitation number is W912DS22B0018 and is issued by the Department of the Army Corps of Engineers New York District. The bid opening date remains unchanged.

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Q1. SECTION 00 90 02 Water Quality Certificate Permit # 1-2820-01787/00012 - New York State Department of Environmental Conservation Water Quality Certification, Paragraph 8 states, “Dredging between October 1 and December 31 must begin at the northernmost end of the project area and be sequenced to maximize the distance from the inner portions of the channel as the dredging progresses.” Considering the shoaled in state of the inlet which may obstruct dredging equipment from accessing the northernmost end of the project area, could this requirement be waived to allow Contractors to dredge the outermost areas first to allow for safe navigation as long as dredging of the northernmost areas was completed prior to January 1?
A1. SECTION 00 90 02 Water Quality Certificate Permit # 1-2820-01787/00012, is hereby revised to include the enclosed modification to the Jones WQC.
Q2. SECTION 01 11 00 Summary of Work, 1.2.1 Project Description states, “The work to be performed under this project consists of the Contractor furnishing all materials, plant, labor, equipment and services (except those furnished by the Government) to perform maintenance dredging of Jones Inlet, New York Federal Navigation Channel, and Deposition Basins, to a depth of -12 feet MLLW plus 2 feet allowable overdepth, with placement of the dredged sand along the Point Lookout Beach shoreline as shown on the Contract Drawings.” Please confirm that the dredging depth is -14 feet MLLW.
A2. SECTION 01 11 00 – Paragraph 1.2.1 Project Description, first paragraph is hereby revised as follows:
The work to be performed under this project consists of the Contractor furnishing all materials, plant, labor, equipment and services (except those furnished by the
Government) to perform maintenance dredging of Jones Inlet, New York Federal Navigation Channel, and Deposition Basins, to a depth of -14 feet MLLW plus 2 feet allowable overdepth, with placement of the dredged sand along the Point Lookout Beach shoreline as shown on the Contract Drawings.
Q3. SECTION 31 24 00.00 18 Beach Fill Placement, Paragraph 3.4 Dredge Location Control states, “No dredging will take place outside the designated dredging area limits as shown on the drawings. Dredging outside of the dredging area limits will result in immediate shutdown of work.” Please confirm whether the “designated dredging area limits” applies to the channel / deposition basin limits or the dredge areas that are shown with a hatch on the applicable drawings.
A3. SECTION 31 24 00.00 18 BEACH FILL PLACEMENT, 3.4 Dredge Location Control is hereby revised as follows:
The Contractor is required to have electronic positioning equipment that will accurately compute and plot the position of the dredge. Whenever dredging operations are underway, the location of the dredge shall be continuously monitored and the dredge location, in Long Island Lambert Coordinates, shall be recorded at intervals not to exceed one (1) minute. Such records, and an accurate map showing actual dredging locations, shall be furnished to the Contracting Officer, or Contracting Officer Representative daily as part of the Quality Control Reports. The electronic positioning equipment shall be installed on the dredge so as to monitor, as closely as possible, the actual location of the cutterhead or dragarm. This equipment shall be continuously accessible by the Government representative on board the dredge, who must be able to verify equipment calibration at any time. The electronic positioning equipment shall be required to be calibrated monthly, maintained and operated so that the maximum error for the coordinates recorded do not exceed 3 feet. The location on the dredge of the master antenna and the distance and direction from the master antenna to the cutterhead shall be reported on the Quality Control Reports. No dredging will take place outside the channel and deposition basin limits as shown on the drawings. Dredging outside of the channel and deposition basin limits will result in immediate shutdown of work. The Contractor's methods of location of the dredge shall be submitted with the quality control plan.
Information to be submitted shall include a written description of the equipment, including applicable manufacturers brochure and data, and previous jobs on which the equipment has been used.
Q4. SECTION 31 24 00.00 18 Beach Fill Placement, Paragraph 3.3.7.3, Please confirm whether the Contractor would be entitled to separate payment for the wooden sand fence if the Contracting Officer requires this installation.
A4. SECTION 31 24 00.00 18 BEACH FILL PLACEMENT, 3.7.3 Sand Fence is hereby revised as follows:
The contractor may be required, at the request of the Contracting Officer, to install sand fence on the beach enclosing the designated work section. The fence shall be installed along the backshore to prevent entry to the work area. The fencing material for this purpose shall be a wood/sand fence with a minimum height of four (4) feet fastened to eight (8) foot long cedar posts on maximum ten (10) foot centers. Orange (plastic) safety fence is not acceptable. No separate payment shall be made for temporary fencing, and all costs in connection therewith shall be included in the contract unit price for the work.

If the Government takes possession of any part of the work before final acceptance this warranty shall continue for a period of 1 year from the date the government takes possession.” Please confirm that this warranty period does not apply to dredging and beach fill.
A5. SECTION 01 30 00 Administrative Requirements, 1.34 Warranty of Construction, Paragraph (b) does not apply to dredging and beach fill and is deleted.

A7. SECTION 00 90 02 Water Quality Certification Permit # 1-2820-01787/00012, Natural Resource Permit Condition 7, has an Activity Restriction Window for Finfish and Shellfish which states dredging is prohibited from June 1 to September 30, inclusive of each year to protect the spawning and early life stages of finfish and shellfish.
