3.The following SPECIFICATION SECTIONS has been REVISED and REISSUED:

- SECTION 01 11 00 – Summary of Work; Paragraph 1.2.1:

Replace sub-paragraph 1.2.1, page 1, in its entirety as below:

The Maintenance for this project consists of dredging approximately 63,895CY of material based on a survey done between June and July 2021. For more detail, see "ESTIMATED QUANTITIES" in Section 00 30 00 "ADMINISTRATIVE REQUIREMENTS" of these Specifications. The dredge material at the Port of Coeymans has been determined to be approximately 0.9% Gravel, 83.1% Sand, 12.0% Silt and 4.1% Clay.

SECTION 01 20 00 – Technical Specifications; Paragraph 7.2.1:

Replace sub-paragraph 7.2.1, page 4, in its entirety as below:

Site U-3A is a previously used 78-acre upland Confined Disposal Facility (CDF) located on the southern end of Houghtaling Island. Approximately 30-acres of the site are available to the Contractor for the placement of dredged materials from this maintenance dredging project. CDF Areas A & B have been designated for the placement and containment of dredged materials as shown in Plan Sheet 3 of 7.

Dredged materials removed from Port of Coeymans dredge areas will be placed in Area A. Material excavated from “Dredging Area B,” as indicated in Plan Sheet 9 of 7, will be placed first in Area B of the DMPS. The general interior site elevations in Area A and B range from approximately 35 feet to 50 feet NAVD88. There are existing usable containment dikes with approximate top elevations of 50 feet NAVD88 on the site. Additional earthwork will be required to repair and maintain existing dikes.

Areas A & B utilize an existing pre-approved influent pipeline access corridor on the west side adjoining the Hudson River that may be used for pipeline access from the Contractor’s pump out/mooring facility to the interior of the placement site. Area A & B also have existing pre-approved effluent pipeline outlet corridors, which are also located on the west side of the placement site adjoining the Hudson River. The Contractor is required to use these ingress and egress corridors for locating and installing their pipelines. The Contractor is responsible for ensuring that dredging and placement operations comply with all environmental and water quality standards. Contractors shall be required to monitor activities and be prepared to adjust their dredging and placement operations as necessary to ensure compliance.

SECTION 35 20 23 – Dredging; Paragraph 3.3.1:

Replace sentence in sub-paragraph 3.3.1, page 8, in its entirety as below:

Provide for safe transportation and placement of dredged materials. Transport and placement of dredged material in the Houghtaling Island DMPS. The Contractor may, at her/his option, place clean dredge material in Area A and contaminated material in Area B of the site. The placement of dredged materials in unauthorized places is forbidden. Comply with rules and regulations of all, federal, state and local authorities.

4. The following SPECIFICATION SECTIONS have been REVISED but NOT

REISSUED:

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Bidders and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the bidders “For Information Only” and do not revise the solicitation, plans or specifications.)

Question No. 1: Is bed-leveling permitted in the designated dredge areas upon substantial completion of dredging operations?

Response: Bed-leveling will be permitted upon substantial completion of dredging, as approved by USACE.

Questions No. 2: With respect to the current high demand for infrastructure improvement projects regionally and the resulting industry labor and resource shortage, would the US Army Corps of Engineers have the flexibility to consider allowing procurement of this project to take place this year, yet permit the execution of the inwater work to be performed during next year’s environmental dredge window – September Through November of 2023?

Response: All in-water work for the current project must be conducted between September 2022 – November 2022.

Question No. 3: We could not find the referenced “Water Quality Certificate (11 pages) for the maintenance dredging of the Hudson River, NY, Federal Navigation Project” or the NYS Parks Permit application described in section 00 90 02 and throughout. Could these please be provided?

Response: The Water Quality Certificate and NYS PARKS application will be included with this amendment (Amendment 2).

Question No. 4: Section 01 20 00, Page 4, subsection 6 states that a closed environmental clamshell bucket is required to be used. Section 01 11 00, Page 1 , subsection 1.2.1 describes the material as 83.1% sand, this is also present in Section 35 20 23, page 4, subsection 2.1.a and Sec. 01 20 00, page 3, subsection 3.1. It is unlikely that a bucket of this type will be able to penetrate and dig material of this character, should this type of bucket be unsuccessful in the removal of the material, will the use of a conventional bucket be allowed?

Response: NYS DEC Water Quality Certification, and NOAA Fisheries consultation, requires the use of an environmental bucket for the 2022 Maintenance Dredging at the Port of Coeymans. If dredging is severely hindered by the use of an environmental bucket, USACE may request permission to use a conventional bucket from NYS DEC;

without said permission, all in-water work must be completed with an environmental bucket.

Question No. 5: Please confirm that the placement site work line item is only for work incidental and necessary to the dredging and placement operations and restoration of areas impacted by those operations, not new construction of improvements to the site.

Response: The placement site work contract line item includes all potential work as described in Section 01 20 00, Part 7 - Placement of Dredged Material. No new construction of improvements are specified in the contract, but the site will need to be prepared for receiving material, maintained throughout dredging, and restored and stabilized at the end of the contract performance period.

Questions No. 6: Could the site visit attendance list please be posted?

Response: The site visit attendance list will be included with this amendment.
