About this file

This document is an amendment to a solicitation for maintenance dredging of the Sandy Hook Federal Navigation Channel in New York Harbor. The U.S. Army Corps of Engineers seeks to award a firm fixed price contract for dredging an estimated 150,000 cubic yards of material from the channel. Bids are due by July 6, 2021, with contract award anticipated in fall 2021 and notice to proceed anticipated in fall 2021 as well. The contractor will have 17 days from notice to proceed to complete dredging at a rate of 8,000 cubic yards per day. The material will be placed either entirely offshore at the Sandy Hook Bar Ocean Dredged Material Disposal Site or entirely upland, as determined at award. The amendment answers seven questions from bidders clarifying placement options, production rates, and timing of award and notice to proceed.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 1 RFIS

Maintenance Dredging of Sandy Hook Channel, New York Harbor, Federal Navigation Project

W912DS-21-B-0013

The purpose of this amendment is to answer the following question(s) / incorporate the following revision(s) to the subject solicitation:

Bidder’s Question, Government Reply, Incorporated Revision (if applicable):

Q1. What factor(s) determine whether the material will be placed upland versus offshore at

SBOBA?

A1. The determination will be made at time of award assessing the most beneficial use of the dredged material at such time. A cost benefit assessment may also impact such decision, left solely at the discretion of the government.

Q2. Will 100% of the material be placed at either one or the other location (not split with a portion going to each)?

A2. As stated in the bid schedule, 100% of the material will go at either location, as awarded, there will be no split portion of dredged material placement.

Q3. If the material were to be placed upland, 8,000 yd^3 / day is a very high production rate to process and truck the dredged material. Please lower the production rate to a more reasonable rate for processing, trucking, and upland placement.

A3. The production rate will remain 8,000 CY/day. Previous contracts of similar work have shown such production rates can be achieved and/or exceeded. Due to the type of material, processing is not anticipated.

Q4. If the material were to be placed upland, the completion time of 17 days from NTP needs to be increased to match the lower production rate associated with processing, trucking, and upland placement.

A4. There will be no change to the performance period as the production rate shall remain as stated within the contract specifications.

Q5. If the material were to be placed upland, the mobilization and demobilization costs are very different than for offshore placement. We recommend adding another optional line item for the differential lump sum pricing of the upland mobilization and demobilization.

W912DS21B0013

A5. There will be no additional CLINS added to the contract as it is anticipated that equipment type will not vary due to selection of either placement location. If a contractor feels mobilization and demobilization costs will be impacted by upland placement, such costs should be reflected within the unit price under such CLIN, as applicable.

Q6. Will the decision to award the Option Bid Item (upland placement) be made prior to any mobilization efforts undertaken by the contractor?

A6. The decision to exercise the option, at the discretion of the government, will be made at time of contract award.

Q7. We note that, for some prior Sandy Hook bids, there can be a substantial amount of time between the award date and the start of dredging. When does the USACE anticipate issuing the NTP for this project?

A7. USACE anticipates issuing NTP in the Fall 2021.

SECTION 00 70 00 - CONDITIONS OF THE CONTRACT

The following have been added by reference:

52.204-23 Prohibition on Contracting for Hardware, Software, and Services Developed or Provided by Kaspersky Lab and Other Covered Entities.
