About this file

This technical report details sediment sampling and testing from the Perth Amboy Anchorage dredging project area. Aqua Survey conducted sampling and physical analysis of sediment from 32 locations to depths of -39 to -27 feet, creating 10 composite samples. Testing included grain size distribution, percent moisture and total organic carbon analysis. The results indicate sand-sized sediments dominated the samples, with an average moisture content of approximately 63% and total organic carbon of 3.6%.

The related federal contract opportunity is a solicitation for maintenance dredging of channels in New York and New Jersey, including the Perth Amboy Anchorage. The opportunity type is a solicitation, and the issuing agency is the Department of the Army Corps of Engineers New York District. No further details are provided on response dates, pricing terms, set-asides or other contract requirements.

ASI Study No. 38-166

I. INTRODUCTION

The objective of this project was to collect and analyze sediment from Perth Amboy Anchorage. This work was conducted in accordance with Appendix B, Attachment 1, of the technical manual entitled “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (Dredging Manual).

ASI performed all sampling and physical analyses (grain size distribution, percent moisture & total organic carbon analysis). Chemical analysis of the samples was performed by ALS, Kelso, WA. and Battelle, Columbus, OH. The results of the chemical analyses are not included in this report.

IV. MATERIALS AND METHODS

All sampling and testing were performed in accordance with Appendix B, Attachment 1 of the technical manual “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (NJDEP Dredging Manual).

A. Sampling

Test sediment from thirty-two locations (N1-N10, S1-S15, and E1-E7) and site water were collected from Perth Amboy Anchorage on October 16-18, October 22-26, and October 29-30, 2018. The project depth was minus 39 feet MLLW including a 2 ft overdredge allowance for locations N1-N10 and locations S1-S10. For locations E1-E7 the project depth was -27 feet MLLW, including a 2 ft overdredge allowance. Figures 1, 2, and 3 provide the site maps and Table 1 provides the DGPS coordinates.

The vessel used for sampling, The R/V Schuykill, was positioned using a Trimble SPS 855 Differential Global Positioning System (DGPS).

Collection of sediment was performed using a Rossfelder P-3 vibracore with flexible plastic core liners. Every core taken was inspected, photographed and its characteristics were recorded on a sediment core log.

Samples were received at ASI in Flemington, NJ, under chain of custody and stored at 2◦C to 4◦C until testing. Upon arrival at ASI, all samples were logged in and assigned unique sample identification numbers.

See Table 2 for sample identification numbers.

The appendices contain all supporting documentation including sediment core logs (Appendix A), photographs (Appendix B), chains of custody (Appendix C), sample use forms (Appendix D), grain size distribution and percent moisture (Appendix E), and TOC raw data (Appendix F).

B. Homogenizing and Compositing

Each of the 32 core samples was carefully homogenized using a stainless steel mixer. This procedure followed the specific guidelines found on pages 9-11 and in Appendix A of the Dredging Manual and in ASI’s standard operating procedure SOP/PRP/008. Samples were mixed until uniform in color and texture. Ten composites were created from the individual core samples. Table 2 provides sample identification numbers and the compositing scheme.

C. Physical and Total Organic Carbon Analysis

Sub-samples of each homogenized core and the composites were analyzed by ASI for percent moisture and grain size in accordance with the ASTM method D422-63, Standard Test Method for Particle-Size Analysis of Soils, re-approved 2002.

samples for HARS ocean disposal testing were collected concurrently with the core samples collected for NYSDEC testing. One sediment core from each location was analyzed for each of the physical parameters and the reported results were attributed to both HARS and NYSDEC samples.

Total Organic Carbon (TOC) was also determined at ASI based on the guidance from EPA Office of Solids Waste and Emergency Response SW-846 Method No. 9060 (Volume IC, Chapter 5, Revision 0, 9/86). The instrument for this analysis was the Dohrmann TOC Boat Sampler, Model 183 (Serial number 98202003), which was connected to the Dohrmann Apollo 9000 TOC Analyzer.

See Appendix E for the grain size distribution and percent moisture raw data and Appendix F for the TOC raw data.

V. PHYSICAL ANALYSIS AND TOC RESULTS

The grain size distribution, percent moisture, and total organic carbon for each core and composites are shown in Table 3.
