AMENDMENT 3
BIDDER’S QUESTION AND GOVERNMENT REPLY:
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below.
These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only ”and do not revise the solicitation, plans or specifications.
Question 1: Section 00 73 00, Paragraph 1.2 states that the apparent low bidder is required to obtain Environmental Clearance on all quantity as per the Supply/Services Schedule. Please provide some clarity on the intent and scope of this requirement, as it has not been present in prior specifications for this project
Answer 1: SECTION 00 73 00, Paragraph 1.2 which states the following: “The Apparent Low Bidder is required to obtain Environmental Clearance on all quantity as per the Supply/Services (Price) Schedule,” Is hereby omitted from this contract.
Question 2: Paragraph 4 of The Water Quality Certificate for this project outlines a restriction to in-water work from June 1 to September 30 & January 15 to May 15, limiting the in-water work window for this project to 107 days. This is at odds with Section 00 73 00, Paragraph 1.2 which designates 190 days to complete the work.
Please clarify whether the finfish window will be applicable to this project, reducing the completion period to only 107 days.
Answer 2: The U.S. Army Corps of Engineers (USACE) applied to New York State Department of Environmental Conservation for an amendment to the Water Quality Certificate (WQC) to allow dredging to be performed until the end of March. If the USACE receives the amended WQC it will be provided through an amendment to the prospective bidders.
Question 3: Please confirm that dredging and beach fill operations may be performed 24 hours per day, 7 days per week.
Answer 3: Dredging and beach fill operations will be allowed to be performed 24 hours per day, 7 days per week.
Question 4: Please confirm that, should the government elect to relocate any Seabeach Amaranth, said relocation will not be considered under the scope of work for this project.
Answer 4: If Seabeach Amaranth plant(s) need to be relocated, the relocation effort will not be considered under the contractor’s scope of work for this project.
Question 5: Various sections of the specifications note that the quantity to be dredged is 1,800,000 CY; however, the Price Schedule also notes 1,800,000 CY as the quantity to be paid, measured in place on the fill. This does not account for a Dig / Fill ratio. Please clarify if 1.8MCY is the dredge volume or the intended Pay fill volume
Answer 5: The required volume to be placed is 1,800,000 CY, as stated in the revised sections of the specifications, SECTION 00 73 00, SPECIAL CONTRACT REQUIREMENTS, Part1, 1.11 ESTIMATED QUANTITIES and SECTION 01 11 00, SUMMARY OF WORK, Part 1, 1.2.1 PROJECT DESCRIPTION.
Question 6: Further to the above, if 1.8MCY is the pay fill quantity, there is not a significant buffer between required pay and allowable dredge volume. Would grade in the dredge area be lowered to provide additional quantity?
Answer 6: The hydrographic survey performed on 12 - 15 June 2018 for the project specifications indicates a total estimated quantity of 2,602,190 CY of material is available in the channel and deposition basins. This information can be found in the revised section of the specifications, SECTION 00 73 00, SPECIAL CONTRACT REQUIREMENTS, Part 1, 1.11 ESTIMATED QUANTITIES.
Question 7: Do surveys performed by the contractor require a PLS?
Answer 7: No.
Question 8: Can contractors elect to dig multiple areas in tandem to allow for a more efficient/cost effective cut width?
Answer 8: Dredging is required to be performed in the order stated in SECTION 35 20 23, Part 3 EXECUTION, 3.2.1 Order of Work, however, if any scheduled dredging area does not provide sufficient cut width for the contractor’s dredge he will be allowed to include a portion of the adjacent dredging area to fulfill the dredge’s cut width.
