(1) Thule Air Base's seaport is not a commercial port and therefore does not operate in accordance with typical commercial practices. Operation and support services are contracted out and are performed by the Base Maintenance Contract (BMC) contractor. Due to the base's location, its operation is limited to 60 calendar days, during the months of July and August. Ice is a frequent condition and should be expected.
Additionally, the depth of the bay varies significantly with mean depth and tide, and is known to be shallow.
While cargo and tanker vessels frequent the port annually without incident, larger vessels may find the port too shallow for berthing. Berth Depths in North Star Bay are typically greater than 12 m (MLW), except within a few meters from the face of the pier where the average depth rises to 9.5 m (min. depth: 7.5 m.).
There are no Length Overall (LOA) restrictions.
(2) The U.S. Government contracts for charter sealift to Thule from both the USA and Denmark, and return. Contractors shall use one or both Government chartered sealifts for transport of construction materials to/from Thule in accordance with the stipulations of this contract. The contractors may subcontract their own sealift and shall do so in accordance with all shipping/sea transportation clauses listed in this contract (252.247-7023).
For the use of the US Government charter sealift contracts, and at the rates identified in this contract, the contractor shall enter a transportation cost in the bid schedule. The transportation amount will be part of the contract award price, and will be used in the overall bid evaluation costs. Any amount over the bid amount will be the responsibility of the contractor to pay. Should the requirements of the work require furnishing their own sealift, the contractor should include those costs in his base bid item under CLIN 001 inclusive of any offloading costs at Thule air base following the requirements of all applicable sea transportation clauses (252.247-7023).
Government chartered sealifts provide the following:
(i) Sealift of contractor materials, equipment, tools, and supplies directly attributable to the performance of this contract from Norfolk, Virginia and or Aalborg Denmark to Thule Air Base and reverse (the sealift from Norfolk Virginia ONLY to/from Thule is provided free of charge to the contractors). See contract clause 52.247-60, Guaranteed Shipping Characteristics. Such transportation will occur only on scheduled Military Sealift Command (MSC) ships. Shipment will be in accordance with published summer shipping schedules of MSC. Transportation to Norfolk, Virginia shall be at the Contractor's expense, transportation to Aalborg and from Aalborg Denmark to/from Thule AB shall be contractor’s responsibility. The Contractor is responsible for the direct coordination with the Military Ocean Terminal, Norfolk, Virginia and/or Aalborg Denmark shipper to determine deadline date(s) for delivery of cargo to the terminal for shipment, as well as prior booking, proper markings and documentation and all other requirements necessary for acceptance of cargo for shipment.
(ii) The Government shall provide transportation, at no cost to the Contractor, of Contractor's equipment, tools, materials, and supplies from the ship to designated storage areas at Thule AB and retrograde equipment and tools from the same storage areas to the ship. This transportation shall include off-loading and loading of ships. Items will be shipped containerized to the maximum extent possible. Full containers shall be delivered to the Contractor's storage area, and it is the Contractor's responsibility to unload these containers. All non-contractor owned shipping containers are required to be emptied within 36 hours of delivery and made available for transport back to the Sealift carrier. Arrangements to keep the containers for a longer period of time should be coordinated directly with the Sealift carrier.
(iii) The contractor is required to provide similar packing, marking and documentation with retrograde shipments as with shipments headed to Thule AB. Retrograde shipments shall be properly packed for sealift transportation; the contract number shall be clearly marked on all items; and a list of items shall be provided to the shipping contractor. These items are required not only for the safety of the goods being transported, but are required in order to transport the goods via our Sealift carrier. Items not properly packaged, marked and identified will not be accepted by the Sealift carrier.
(iv) The Government shall not assume responsibility for any equipment, materials, or property until such is integrated into the final work product at Thule Air Base, and paid for under the clause at 52.232-5.
Any damage claims and settlement shall be handled directly between the transportation carrier(s) and the construction contractor(s); however, the Contracting Officer shall be notified of any damage within 72 hours of discovery.
(v) The Contractor shall furnish its own drivers who are required to have a valid driver's license.
(vi) Contact Information:
(A) For MSC (shipments originating from/to the US): Point of Contact: Ms. Joyce Williams/ Mr.
Rufus Strothers, Pacer Goose Coordinators, Commercial Phone: 757-443-1031/757-443-1039, Cell Phone: 757-544-51217/757-544-5128, DSN: 646-1031 , FAX 757-443-1075, E-mail (joyce.williams@dla.mil), rufus.strothers@dla.mil. Request all transportation relating to Pacer Goose (the US cargo vessel used for transportation) be directed to the above numbers or delivered to: SW3185 - PACER GOOSE, DLA Distribution Norfolk, V.A. SW3185, Intermodal Hub Code O, 9551 Decatur Ave, Pier-8, Norfolk, VA 23511.
(B) For shipments originating from/to Denmark: Please contact the US Embassy in Denmark at the contact number provided above. The current sealift contract has expired and the Government is working on procuring new sealift contract. The sealift carrier details shall be available in March 2017.
(vii) All other transportation not covered in this clause is the Contractor's responsibility at the Contractor's expense.
(3) Should it be required, by the work, for the contractor to furnishing their own sealift, the following applies.
(i) Documentation and justification shall be submitted to Contracting officer in accordance with clause (252.247-7024).
(ii) Private vessels must meet port entrance requirements.
(iii) To limit scheduling conflicts as much as possible, private vessels must coordinate arrival/departure dates/times with port operations well in advance.
With the exception of on/off-loading of ships, the services in paragraphs b(2)(ii) above apply. The contractor shall load/unload their vessel(s). Additionally, cargo shall be containerized to the maximum extent possible. Optionally, the contractor may arrange for the port operations contractor (BMC) to perform loading and/or unloading services; however, such would be an agreement between contractors and cannot interrupt or take precedence over Government Contract requirements.”
- Section 00 73 00 – Special Contract Requirements – replace paragraph 37(e) with the following: “Laundry and Dry Cleaning Services are available at prevailing rates, on a weekly basis. Rates and service times are posted in Building #100 (North Star Inn) and at the pickup point, Building #237.”
- Section 00 73 00 – Special Contract Requirements – replace paragraph 51(a) with the following: “The Contractor SHALL submit a Material Safety Data Sheet (Department of Labor Form OSHA-20), as prescribed in Federal Standard No. 313B, for all hazardous material prior to loading materials on sea or air transportation, whether or not listed in Appendix J of the Standard. This obligation applies to all materials delivered under this contract, which will involve exposure to hazardous materials or items containing these materials.”
- Section 00 73 00 – Special Contract Requirements – replace paragraph 55 with the following:
“Utility outages shall be coordinated by the contractor with the Base Civil Engineer, 821 ABG in collaboration with the Contracting officer at least 7 calendar days prior to the planned utility interruption. Power outage periods for residential buildings shall exclude Saturdays, Sundays and holidays.”
(End of Summary of Changes)
BIDDER’S QUESTIONS AND GOVERNMENT REPLY
1. Jacket material for the District heating pipes, is it going to be Spiro or Black PEH. Response: The pipe shall have black PEH jacket, see revised section 01 10 10 as issued under this amendment #1.
2. Dimension on “The BackBone Supply & Return pipes, shown on DWG No. SK-C2, south of Building 98 toward Building 101 & 102. It is “only” 50mm 2” pipe. Can this be right? Maybe it should be 150mm 6”?
Response: Please see revised drawings for pipe sizes and routing as issued under this amendment #1.
3. Supports for the District heating hasn’t, any drawings, and there are referred to TAB Standards. Please provide drawings for supports. Response: As noted in section 01 10 10 F-Site Work/Design Requirements - the piping is to be placed on wooden sleepers. Appendix CC page 19 and 20 show example of how the pipes are to be supported.
4. According to DWG No. SK-M3 the required flow to each Building is given, but when we calculate that, are the pipe size requirements bigger.
• Building 97 is 2 inches connection, should be 2½ inches
• Building 98 is 2 inches connection, should be 2½ inches
• Building 99 is 2 inches connection, should be 2½ inches
• Building 100 North Star Inn is 2 inches connection, should be 2½ inches
• Building 103 is 2 inches connection, should be 2½ inches
• Building 105 is 2 inches connection, should be 2½ inches
• Building 628 Warehouse is 2 inches connection, should be 2½ inches The Buildings which aren’t mentioned, should the connection size be okay. Response: Based on calculation performed by the government/AE the proposed pipe sizes are sufficient. However, should the design-builder feel by their calculations that larger pipes are needed they may provide them. Sizes given are minimums.
5. Regarding to the transportation that is wanted to be prized.
• Is it the prize from Royal Artic Line A/S that is meant?
• Or is it the amount of the materials in cubic meters that is meant?
• Please specify Response: Please see details provided in section 00 73 00 35(g) as issued in this amendment #1. Appendix P includes estimated rates, the carrier will not be known until March 2017.
The contractor is being asked to estimate the total shipping costs using provided rates.
6. For calculation of the 3 main pumps for the District Heating System that shall be installed in M-Plant Bldg.
1391, we need the total water flow requirement for the District Heating System for sizing the pumps.
Response: The total flow is going to be 417 gpm. The flow derived based on operation of 3 boilers at 139 gpm each.
7. Please provide drawings for MCC 6 in M-Plant Bldg. 1391. Response: Additional information on MCC- 6 is hereby provided.
8. Section 00 10 00, Solicitation / Contract form, Item 0004, Transportation of materials. Please provide government sea transportation rates for sea lift from Norfolk to Thule and return, and from Aalborg, Denmark to Thule and return. Response: Please see appendix P for shipping rates from Denmark to Thule. Since transportation from Norfolk VA to Thule is free, no rates are needed.
