Pages 114 and 115 of the Solicitation document state that the offerer should submit “5 copies (1 original and 4 copies) of the Technical and Price Volumes. Please clarify the required number of copies to be submitted.
Response:
The offeror should submit one (1) original and four (4) copies of the proposal.
2. Page 12, Note 1, states “The estimated quantity is the government’s estimate as to the usage of each item for each year of the contract.” Section B, Price Schedule, shown on pages 5-11 of the Solicitation, does not show an "estimated quantity”.
Should there be an “estimated quantity” for each time, or should we assume the quantity is 1 for each item?
The table with the estimated quantity has been included in this amendment. The offeror should provide a completed price schedule in which all values are 1 and the price schedule with the estimated quantity.
3. Section 5.1 Prime and Sub-Contractor Key Personnel Qualifications Evaluation Factor identifies 5 Biological labor categories (Section 5.5.1), 11 Environmental labor categories (Section 5.1.2), and 14 Cultural Resource labor categories (Section 5.1.3). Section B, Price Schedule, shown on pages 5-11, lists other labor categories not included in Section 5.1. Are Resumes only required for the labor categories listed on Section 5.1, i.e. 5 Biological, 11 Environmental, and 14 Cultural Resources?
Correct. Resumes are required for those identified in Section 5.1. Resumes are not required for all of the personnel identified on the pages 5-11.
4. Two versions of Appendix A have been provided (pages 65 and 115) which are different. We note that Section 5.1.4.1.1 references “Attachment A”, which may reference the second Appendix A. Please confirm or clarify our impression that the additional information included in the second Appendix A beginning on page 115 will be the version used to evaluate Key Personnel Qualifications.
Response:
Correct. The Appendix A beginning on page 115 is the version that will be used to evaluate Key Personnel Qualifications.

The Proposal is due 27-July- 2017 at 4:00PM.
6. Sections 5.2 and 5.2.1 (page 101) of the solicitation states “experience must have been conducted after 2006”. Section 5.2.2 (page 104) of the solicitation states that “experience must have been conducted after 2005”. Section 5.2.3 of the solicitation states that “experience must have been completed after 2006". Should we assume that means projects conducted in January 1, 2006 and after can be included in the proposal’s project descriptions?
Response:
Projects undertaken from January 1, 2006 can be included in the project descriptions.
7. Can we can use one staff member for two positions.

Response:
The degree/experience requirements for the Industrial Archaeologist follow those for identified under the Archaeologist-Principal Investigator, which includes the National Park Service requirements as well as experience in the relevant site type (Industrial).
For non-principals, a BA/BS or MA would be acceptable.

What information would you like included besides Past Experience and commitment letters from Subs? Also, there isn’t a #1 or #2 under “C” and no #’s 1,2, or 3 under “D”. Under Section VI, should there be an “A”, “B” and “C”?
Response:
The numbering of the paragraphs changed in the incorporation of the source selection plan into the solicitation documents. On page 114 forward, Section 6:

Response: Correct. Fully burdened rates/prices are to be provided in the price schedule for the base and four option years.
2. Should these be the Rates/Prices for the Prime Consultant only?
These rates/prices should be for each of the items on the list for use regardless if the Prime or any sub-consultants would be doing the work.
3. Should Team Sub consultants provide Rates/Prices separately?
It is expected that one fully burdened rate/price would be provided for use regardless if the Prime or any sub-consultants would be doing the work. The rate for Schedule B should be a composite rate from all team members.
Question Group 4
1. Schedule B: Are we composing a “combined” rate for Schedule B to include a combined rate from all Team Members. We did not see in the solicitation that indicates only one rate is to be provided. In the Section B, would you like us to provide a TOTAL for all rates and all years at the bottom?
It is expected that one fully burdened rate/price would be provided for use regardless if the Prime or any sub-consultants would be doing the work. The rate for Schedule B should be a combined rate from all team members.
No, for Section B a total for all rates and all years does not need to be provided at the bottom.
2. On page 1 of the SF 33 there is a requirement of 6 copies. Further in the solicitation
Page 92, Volume II pricing, there is mention of 5 copies.

Many Universities award BA degrees in areas including many of the hard sciences and Computer Science, that are equivalent to a BS.
A BA or a BS will be acceptable.
10. Additionally, would a BS Degree in Environmental Science be equivalent to the requirements listed for the Biologist criteria.
A BS in Environmental Science would suffice for the Biologist criteria.

(4) pages (1 page per study) will be submitted.” and then on page 101-102 it states that “At the Offerors’ discretion, multiple experience examples may be submitted for each/any criteria to insure acceptance of one qualifying experience example. Matrix 3 will be deleted. However, the component refers back to the Factors/Sub- Factors (Biological, Environmental, Cultural Resources, etc.).

14. What professional certification does “HTRW Certificate Eligible” refer to for the Environmental/Physical Scientist role identified on page 98?

1. Price: There is one (1) table in Section B the “Price Schedule”. The Price Schedule has a listing of all the requirements that will be part of the basic Indefinite Delivery Contracts.
The offeror will have to fill in prices for each item for the Base, 1st Option, 2nd Option, 3rd Option and 4th Option Years. The estimated quantity is the government’s estimate as to the usage of each item for each year of the contract.
2. Prices will be evaluated according to the Price Schedule listed provided in Section B.
For the purpose of evaluating price, the lowest offeror will be the offeror with the lowest extended price for Base Year + Option Years.
3. All items must be priced for an offeror’s proposal to be considered for evaluation. While the maximum capacity for the contract for Base plus Option years cannot exceed $8,000,000.00 an offeror’s total price on the Price Schedule may exceed $8,000,000.00. While the estimated quantities are the government’s best estimate of anticipated usage for each year of the contract the actual usage may be more or less for each item.
4. All prices should be fully burdened (included G&A, Overhead and Profit).
5. The term “Ext” on the Price Schedule means extended.
