RESPONSES TO CONTRACTOR INQUIRIES

Question No. 1: Drawing S-101 shows railing on top of the sloped wingwall. No other drawings call for railing on any of the wingwalls, please remove the railing as shown on S-101 on the wingwall.

Response: Railing is required on the Westside Wingwalls, Drawing S-101, S-400 and S-401 have been revised to include the handrails. See revised drawings included in this amendment.

Question No. 2: Drawing S-211, Section CD/S-210 labels a vertical sign as MK S212-7. We believe that is an incorrect mark. Is that sign supposed to be Mark MKS-212-8 as shown on S-212? If so, please clarify how many of these gate gages are required.

Response: The Gate Gage on S-211 labeled as MKS-212-7 is correct. The Gate Gage detail shown on S-212 has been revised to MKS-212-7. The Gate Sill MKS-212-7 detail has been deleted, the Gate Sill is shown on S-705 as MK. S-705-1. See revised drawings included in this amendment.

Question No. 3: Drawing S-212 has a detail for the Gate Sill, Mark MKS-212-7. We believe these are embedded in concrete at bottom of gate locations. Drawing S-705 has a detail for Mark MK S-705-1, and states 3 are required.

We believe MK S-705-1 and MKS-212-7 are for the exact same detail, and are duplicates? Please clarify and eliminate one of these details so there is no confusion.

Response: The Gate Sill detail on S-212 has been deleted; see revised drawing included in this amendment.

Drawing S-705 was revised as part of Amendment #1 and shows the Seal Plate detail MK. S-705-1, and states 2 are required.

Question No. 4: Please provide more details regarding the void between the walls of the pump station and tide gate structure. Drawing S-100 appears to show flowable fill in this area, but the structure drawings never show these areas because they are at a match line. Is the void between these walls supposed to be filled with flowable fill from Elev -9' to +15'? What happens on top of this flowable fill, will it just be exposed to the weather and act as the walking surface at elevation +15'? The stairs shown on S-312 technically land down onto this area but the slab/flowable fill is not detailed.

Response: The voids between the walls and pump station will be filled with flowable fill and topped by 6 inches of concrete. See revised Drawing S-100 included in this amendment.

Question No. 5: Duperon manufactures the flexrake multi scraper type of screen but also the automatic self cleaning trash rack. The plans clearly show a flexrake but there are certain verbiage in the specs like chain instead of links and cars instead of scrapers that would suggest the self cleaning trash rack. Can you confirm that the technology this project is based off of is in fact the duperon flexrake?

Response: The trashrack/rake shall be automatic, self-cleaning per Section 11 82 15, paragraph 1.4.1b. Revised Specification Section 11 82 15 included in this amendment clarifies the requirements.

Question No. 6: Most of our USACE work (Flordia/Louisiana areas) utilize the FlexRake technology. Based on the project specifications themselves, it appears there is terminology from both units throughout while the plans show a FlexRake unit. The debris condition onsite is what strongly dictates which equipment we apply – so as much details in anticipated weights/volume/ and description will be very useful. Also, please identify if there will be any coarse, upstream stationary trashracks (that would keep larger tree trunks, etc isolated from the mechanical screens).

Response: The contract requirements regarding the debris to be handled are provided in Section 11 82 15, primarily in paragraph 1.4.1. There are no coarse stationary trashracks indicated in the contract. The design requirements for the trashrake are given in Section 11 82 15. Revised Specification Section 11 82 15 included in this amendment clarifies the requirements.

Question No. 7: Please reference Specification page number 08 11 13 Page Section 1.2, Weatherstripping in where the second paragraph references “Miami-Dade” protocols and details to be signed by a Professional Engineer licensed in the State of Florida. Please confirm that the U.S. Army Corp of Engineers (USACE) is seeking Miami- Dade and Florida requirements as this is unusual and would typically be listed for the State in where the work is taking place. Which in this case is New Jersey.

Response: Per Spec 08 11 13 the door system including the weatherstripping must meet the requirement of ASTM E1886 or Florida Building Code Testing Application Standards, TAS 201, TAS 202 and 203.

Question No. 8: Please reference Specification page number 08 91 00 Page 3 Section 2.2 Metal Wall Lovers in where a requirements for “Miami-Dade Rated” is indicated as well as testing under procedure of the Florida Building code. Please confirm that the USACE is seeking Miami-Dade and Florida requirements as this is unusual and would typically be listed for the State in where the work is taking place. Which in this case is New Jersey.

Response: Some louver manufacturers offer “Miami-Dade” rated louvers as part of their product line. The “Miami- Dade/Florida” code requirements have largely been adopted as an industry standard for high wind louvers. There are not products listed as New Jersey rated louvers. The louvers shall meet the acceptance requirements when tested under procedures of Florida Building Code Testing Application Standards, TAS 101A, TAS 201, TAS 202 and TAS 203 as indicated in this section.

Question No. 9: Please reference C301 in where the excavation is depicted to extend to between elevation -10 and -

14.0. Please also reference Specification Section 00 90 04 Sediment Sampling and Specification Section 35 41 00 Subsection 3.13 Disposition of Excavated Materials. Please confirm if the materials to be disposed are contaminated, hazardous or unsuitable.

Response: The excavated material referenced in sheet C-301 is considered unsatisfactory, see specification 35 41 00 for material description. See Section 00 90 04 for results of laboratory analyses of sediment sampling.

Spec section 35 41 00 has been revised requiring the contractor to perform excavated material testing. If contaminated non-hazardous materials are excavated Option 2 will be exercised.

Question No. 10: Please reference Drawing Q401 and Q800 in where the foundation for the camera is depicted.

However the location for cameras 1, 2 and 3 are located on top of the concrete pumpstation/foundation walls. Please provide mounting details for Cameras 1,2 and 3.

Response: A mounting detail has been provided for cameras 1, 2 and 3. See revised Q-800 included in this amendment.

Question No. 11: Please reference Drawing E201 and E801, Section 12 in where the mounting details for the lighting are depicted. The mounting details depicted on Section 12 cannot be used. Please provide appropriate mounting details.

Response: See revised Drawing E-801 included in this amendment.

Question No. 12: Please reference Specification Section 01 22 00 Page 5 Subsection 1.4.4, the 4th Line in where the scope of work includes erosion control. However the same Specification Section on Page 7, 1.4.14 the entire section states “Erosion Control”. Please clarify the difference between the scope of work and whether or not one should be removed from the contract.

Response: See revised Specification Section 01 22 00 included in this amendment. Erosion control has been deleted from section 1.4.4. Section 1.4.14 is the appropriate bid item for erosion control.

Question No. 13: Please reference Specification Section 01 55 26 Page 6, Subsection 3.8 in where the Contractor is required to secure a road opening permit from NJDOT. Please provide the cost of the permit. In the alternative please provide an permit allowance item.

Response: See revised Section 01 55 26, paragraph 3.8, included in this amendment. The listed POC’s may be contacted to ascertain permit fees. The contract bid amount should cover any required fees. An allowance amount will not be provided.

Question No. 14: Please reference Specification Section 01 57 23 Page 5 Subsection 3.1.1.5 in where on the 7th and 8th line it requires the Contractor to provide the “appropriate permit fees”. Please provide the amount of the permit fees or in the alternative please provide a permit allowance item.

Response: See revised Specification Section 01 57 23, paragraph 3.1.1.5.c included in this amendment. The listed agency may be contacted to ascertain permit fees. The contract bid amount should cover any required fees. An allowance amount will not be provided.

Question No. 15: Please reference Specification Section 35 20 17 Page 13 Subsection 3.3 Acceptance Trial Operation and Test. Please confirm if the spare gate (referenced in Specification Section 01 22 00 Page 6 Subsection 1.4.9) is to be tested and trial operated as well as the two gates that are to be installed.

Response: The spare gate is to be tested and trial operated as well as the two gates that are to be installed.

Question No. 16: Please reference Specification Section 35 41 00 Subsection 3.3 Excavation in where the 3rd sentence states “Overexcavation shall be performed at the direction and approval of the contracting officer”. Please also reference Drawing S000A, Foundation Note #3 in where the note contains a similar statement. Please confirm the method in which the contractor will be compensated for this work.

Response: See revised Bid Schedule include in this amendment. An Option has been added to the Bid schedule for over-excavation of unsatisfactory soils. If the Contracting Officer determines that it’s necessary for additional excavation beyond what is shown in the contract drawings, the Option will be exercised.

Question No. 17: Foundation Notes #2 & 3 on Dwg. S-000A discuss the potential need to undercut and improve soft soils underneath the foundations. Since large portions of the soil under the project are very soft (weight of hammer) please revise or delete these Foundation Notes so that the Foundation Notes are compatible with the expected soil conditions that have already been incorporated into the design of the pile-supported foundations for the new structures.

Notes 2 and 3 on S-000A will not be deleted.

Question No. 18: Paragraph 1.3.7 of Spec Section 35 41 00 requires the Contractor to be responsible for the engineering adequacy of the Cofferdam. We can understand that the Contractor would be responsible for the adequacy of the Cofferdam if the Contractor changes the Cofferdam design from what is shown on Dwg. S-901.

However, for bidding purposes please clarify that the Cofferdam shown on Dwg. S-901 is adequate in all respects.

Response: The contractor shall design the cofferdam based on his work plan and equipment and considering the loading conditions and other requirements included in the specifications. The cofferdam shown on S-901 is for information only. The contractor is responsible for the design and cost of the cofferdam. Revised specification section 31 41 16 and drawing S-901 are included in this amendment.

Question No. 19: With regard to the detailing of the 18" steel pipe piles, please clarify the following:

a. The detail on Dwg. S-105 for the 18" diameter pipe piles do not show a closure plate at the tip of the piles yet the notes require the piles to be completely filled with concrete. Please provide a closure plate detail for the 18" pipe piles for bidding purposes.

b. The detail on Dwg. S-105 for the 18" diameter pipe piles do not show any steel reinforcement dowels or a small rebar cage at the tops of the piles, which would typically be expected. Please clarify whether or not any rebar needs to be provided for the tops of the pipe piles.

c. Paragraph 2.1.3 of the Pipe Piles Spec Section 31 62 16 only mentions full penetration butt welds for the splices.

Please clarify whether or not welded pipe pile splice rings will be acceptable.

Response: a. The 18” steel pipe piles will be open at the tip, a closure plate is not required. It’s possible that the pipe pile will plug during driving and soil will not reach the top of the pile. Voids at the top of the pile will be filled with flowable fill. For bidding purposes assume that 20 LF of each 18” diameter pile will be filled with flowable fill.

Drawing S-105 has been revised and is included in this amendment.

b. Dowels or rebar cages are not required at the tops of the piles.

c. Pipe Splice Rings will not be acceptable.

Question No. 20: There is a discrepancy in the type of materials to be used for the fabrication of the Rollers. Detail CD/S-702 calls for Ductile Iron while Detail S-703-4/S-703 calls for Duplex Stainless Steel. Please clarify which material is correct.

Response: The Rollers shall be Duplex Stainless Steel. See revised Detail CD/S-702 included in this amendment.

Question No. 21: Please refer to Question No. 36 and its Response in Amendment No. 1. If the Contractor’s approved temporary cofferdam design requires elements that have a larger thickness and/or longer lengths than that shown on the plans for “bidding purposes only”, will the Contractor be compensated via modification for the additional costs incurred due to the increased weight of materials and the additional labor and equipment required to install same? In a similar manner, if the Contractor’s approved temporary cofferdam design requires elements that have a smaller thickness and/or shorter length, will the Contractor be required to provide a credit to the USACE?

Response: Revised specification section 31 41 16 and drawing S-901 are included in this amendment. The cofferdam shown on S-901 is for information only. The contractor is responsible for the design and cost of the cofferdam. The contractor shall bid the cofferdam they intend to construct. The contractor will not be compensated if the cost of the cofferdam is more than the bid amount.

Question No. 22: Page S-105 “Foundation Plan” refer to note 4 at lower right hand corner of the drawing under Detail 1/S-105 but there is no note no. 4 on the drawing. Is missing. Please provide note 4.

Response: See revised Detail 1/S-105 included in this amendment. Reference has been revised to state note 3.

Question No. 23: General Note #4 on Dwg. S-700 makes reference to Spec Section 03 12 00 but the bid package does not include this Spec Section. For now we assume that this reference is incorrect, and we are assuming that Spec Section 35 20 17 - Vertical Lift Gates was the intended reference. Please clarify this issue as soon as possible.

Response: On Dwg. S-700, General Note #4 has been revised to reference Spec Section 35 20 17 and is included in this amendment.

Question No. 24: Regarding the Tide Gate Operating Equipment referencing Sheet M-200 I would like to ask the following question. Can we provide a base bid of a proven alternate design that meets the Corps needs, with additional features and benefits, at a more competitive price?

Response: Bid the plans and specs as shown; no alternative design will be accepted unless it has prior Government approval. See also the Value Engineering-Construction Clause 52.248-3, which is referenced in Section 00 72 00.

Question No. 25: Paragraph 1.2 of Specification Section 05 50 15 - Civil Works Fabrications makes reference to providing detailed drawings for the Vertical Lift Gate. This incorrect reference is confusing to the fabricators and needs to be deleted from this specification sections since the Vertical Lift Gate is covered under Specification Section 35 01 42. Please issue an amendment that deletes the reference to the Vertical Lift Gate in Section 05 50 15.

Question No. 35: For this hoist the spec required: lifting speed =6in/min, worm gearbox, a torque limit coupling between motor and gear box to limited torque less than 1.25 times of the motor rated torque, 5hp motor, capacity is 65464lb. For this given design input, there are some issues below:

1. By the speed and capacity, motor size should be much less then 5hp. If use 5hp motor to select the wire rope, the size should be much bigger and then all component to be a bigger size.

2. There are two efficiency for the worm gear box, the running efficiency and start efficiency. Normally the start efficiency can be overcome by start torque of the motor. But here a torque limit coupling between motor and gearbox and limited the box to limited torque less than 1.25 times of the motor rated torque, even 5hp motor may not enough for overcoming the very low worm gear start efficiency.

Response: See Section 35 01 42, Subsections 1.2.10 Design Procedures and 2.2.3 Design Parameters for guidance in determining the equipment sizes. The above subsections provide important design information/guidance. The design is the responsibility of the contractor and is to be performed by a licensed Professional Engineer. Question No. 53: There is a significant amount of 4' thick Channel Rip Rap that cannot be placed in-the-dry because it is located beyond the limits of the cofferdam. With regard to this work please clarify the following:

a. The bid documents do not provide specific information on how the Contractor is expected to perform this work, which includes a significant amount of wet excavation, especially in light of the recently issued NJDEP water-work restrictions in Amendment #1. Therefore, please provide a complete set of notes/specifications/restrictions on what is expected of the Contractor when performing this work in-the-wet.

Response: The placement of riprap in the wet is up to the means and methods of the contractor. The contractor shall meet the limits, gradation, and thickness of the riprap as shown on the plans and specs.

b. Please note that the Rip Rap Specification Section 35 31 19 only addresses the placement of Rip Rap in very optimal, dry conditions. Please modify the Rip Rap Specifications to provide specific instructions on the placement of the Channel Rip Rap in wet conditions.

Response: Specification 35 31 19 applies to placement of the Rip Rap in both conditions. The placement of riprap in the wet is up to the means and methods of the contractor. The contractor shall meet the limits, gradation, and thickness of the riprap as shown on the plans and specs.

c. The plan view of this Channel Rip Rap on Dwg. C-105 refers to Section D on Dwg. C-301, and this detail does not show any Bedding Stone or Geotextile under the Channel Rip Rap placed in the Wet. Please clarify whether or not Section D on Dwg C-301 is drawn correctly.

Response: Section D on C-301 has been revised to show 9” Bedding Stone and is included in this amendment.

d. Note #4 on Dwg. C-301 states that the Geotextile and Filter Sand (for the Rip Rap performed in-the-wet) are to be placed during low tide, which implies that performing this work during low tide will allow this work to be performed in-the-dry. However, we believe that the mean low tide elevation is expected to be roughly 11 feet higher than the excavated subgrade for the Channel Rip Rap which is shown on Dwg. C-105 to be Elevation -14.0.

Therefore, performing any of this Channel Rip Rap work during low tide does not allow any of this Channel Rip Rap work to be performed in the dry. Therefore, please address this issue and revise Note #4 accordingly.

Response: Placement of the riprap along the levee may be placed mostly in the dry (during low tide). However within the channel, some of the riprap will be placed in the dry (within the cofferdam) and some in the wet (outside the cofferdam limits). The placement in the wet is not related to the note regarding placement of riprap at low tide.

e. Due to the above issues, we recommend the elimination of the Channel Rip Rap that is currently shown on the drawings to be placed beyond the limits of the cofferdam.

Response: The channel Rip Rap is required and cannot be deleted.

Question No. 54: The spec required the gearbox is a worm gearbox and there are a Torque Limiting Couplings between the gearbox and motor to limit the motor torque less than 1.25 times of the rated full torque. It is not practical as the start efficiency of the worm gear box is very low; it may not start the running as the torque is limited by the Limiting Coupling. I would suggest to use normal gear reducer to replace the worm gear reducer or remove the Torque Limiting Couplings.

Response: Specification Section 35 01 42 has been revised and is included in this amendment.
