SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0004

3. By this amendment paragraph three of Section 01 11 00.00 40; 1.1 Summary has been revised to the following:

Thirty-seven (37) calendar days have been allowed to complete the required dredging. The time for contract completion of each option will be determined by allowing a rate of one (1) calendar day for each 8,000 cubic yards removed. The work is anticipated to be performed within the approximate time period of September 2015 to 14 November 2015.

BIDDER’S QUESTIONS AND GOVERNMENT REPLY

Answer Bidders Questions. Responses to bidder inquiries are provided "for information purposes only" and does not revise solicitation, plans and specifications.

QUESTION # 1: In Amendment 2, a question was answered regarding the wage rates for security guards and bid item No 0004 “Security Guards” was deleted. Does this deletion indicate that there is no longer a requirement for the beach security guard described in Section 00 73 00 - 1.2 COMMENCEMENT, PROSECUTION, &

COMPLETION OF WORK?

ANSWER # 1: There is still a requirement to provide an unarmed Site Control Services including a 4x4 vehicle to patrol the dredging site from the beach for 24 hours per day, 7 days per week. Site Control Service personnel cannot be the SSHO and cannot have other duties. Ensuring that the beach remains closed off to the public in the location of the dredging work will be their sole responsibility and they will conform with the requirements of the National Park Service, as explained in Amendment 0002 and section 00 73 00 of the Solicitation.

QUESTION # 2: Section 01 11 00.00 40 – Summary of Work of the specifications states that “The work is anticipated to be performed within the approximate time period of September 2015 to December 2015.” Further, the NJ DEP permit dated May 22, 2015 states that “1. Dredging is prohibited from November 15 through April 15 in any given year to protect overwintering blue crab (12/1 to 4/15) and to incoming adult winter flounder.” The two provided time periods conflict with each other. Can the Government provide clarification on when dredging is prohibited and when dredging is allowed to take place?

ANSWER # 2: By this amendment the specification language in Section 01 11 00.00 40; 1.1 Summary of Work has been changed to meet the requirements set forth in the NJDEP Water Quality Certificate. As per the issued NJDEP Water Quality Certificate, dredging is prohibited 15 November 2015 through 15 April 2016.

QUESTION # 3: Can the Government confirm that award of the contract will be based solely on items 1 through 3 of the revised Bid Schedule found on pages 2 and 3 of Amendment 0002, and that pages 2 and 3 of Amendment 0002 replace pages 3 through 5 of the original solicitation?

ANSWER # 3: Based on the changes in this Amendment and the previous three Amendments, the award of this contract will be based on Bid Items 0001 through 0004 (which includes one option bid item). Pages 2 through 4 of Amendment 0003 display the bid schedule to be used.

QUESTION # 4: Section 35 20 23 – Dredging of the specifications state that “Based upon analysis of two sediment testing results with a total of five (5) core samples from Sandy Hook Channel, the grain size characteristics of the proposed dredge material are: 18.6% gravel, 80.9% sand, 0.5% silt/clay.” Individual testing results and core

sample locations are not provided in the specifications. Will the Government provide the location of the five (5) core samples taken, tide-corrected boring logs relative to MLLW and associated geotechnical results, including grain size distributions for each sample taken?

ANSWER # 4: See attached.

QUESTION # 5: The entire HARS disposal given on the contract drawings is a very large area. Depending on where dredged material is to be placed, overall towing cycle times will vary greatly. To accurately measure towing distances to the provided disposal area(s), can the Government please give coordinates of the desired HARS disposal section(s) and identify on the HARS drawing which section(s) that material is to be disposed in? If the location is unknown to the Government at this time, then please identify the section of HARS that should be used for estimating purposes (Government and Contractors).

ANSWER # 5:

PRA #5:

NW corner - 40 degrees 23.216 minutes N Latitude 73 degrees 50.718 minutes W Longitude

SE corner - 40 degrees 22.135 minutes N Latitude 73 degrees 49.319 minutes W Longitude

A placement grid, or grids, will be within the area bounded by those coordinates.

Also, See attached map.

QUESTION # 6: Can USACE please provide the after-dredge survey xyz file from the W912DS-13-B-0022 project completed in December 2013?

ANSWER # 6: See attached.
