METRIC MEASUREMENTS

04/06

PART 1 GENERAL

1.1 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

ASTM INTERNATIONAL (ASTM)

IEEE/ASTM SI 10 (2002) American National Standard for Use of the International System of Units (SI):

The Modern Metric System

1.2 GENERAL

This project includes metric units of measurements. The metric units used are the International System of Units (SI) developed and maintained by the General Conference on Weights and Measures (CGPM); the name International System of Units and the international abbreviation SI were adopted by the 11th CGPM in 1960. A number of circumstances require that both metric SI units and English inch-pound (I-P) units be included in a section of the specifications. When both metric and I-P measurements are included, the section may contain measurements for products that are manufactured to I-P dimensions and then expressed in mathematically converted metric value (soft metric) or, it may contain measurements for products that are manufactured to an industry recognized rounded metric (hard metric) dimensions but are allowed to be substituted by I-P products to comply with the law. Dual measurements are also included to indicate industry and/or Government standards, test values or other controlling factors, such as the code requirements where I-P values are needed for clarity or to trace back to the referenced standards, test values or codes.

1.3 USE OF MEASUREMENTS IN SPECIFICATIONS

Measurements in specifications shall be either in SI or I-P units as indicated, except for soft metric measurements or as otherwise authorized.

When only SI or I-P measurements are specified for a product, the product shall be procured in the specified units (SI or I-P) unless otherwise authorized by the Contracting Officer. The Contractor is responsible for all associated labor and materials when authorized to substitute one system of units for another and for the final assembly and performance of the specified work and/or products.

1.3.1 Hard Metric

A hard metric measurement is indicated by an SI value with no expressed correlation to an I-P value. Hard metric measurements are often used for field data such as distance from one point to another or distance above the floor. Products are considered to be hard metric when they are manufactured to metric dimensions or have an industry recognized metric designation.

DOCUMENT 00 31 10 Page 1

1.3.2 Soft Metric

a. A soft metric measurement is indicated by an SI value which is a mathematical conversion of the I-P value shown in parentheses (e.g. 38.1 mm (1-1/2 inches)). Soft metric measurements are used for measurements pertaining to products, test values, and other situations where the I-P units are the standard for manufacture, verification, or other controlling factor. The I-P value shall govern while the metric measurement is provided for information.

b. A soft metric measurement is also indicated for products that are manufactured in industry designated metric dimensions but are required by law to allow substitute I-P products. These measurements are indicated by a manufacturing hard metric product dimension followed by the substitute I-P equivalent value in parentheses (e.g., 190 x 190 x 390 mm (7-5/8 x 7-5/8 x 15-5/8 inches)).

1.3.3 Neutral

A neutral measurement is indicated by an identifier which has no expressed relation to either an SI or an I-P value (e.g., American Wire Gage (AWG) which indicates thickness but in itself is neither SI nor I-P).

1.4 COORDINATION

Discrepancies, such as mismatches or product unavailability, arising from use of both metric and non-metric measurements and discrepancies between the measurements in the specifications and the measurements in the drawings shall be brought to the attention of the Contracting Officer for resolution.

1.5 RELATIONSHIP TO SUBMITTALS

Submittals for Government approval or for information only shall cover the SI or I-P products actually being furnished for the project. Submit the required drawings and calculations in the same units used in the contract documents describing the product or requirement unless otherwise instructed or approved. Use IEEE/ASTM SI 10 as the basis for establishing metric measurements required to be used in submittals.

PROJECT DESCRIPTION AND DESIGN REQUIREMENTS

08/10

1. GENERAL

The purpose of the fire protection survey was to determine the areas of the facility which lacked automatic sprinkler protection. The survey was also to determine whether any areas would be a candidate for non-aqueous (gaseous) fire suppression systems. The survey was subsequently expanded to include the fire alarm system and life safety.

The BMEWS (Ballistic Missile Early Warning System) facility is two buildings constructed in different eras jointed together.

The original construction dates to the early 1960s. The addition was built in the late 1980s.

The original building is approximately 34,700 square feet per floor. There are three floors; first, mezzanine and second. A first floor tunnel (above ground) connects the BMEWS to a separate satellite building. The satellite building suffered a major fire in 1980.

In the original building there is a heat dissipation area which is accessed from the second floor. The heat dissipation area is two floors; each floor is approximately 6,020 square feet. The heat dissipation equipment is in enclosed unconditioned space.

The building addition measures approximately 23,550 square feet per floor on the three lower floors (first, mezzanine and second). Above the second floor are six additional floors for radar equipment.

The first floor of the whole facility is slab-on grade. The mezzanine level is a steel open-grate floor. The second floor is poured concrete on metal pan. Most of the mezzanine level open-grate has been covered with plywood/carpet or plywood/tile.

Occupied rooms have been constructed on the (now) solid mezzanine floor.

The high-rise portion of the building addition also alternates between concrete slab and a steel open-grate floor. The high-rise floors are denoted as one through six. The high-rise first floor is not the same area as the first floor of the low-rise, refer to drawings for dimensions. The first floor of the high rise is above the second floor of the low rise. The first, third and fifth floors of the high-rise are poured concrete on metal pan. The second, fourth and sixth floors of the high-rise are steel open-grate floor. The walking surfaces of the open-grate on the second, fourth and sixth floors of the high-rise have not been covered (with plywood) and remain open.

SECTION 01 02 10.00 06 Page 2

Sleeping rooms (also known as SHELTER IN PLACE) are provided throughout the BMEWS facility. These rooms are used sporadically to house building occupants when the weather prohibits the safe transport of personnel between the BMEWS and the main Thule base.

All sleeping rooms are provided with two smoke detectors; one detector which signals the building fire alarm system and another detector (single-station) which audibly annunciates in the room of origin.

1.1 EXISTING CONDITIONS: (Also refer to Appendix A for

site photos)

FIRE SUPPRESSION:

Fire protection, where provided, is via aqueous suppression. No non-aqueous (gaseous) systems are utilized anywhere in the facility. All aqueous suppression systems are pre-action. The automatic sprinkler systems and the standpipes are pre-action.

Pre-action systems contain no water in the pipes until the deluge valve in the fire pump room is electrically activated by the fire alarm system. The sprinkler head in the affected area must also be activated from the heat of the fire for water to flow from the sprinkler head.

The original portion of the BMEWS facility is not generally provided with automatic sprinkler protection (approximately 60% of the floor area). The transformer vault and the battery room, located in the original portion of the building, are provided with sprinkler protection which is fed from the building addition. Standpipe connections (including 1 ½ inch hose and nozzles) are provided throughout the original portion of the building. The heat dissipation area is not provided with any type of fire suppression.

The building addition is provided with complete automatic sprinkler protection and standpipes (including 1 ½ inch hose and nozzles), this is approximately 40% of the floor area of the first, mezzanine and second floors. Rooms have been constructed in the sprinklered portion of the building with ceilings where the sprinkler system has not been extended into the room. These areas have sprinklers above the room ceilings but, not in the occupied space.

The sprinkler systems and the standpipe systems are interconnected throughout the facility. The standpipes, like the sprinkler system, are not charged with water until two smoke detectors are activated to trip the deluge valve in the fire pump room. Maintenance personnel have indicated that the maximum “trip time” is approximately 40 seconds. Trip time is the amount of time from the activation of the deluge valve until water flows from the most remote sprinkler head.

SECTION 01 02 10.00 06 Page 3

A fire protection water tank is housed in the new section of the BMEWS. The volume of the tank is approximately 120,000 gallons.

The tank is constructed of cast in place reinforced concrete and is formed into an octagon. A cursory calculation indicated that the volume of water in the tank corresponds to the volume of water required per the UFC 3-600-01 (DOD Fire Safety Criteria);

Table 4-1 to fight a fire.

The fire pump room is located in close proximity to the fire protection water tank. The room is provided with one-hour fire rated construction. The primary fire pump is a 1,000 GPM Aurora horizontal split-case unit with an electric motor. The secondary fire pump is a 1,000 GPM horizontal split-case with a diesel engine. A jockey pump is provided to supply small pressure boosts when required. Each fire pump is provided with a FIRETROL fire pump controller.

There is a 100-gallon day-tank (TRAMONT Brand) in the room to supply diesel fuel to the diesel fire pump. The tank is listed in accordance with UL (Underwriters Laboratories) 142 (Steel Aboveground Tanks for Flammable and Combustible Liquids).

There are four electrically-activated deluge valves to supply the four pre-action sprinkler systems throughout the building. The first three valves were installed at the time of construction of the addition. The last deluge valve was added later in conjunction with a renovation project.

The first deluge valve is a six-inch unit manufactured by RELIABLE in 1984. This valve serves the SSPAR Level 1- 6/UPS/CMOC/C2HR/TOC. The data plate indicates that the area served is 31,423 square feet. The design discharge is 0.16 GPM per square foot over a 2,000 square foot design area. This deluge valve is not provided with an emergency manual release.

The second deluge valve is a six-inch unit manufactured by RELIABLE in 1986. This valve serves the second floor and the mezzanine. The data plate indicates that the area served is 42,109 square feet. The design discharge is 0.21 GPM per square foot over a 2,000 square foot design area. This deluge valve is provided with an emergency manual release.

The third deluge valve is a four-inch unit manufactured by RELIABLE in 1986. This valve serves the first floor. The data plate indicates that the area served is 24,509 square feet. The design discharge is 0.21 GPM per square foot over a 1,950 square foot design area. This deluge valve is provided with an emergency manual release.

The fourth deluge valve is a four-inch unit manufactured by RELIABLE in 1998. This valve serves the CMOC/DCSS/ETR. The data plate indicates that the number of sprinkler heads is 79. The

SECTION 01 02 10.00 06 Page 4 design discharge is 0.15 GPM per square foot over a 1,500 square foot design area with a GPM discharge of 622 GPM at 26 psi (at base of riser). This deluge valve is not provided with an emergency manual release. The fourth deluge valve was installed in the late 1990s in conjunction with a renovation project to a small area of the original BMEWS building on the first floor.

A small cafeteria/dining facility are provided in the original portion of the building on the second level. Two hoods in the kitchen are provided with ANSUL wet-chemical suppression systems.

The suppression systems are manually activated (individually) with pull stations mounted in close proximity to the hood exhaust systems. Activation of a wet-chemical system activates the fire alarm system and shunts power (electric) to the cooking units.

A small hydraulic elevator used to transport technical material is located in the original portion of the building adjacent to the cafeteria. Signage at the elevator prohibits its use by personnel. The lift is only permitted to transport material between the first floor and the mezzanine level.

FIRE ALARM:

The fire alarm is a NOTIFIER 3030 multiplexed addressable system installed approximately 2 ½ years ago. Initiating devices consist of manual pull stations, smoke detectors and heat detectors. Alarm indicating devices consist of horn/strobe units.

The main fire alarm panel is located in the original portion of the building which is not sprinklered. The on-site fireman office is provided with a satellite panel to annunciate any fire alarm problem. A fiber optic cable provides immediate fire alarm signal annunciation to the Thule emergency control center located on the main base. The emergency operator is provided with specific point annunciation of each device and a map of the location of the device relative to the building.

All wiring is provided in EMT (electric metallic tubing) where exposed. All SLCs (Signal Line Circuits; pull stations, heat detectors and smoke detectors) and NACs (Notification Appliance Circuits; horn/strobes) are wired as Class “A” with return loops to the Notifier 3030 panel.

All areas of the facility are provided with manual pull stations and automatic detection. Audible and visual notification is provided in most areas of the facility. Secondary power is provided via battery back-up.

LIFE SAFETY:

SECTION 01 02 10.00 06 Page 5

Life safety throughout the facility does not comply with the NFPA (National Fire Protection Association) 101 Life Safety Code. Most stairwells are not fire rated. No stairwells discharge into protected corridors or directly to the exterior of the building.

Discussions with building staff indicated that frequent fire drills were executed. Building occupants congregate in an assembly area inside the building in close proximity to an exterior entrance/exit. This door is adjacent to the Notifier 3030 fire alarm control panel.

Stairwells in the original portion of the building are enclosed in sheet steel panels (no fire rating) and non-rated door assemblies. None of the stairwells have the ability to discharge directly to the exterior of the building.

The high-rise portion of the building addition is served by a single stairwell and a single elevator. The elevator is provided with a recall system via the fire alarm system. All elevator recall alarms send the elevator to the first floor of the high rise.

The single stair in the high-rise is provided with 2-hour fire-rated construction and 1 1/2 –hour rated door assemblies (as required by the Life Safety Code). After traversing the six high rise floors, a stair occupant must continue three addition floors to the bottom of the stair. These are the second, mezzanine and first floor of the low rise. This stair discharges into the general space of the first floor of the low-rise and does not discharge directly to the exterior.

An additional exit is provided from the first floor of the high-rise space to the exterior of the building. An exit door is provided on the exterior wall of the first floor of the high-rise. Egress is accomplished by traversing across the flat roof (of the second floor of the low–rise) (following the designated path) and descending a spiral staircase to grade below.
